EXPANSION OF THE ENTERPRISE ZONE

The Public Hearing was conducted by City Attorney Chrissie Peterson at the
Historic Depot.
The purpose of the Public Hearing is to consider the question of whether to amend the existing
boundaries of the City of Canton/Fulton County Enterprise Zone and what the altered
boundaries should be.
During the Public Hearing all interested persons will be given the opportunity to present both
oral and written comments and testimony regarding the proposed four (4) acre expansion.
Previously Mr. Hitchcock distributed some information which will be read into the record.
Michael Hitchcock Senior, President of Hitchcock Scrap yard has purchased the abandoned
cement plant adjoining the Hitchcock property to the South. He is in the final stages of
preparing the site to construct a 15,000 square foot all steel construction. The building will
house a new state of the art automatic bailer that will have the capabilities to shear and bale
large pieces of aluminum, wire etc. that shortens the process to seconds instead of days. All
customers selling material such as aluminum and copper will drive thru two lanes in and out of
the building on concrete drives for fast and efficient service. The purchasing of these metals
will be done by using a new computer program that speeds payment. The building will be large
enough to dump semi trucks inside, as well as several other areas for semi-vans. In the
construction of the building Mr. Hitchcock will use Fulton county suppliers for items such as
concrete, and for other services as needed. The expansion will allow him to hire an additional 7
new employees. In addition to the benefits for Fulton County, Mr. Hitchcock purchases several
million dollars in metals from the public. Mr. Hitchcock has been a major Fulton County
employer since 1972, and is located just three miles south of Canton on Route 78. Mr.
Hitchcock employed an average of 47 employees in the year 2009. Mr. Hitchcock is currently in
the planning stage for replacing his entire semi-fleet with Caterpillars semi tractors in 2011-
2012.
The purpose again of the hearing is to determine whether or not the additional four (4) acres
for the property mentioned immediately south to his current facility should be included in the
Enterprise Zone for a sales tax exemption only.
Attorney Chrissie Peterson asked for any public comments.
