City Council Chambers

Public Safety & Traffic Committee

Chief Elam stated that his written monthly report will be distributed next week. He also
commented on how well the K-9 is working and thanked the media for their positive
support.
Chief Jackson's written report will be distributed at a later date. He informed committee
that the refurbishing of the fire truck should be completed by mid February. He also
stated that the investigations are going well on the arson cases. The Chief will be
conducting another training program which will be made available to all other agencies in
the area.
Financial Advisor Harlan Banister will negotiate with Supreme Radio on a radio
maintenance agreement for the fire and police departments. All other departments have
canceled their service agreements. Mr. Banister will bring a report to the next council
meeting.
No ESMA report was given.
For information only Mayor Edwards attended a meeting this evening of a local support
group for people who have lost limbs. He addressed the group on what is available in city
hall as well as the progress on the handicap ramps in the city. The group's main concern is
the enforcement of handicap parking throughout the city.
No further business was discussed and the committee adjourned
Streets & Garbage Committee

There were no items for discussion under the Streets and Garbage Committee and the
committee adjourned.
Lake, Buildings & Grounds Committee

Clif O'Brien reported on the heating system in City Hall. It is his opinion that the boiler
has gone past it's effective use and he is exploring several replacement options. The boiler
should make it through the winter season with a replacement system for next year. Harlan
Banister advised that TIF funds can be used for this purpose. A new heating system for
city hall will be included in next year's budget. No committee action required at this time.
No further business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

Steve White received notice that the price of carbon for the water plant will go from $.45
to $.54 a pound in January 1997. If he purchases enough now to last a year he would
save $2,240. He requests permission to purchase 28,000 pounds of carbon for the water
plant for $12,600 which will provide all of the carbon required for the next fiscal year.
Motion by Alderman Hartford, second by Alderman Shores to approve this purchase.
Voice vote, motion carried.
City engineer Bob Anderson spoke on the Resolution approving an agreement for
professional services between the City of Canton and Mauer-McGillam Engineers for
engineering performed by a consulting engineer for sewage pumping station (Kilroy Lift
Station). The agreement requests $10,000 for a study of the lift station. This does not
include the design. Mr. Anderson stated that the steel capsule is rusting from underneath
and the floor is unstable. It is in critical condition. Motion by Alderman Phillips, second
by Alderman Shores to send this resolution to council for approval. Voice vote, motion
carried.
Harlan Banister requested approval for a one year service agreement with Capital for 5
generators located at the lift stations. Capital would do routine service on all generators
twice a year. The cost is $3,724. There are two generators in need of repair. This service
agreement does not include any repair costs. Motion by Alderman Phillips, second by
Alderman Hartford to have Gary Orwig contact Cummings and Capital and get a cost
estimate from each for an evaluation of the four generators and have the company with the
lowest estimate do an evaluation and report back to council next week. (The 5th
generator is new and does not require an evaluation.) Voice vote, motion carried.

Odor problems on Tamarack and South Main were discussed. Bob Anderson
recommends the sanitary sewer at this location be televised in conjunction with the TV
work being done on North Avenue B. Motion by Alderman Phillips, second by Alderman
Hartford to authorize Bob Anderson to have it televised if needed. Voice vote, motion
carried.
No further business was discussed and the committee adjourned.
