Finance Committee

Debra Callan, owner of Illinois Risk Management, presented a written proposal to the
Mayor and Aldermen regarding consultation services. She provides insurance
consultation services on an annual retainer fee and guarantees to save the city 10% or her
retainer fee is returned. Her proposal did not include health insurance. Motion by
Alderman Molleck, second by Alderman Nidiffer to send to council for a recommendation.
Mayor Edwards suggested this be done only one year at a time instead of 3 as she
proposed. Voice vote, motion carried.
Kathryn Root asked the committee to forgive a water bill for her daughter, Amy Williams.
The bill was incurred by the former renters of Ms. Williams' house. The water bill was
adjusted according to policy. Steve White stated that the $50 deposit could be taken off
leaving the balance at $324.38. Alderman Molleck suggested that Ms. Williams contact
the water department to work out a payment plan. No action was taken.
Mayor Edwards reported that the Fulton County Economic Development Corporation is
requesting all communities in the county participate with them in helping fund a study for
IDOT to obtain a right of way necessary to tie Fulton County with the 474 by-pass. This
is necessary to assure that developers of subdivisions do not block this right-of way. A
10% per capita is being considered, which would amount to $1500 for Canton. The
Fulton County Board today approved $2,000 in support. Motion by Alderman Molleck,
second by Alderman Nidiffer to expend $1500 from the general fund to send a check to
the Fulton County EDC as a contribution to this project. Voice vote, motion carried.
Motion by Alderman Molleck, second by Alderman Meade to send the bills to council for
approval. Voice vote, motion carried.
Motion by Alderman Molleck, second by Alderman Nidiffer to open bids for sidewalk
improvements. Voice vote, motion carried. Bids were read as: Aupperle & Sons
Construction - $42,084.32, Greg Foose Construction - $28,931.10, Smiley Construction -

$34,725.09, D & M Earthmoving - $32,785.80. Motion by Alderman Molleck, second by
Alderman Meade to send bids to staff for a recommendation. Voice vote, motion carried.
Linda Caudle presented quotes for 6,000 time cards. Crawford's Printing at $239.41 and
Canton Printing at $328.00. Motion by Alderman Molleck, second by Alderman Nidiffer
to go with the lowest and best bid from Crawford's Printing in Canton. Voice Vote,
motion carried.
Motion by Alderman Meade, second by Alderman Molleck to open bids for the air
compressor for the Water Plant. Voice vote, motion carried. Bids were read as:
Cochrane Air Compressor Co. - $7,954, and Squire -Cogswell Co. - $7,670. Motion by
Alderman Meade, second by Alderman Nidiffer to send bids to staff for recommendation.
Voice vote, motion carried.
IDOT has asked the city to participate in the placement of new concrete sidewalks on
three corners of the new bridge carrying Route 9 over Big Creek. Total cost to the City is
$1247.75 which does include a 15% charge for engineering. Motion by Alderman
Nidiffer, second by Alderman Meade to send this request to staff for consideration and
for staff to bring back a recommendation to Council. Voice vote, motion carried.
Chief Elam asked that the city pay Marty Brown mileage for his 911 assignment when he
used his personal vehicle. The total at 28 cents a mile is $546. 911 will reimburse the
City for this amount. Motion by Alderman Molleck, second by Alderman Nidiffer to
approve this request. Voice vote, motion carried.
Chief Jackson requested permission to go out for bids for two new trucks for the fire
department. The engine would be approximately $350,000 and the Ladder would be
approximately $650,000 fully equipped. Harlan Banister, financial advisor and Pat
Wright, treasurer, investigated financing. Harlan reported that there would be enough cash
at the end of next September or October to pay for the engine and the best financing for
the ladder truck would come from two local banks. It would be a 5 year loan at 5.75%
with the monthly payments at $12,515.48. Motion by Alderman Molleck, second by
Alderman Meade to go out for bids for both. No further business was discussed and the
committee adjourned.
Negotiations, Grievance & Personnel Committee

Clif O'Brien informed the committee that the IDOT Random Drug Testing Policy has
never been passed by the council. Attorney Jim Elson has reviewed it and recommends it
be sent to Council. This applies to the IDOT drivers. Motion by Alderman Sarff, second
by Alderman Molleck to send the policy to council for passage. Alderman Meade stated
that attorney Bruce Beal has also approved the policy. Voice vote, motion carried.
No further business was discussed and the committee adjourned.

Legal & Ordinance Committee

Chad Murphy, Executive Director of the Chamber, asked the committee if there was a
possibility of a Hotel/Motel tax to be used for tourism through the Chamber and
Illinois is doing. Linda Caudle gave a report

Attorney Bruce Beal provided a letter of a request from the Fire Department to allow
Rod Heinze to use all of the sick days he has accumulated (57) which wo nld otiat~ons he
to the collective bargaining agreement. Beal stated in his letter that during g

actually sick and that the city would only pay out for unused sick leave in accordance with
the terms and conditions of the contract. They are willing to agree in writing to a

take advantage of unused accumulated sick leave above the 30 day maximum provided for
in the contract. Motion by Alderman Sarff, second by Alderman Molleck to approve this
request. Voice vote, motion carried.
An Ordinance amending Title 8, Chapter 10, Section 7 of the Canton Municipal code was
discussed. Attorney Elson stated that this change allows the water department some

discretion regarding shut offs. Motion by Alderman Meade, second by Alderman Molleck
to send the ordinance to Council. Voice vote, motion carried.
Attorney Jim Elson requested authority to proceed with foreclosure on properties to

Mayor Edwards also stated that appraisals on the city lots came in today, two at $1600
each and the comer lot at $2100. Linda Caudle will move forward with advertising for
bids on these three lots at 4th and Pine.
Mayor Edwards presented an Ordinance to reduce the Class A liquor license from ten to
nine. Alderman Molleck made a motion to send the Ordinance to Council, second by
Alderman Sarff. Voice vote, motion carried. No further business was discussed under
Legal and Ordinance.
