Mechanical Committee
City Council Chambers
February 28, 1995
6:30 P.M.

The first item of discussion was the telephone system update. Harlan
Banister stated that Larry LaCroix of AT&T has reviewed and revamped
the proposal to include all departments of the city. The new cost is
$637.00 per month for 60 months. The new proposal includes all the
city garages as well as an additional phone in the council chambers.
A motion was made by Jim May and seconded by Chet Phillips
recommending approval to the City Council. Discussion. It was noted
that AT&T will install and train the personnel on the new system. The
cost of the present system is approximately one half of the proposed
system which will be more convenient, cut down on trips to the city
building by some department heads and will include new fax machines at
various locations. Voice vote. Motion carried.
Public Safety & Traffic Committee

The first item on the agenda was the fire report. Bob DeRenzy was not
present and no report was available at this time.
The police report was next. The report was self explanatory. Mike
Elam mentioned that with the aid of the street crews during snow
plowing, approximately 50 abandoned vehicles were located and moved.
No action was necessary by the Committee.
The ESMA report was next. Howard Williams stated he is working on
tornado preparedness. He also stated that the disaster plan will be
reviewed by the state agency next month. No action was necessary on
these items.
The IDOT handicap ramps were next. The Committee discussed the
possibility of having the city crews remove the existing curbs and
having a contractor pour the ramps. Clif O'Brien stated that if the
cost were $3.55 per square foot it would cost approximately $70.00 per
ramp. It was noted that the city must respond to IDOT by March 15th.
This item was referred to the City Council for further consideration.
The possibility of making Avenue A from Locust Street to Vine Street
was next on the agenda. Some of those present felt that an agreement
was made with IDOT when the traffic lights were installed at the
intersection of Avenue A and Locust Street to leave the balance of
Avenue A one way while making Main Street two way on to the square.
This item was tabled to the next meeting for further discussion.
No further action was taken by the Committee and the Public Safety and
Traffic Committee was adjourned.
Streets and Garbage Committee
Richard Coay, Chairman
Dick Coay reminded the members to get their motor fuel tax lists
submitted in the near future.
The next item was a brief discussion of a recycling plan. Dick Coay
stated that a plan is being developed but is not requesting action at
this time. Clif O'Brien stated that the county is working on a
recycling plan which will effect the city's plan. He stated that the
Ledger is advertising recycling of newspapers and these numbers may be
eligible for the city's use toward the percentage of recycling. This
matter will be discussed further at future meetings.
No further business was discussed and the Streets and Garbage
Committee was adjourned.
Lake, Buildings & Grounds Committee
Chet Phillips, Chairman
The first item on the agenda as an update on the Clean Lakes Program
from Ray McKinney. He stated that the original plan was a 50/50 split
with the city paying $50,000 with an estimated total cost of $71,000.
The actual cost of the first phase was $50,706 due to the city
assisting in this phase. Greg Good has informed him that the city
will be receiving a reimbursement of between $10,000 and $10,700. Ray
stated that the final CMT report will be brought to the Committee with
recommendations for the next phase. No action was necessary at this
time.
Chet Phillips informed the Committee that the firemen have requested
the use of a city lot. They have obtained a two stall garage
presently owned by Wareco and would like to relocate it to the city
lot at Pine Street and 2nd Avenue. They would like to use this to
restore a 1916 LaFrance fire truck, donated by the Park District, and
to store the fire safe house. They plan on resurfacing the blacktop
and add landscaping. This garage will be city owned property, not
property of the fire department. Discussion. A motion was made by
Chuck Chapman and seconded by Dick Coay recommending approval of the
request. Voice vote. Motion carried.

No further business was discussed and the Lake, Buildings and Grounds
Committee was adjourned.
Public Works - Water and Sewer Committee

The first item was an explanation of the meter plan. He stated that
the new meters would be read by a hand held receiver. He presented an
overview of the new system over the old system as well as an
explanation of the costs associated with the two systems. Discussion
followed on the costs which would be incurred this year and the length
of time it would take to convert the entire city to this type of
meter. Ray recommended getting started and the entire system could be
converted in 19 years or less. Discussion. A motion was made by Chet
Phillips and seconded by Dick Coay recommending acceptance of the plan
presented by Ray McKinney. Voice vote. Motion carried.
A request from Gary Orwig to purchase a pump impeller was next. Jim
May stated that the cost is $858.92 from the Gasvoda Company. A motion
was made by Chuck Chapman and seconded by Chet Phillips recommending
approval of the expenditure. Voice vote. Motion carried.
Clif O'Brien provided an update and explanation of the water main
break on East Chestnut Street. He stated that Sunday at approximately
8:00 a.m. a break occurred at the Boat Dock Road. The main was shut
off, the police department was notified, the area was blocked off and
a JULIE locate was filed. Due to the area being flooded, it took
approximately three hours to pump the water out of the way. Digging
began and it was discovered that approximately 20 feet of pipe had to
be replaced. Clif stated that approximately 2:00 p.m., he thought he
had all the material and they began pulling the pipe, which took
around an hour and a half. It was discovered that the pipe was not
compatible to the replacement pipe. Clif stated that after several
phone calls, materials were located in Springfield at approximately
11:00 p.m. On Monday at 6:00 a.m. Clif went to Springfield to pick up
the pipe and repairs were started at 1:00 p.m. At approximately 3:00
p.m. the water was slowly turned on to restore service. Clif stated
that the water from the 18" main was not put into the system but was
isolated. The town was being fed through the 16" main. A boil order
was issued, a sample was taken to Daily Analytical lab for testing and
results should be back sometime Tuesday. Clif stated that this is the
first time in 20 years that customers were without water overnight to
his knowledge. The approximately cost was over $7,000 to repair the
line. Ray and Clif stated that the discolored water in the lines are
from the sediment in the other line becoming loose but is not harmful.
No further business was discussed and the Public Works - Water and
Sewer Committee was adjourned.
