Edwards Way th 50 North 4 Avenue, Canton, Il 61520 A special meeting of the Canton City Council was held on June 12, 2023 (6:30 pm) at the Historic th Depot located at 50 North 4 Avenue Canton Illinois. STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Andi Walters, Attorney Chris Jump, Treasurer Crystal Wilkinson, Police Chief Michael Eveland, Utility Director Joe Carruthers, City Engineer Keith Plavec. MEDIA IN ATTENDANCE: Fulton Democrat PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION Mayor Kent McDowell PUBLIC PARTICIPATION ROLL CALL Yes No Absent Alderperson Gossett x Alderperson x Lingenfelter Alderperson Ketcham x Alderperson Hale x Alderperson Grimm x Alderperson Lovell x Alderperson Nelson x Alderperson x Chamberlin ADDITIONS OR CORRECTIONS TO THE AGENDA CONSENT AGENDA COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR ORDINANCE APPRPOVING AND AUTHORIZING THE EXECUTION OF A SOLAR POWER PURHCASE AGREEMENT AND LEASE OF REAL PROPERTY FOR A TERM IN EXCESS OF TWENTY (20) YEARS FOR REAL PROPERTY OWNED BY THE CITY OF CANTON LOCATED AT OR NEAR THE Alderman Gossett arrived at 6:37 P.M. Attorney Jump stated that the parties are going over contracts and plans right now. As it is going right now, it will be across the road, on Lake Shore Drive, from the Water Treatment Plant. This is a 30-year contract with the lease at $1.00 per year with the return purchase by the City for power at $0.04 per kilowatt hour. They are buying the electricity solely for the City of Canton to run the Water Treatment Plant at 95%. Keystone will be responsible for all the equipment and will be leasing the land from the City of Canton. ORDINACE APPROVING AND AUTHORIZING THE EXECUTION OF A SOLAR POWER PURCHASE AGREEMENT AND LEASE OF REAL PORPERTY FOR A TERM IN EXCESS OF TWENT (20) YEARS FOR REAL PORPERTY OWNED BY THE CITY OF CANTON LOCATED AT OR NEAR KILROY LIFT STATION. With the exception of the size of the system and location, the other terms of the agreement are the same as the Water Treatment plant location. This will be near the Kilroy Lift Station at the City Farm, a portion of undeveloped property, previously rented out for farming purposes until this year. This location will power the Kilroy Lift Station up to 95%. Motion and second made by Alderpersons Chamberlin/Lovell to approve and authorize the execution of a solar power purchase agreement and lease of real property for a term in excess of twenty (20) years for real property owned by the City of Canton located at or near Kilroy Lift Station. PROPERTY ALDERPERSON PAT KETCHAM, CHAIR RESOLUTION AUTORIZING SALE OF SURPLUS PUBLIC REAL ESTATE LOCATED AT OR ABOUT 920 W. LOCUST STREET, CANTON IL 61520. Attorney Jump stated that this property appraised around $65,000. This property will need to be used for commercial or industrial use. Proposals to be in by June th 30, 2023. Motion and second made by Alderpersons Gossett/Lovell to authorize the sale of surplus public real estate located at or about 920 W. Locust Street, Canton IL 61520. This property will also need to be used for th commercial or industrial use. Proposals to be in by June 30, 2023. Motion and second made by Alderpersons Lovell/Grimm authorizing the sale of surplus public nd real estate located at or about 155 S. 2 Ave, Canton IL 61520. COMMUNITY AND ECONOMIC DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVLOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND JUST DONUTS, LLC AND JANET RAISTRICK (158 E. ELM ST.) Motion and second made by Alderpersons Lovell/Chamberlin to approve and authorize the execution of a redevelopment agreement by and between the City of Canton, Fulton County, Illinois and Just Donuts, LLC and Janet Raistrick (158 E.
