Maintenance Engineering to be
Performed by a Consulting Engineer
(to be attached to BLR 8202 or BLR 8205)
Job No. 234-04032
City of Canton
Section 04-00000-00-GM
The services to be performed by the engineer, pertaining to the various items of work included in the estimated cost of
maintenance operations (BLR 8202 or 8205), shall consist of the following:
PRELIMINARY ENGINEERING shall include:
Investigation of the condition of the streets or highways for determination (in consultation with the local
highway authority) of the maintenance operations to be included in the maintenance program; preparation of
the maintenance resolution, estimate and proposal; attendance at meetings of the governing body as may
reasonably be required; attendance at public letting; preparation of the contract or acceptance of proposal
forms; and the preparation of the maintenance expenditure statement.
ENGINEERING INSPECTION shall include:
Furnishing the engineering field inspection (including preparation of payment estimates and/or checking
material invoices) of those maintenance operations requiring professional on-site inspection, as opposed to
those ordinary operations such as street sweeping, snow removal, tree trimming, crack filling, cleaning
ditches and culverts, etc., which typically require no professional inspection.
For furnishing preliminary engineering, the engineer will be paid a base fee PLUS a negotiated fee percentage. For furnishing
engineering inspection the engineer will be paid a negotiated fee percentage. The negotiated preliminary engineering fee
percentage for each group shown in the "Schedule of Fees" shall be applied to the total estimated costs of that group. The
negotiated fee for engineering inspection for each group shall be applied to the total final cost of that group for the items which
required engineering. (See reverse side for additional instructions). In no case shall this be construed to include supervision
of contractor operations.

Dear Mayor Bohler:

~ Colin J. Edwards, PE

The City has identified the streets they desire to request the Illinois Department of
Transportation to include in their Fiscal Year 2006 Federal Program. Surface
Transportation Urban (STU) Funds will be used to resurface the selected streets
utilizing a procedure called Local Agency Pavement Preservation Program (LAPP). The
City will use Motor Fuel Tax for the design and construction engineering and for the
City's share of construction costs.
Enclosed is a location map showing Location No. 1 on Ash Street from 5t" Avenue to
15t" Avenue and Location No. 2 is 11t" Avenue from Chestnut Street to Ash Street.
Our cost opinion for the construction of these two locations is $170,610.00. The City's
share of construction costs would be 20% or $34,122.00, which will be Motor Fuel Tax
Funded. The cost opinion for the Design Engineering portion is 10% of the
construction, which is $17,061.00. The cost opinion for the construction oversight
engineering is 19% of the construction cost, which is $32,400.00. Construction
oversight is charged on a time and material basis for the actual amount of time
expended by personnel on the project.
A recap of the City's costs to be expended from the Motor Fuel Tax Fund is as follows:
Construction Cost = 20% of $170,610.10 = $34,122.00
Design Engineering = 10% of $170,610.00 = $17,061.00
Engineering for Construction Oversight = 19% of $170,610.00 = $32,416.00
Total Motor Fuel Tax = $83,599.00

The City has identified the streets they desire to request the Illinois Department of
Transportation to include in their Fiscal Year 2006 Federal Program. Surface
Transportation Urban (STU) Funds will be used to resurface the selected streets
utilizing a procedure called Local Agency Pavement Preservation Program (LAPP). The
City will use Motor Fuel Tax for the design and construction engineering and for the
City's share of construction costs.
Enclosed is a location map showing Location No. 1 on Ash Street from 5th Avenue to
15th Avenue and Location No. 2 is 11th Avenue from Chestnut Street to Ash Street.
