Chief Elam requested permission for the City Attorney and the Code Enforcement Officers
to proceed with condemnation of two vacant residential properties at 651 N. 7th Avenue
and 53 N. Avenue B. Under discussion Mayor Edwards talked about item #6 on the
agenda -Policy for Building Code Enforcement. He said it was time to do a crack down
on the hot spots throughout the community. He asked all alderman to make a list of code
violations in their wards and Alderman Sarff asked that residents also notify their aldermen
or the city building of problems in their neighborhoods. Chief Elam said that more action
is needed by the Health Department and the courts. Chief Jackson and Clark Wilson have
prepared a policy that was presented before committees two weeks ago. Motion by
Alderman May, second by Alderman Phillips to have the City Attorney bring that policy
before next council meeting in resolution form and to proceed with condemnation of
properties at 651 N. 7th Avenue and 53 North Avenue B. Voice vote, motion carried.
Chief Elam's written police report is self explanatory.
Chief Jackson's written fire report is self explanatory. He added that the 911 minutes are
included in his report. Mayor Edwards asked about the structure that was being
constructed at the fire department to house an outside grill. Chief Jackson stated that the
firemen will pay for approximately 99% of the costs. Chief Elam was asked to check on
this for safety purposes and Alderman Molleck asked that a drawing of the structure be
brought to council meeting before work proceeded on the project. No action taken at this
time.
Merle Pettit, ESMA Director, reported that during the month of May, 250 man hours
were recorded. Gene Phillips asked to address the committee regarding the need to
purchase a replacement radio for ESMA. He also said that more antenna height is needed.
Approximately $2800 in purchase orders was presented to Harlan Banister from ESMA
for the purchase of a new radio, jackets, shirts, caps and other items. Mr. Phillips also
reported that the siren near the water tower is not working. The committee asked that
Chief Elam and Chief Jackson get with ESMA representatives and review their needs and
bring a recommendation back to council. No action required at this time.
Chief Elam asked permission to purchase 13,000 rounds of ammunition at a total price of
$1,552.80 from CCIBlazer Company. This is a normal budgeted item. Motion by
Alderman Phillips, second by Alderman Shores to approve this purchase. Voice vote,
motion carried.
Item #7 was placed on the agenda in error. No further business was discussed and the
committee adjourned
Streets & Garbage Committee

Clif O'Brien informed the committee that the Daily Ledger will stop recycling newspaper
in the next couple of weeks. If the City would like to include newsprint in their recycling
program a water tight dumpster, and a sign would be needed. The City would truck the
newspapers to Pekin Recycling. They would charge the City $15.00 per ton received for
recycling and handling. Motion by Alderman Phillips, second by Alderman Shores to
approve the purchase of a water tight dumpster and begin accepting newspapers at the
recycling drop off location. Voice vote, motion carried.
Mayor Edwards informed the committee that Jim Keith would like to get a ladies pro
bowling tournament in Canton and he would like the support of the council and the
community. Mayor Edwards asked Chet Phillips to find out more about the tournament
and bring the information back to council. No action required.
Mayor Edwards reported that Bob Anderson was contacted by Randy Oaks, owner of
White Oaks, requesting a curb opening on White Court for access to his parking lot. He
also asked that the city pay for the opening. This curb opening request would eliminate
two parking spaces. Committee also suggested the possibility of allowing access through
the City's parking lot. The Committee asked Clif O'Brien and Bob Anderson to look at
this and bring back a recommendation to council.
No further business was discussed and the committee adjourned.
Lake, Buildings & Grounds Committee

Jerry Yocum requested permission to construct a 30' square cement slab and garage on his
leased lake lot. He talked with the county for a building permit and they referred him to
the city for approval before they issued a permit. Motion by Alderman Phillips, second by
Alderman Shores to give Clark Wilson the authority on behalf of the council, to approve
this request after seeing plans for the project. Voice vote, motion carried.
No further business was discussed and the committee adjourned.

Public Works, Water & Sewer Committee
Jim May, Chairman
Steve White requested authorization to purchase a carbon feeder for the water plant. The
other feeder is broke down. The cost is approximately $12,000. Motion by Alderman
Shores, second by Alderman Phillips to have Steve White advertise for bids for the carbon
feeder. Voice vote, motion carried.
Steve White reported that during the inspection of the dam, an area at the top of the
spillway was found to have a leak which needs to be repaired as soon as possible. Money
could come from the Lake Development Account. Motion by Alderman Phillips, second
by Alderman Shores to have Crawford, Murphy and Tilly Engineers provide an estimate
for the engineering work and repairs to the spillway. Voice vote, motion carried.
Mayor Edwards informed committee of a letter and resolution from Jim Davis for a
request for expenditure /authorization of motor fuel tax funds for the handicap ramps.
This project was to be a 50/50 shared project with the state and the city. Because of
increased engineering needs the cost is approximately $12,000 for the State and $20,000
for the city. Harlan Banister, Clif O'Brien, and Mayor Edwards will meet tomorrow and
discuss these charges with Jim Davis of Mauer and Stutz.
Steve White and Harlan Banister discussed the filters at the water plant. Motion by
Alderman Phillips, second by Alderman Shores to have Steve White further investigate
options on the filters and bring back a recommendation to council. Voice vote, motion
carried.
No further business was discussed and the committee adjourned.
