HomeMy WebLinkAbout03-25-1997 Mechanical Mechanical Committee City Council Chambers /-1a~ ~~ Feb~3; 1997 6:30 p.m. Members Present: Jo Anne Shores, Jim May, Chet Phillips, Jim Hartford Others Present: Mayor Donald Edwards, Jim Elson, Kevin Meade, Larry Sarff, Bob Molleck, Steve White, Clif O'Brien, Gary Orwig, Chief Elam, Chief Jackson, Harlan Banister, Linda Caudle, Merle Pettit, John Froehling, Marnie Eiksteadt Public Safety & Traffic Committee Jo Anne Shores, Chairman Mr. Robert Wheeler asked to address the committee. He requested permission to enter his building to begin clean up. Attorney Elson told him he must follow the proper procedure, which is to meet with zoning officer Clark Wilson and Fire Chief Jackson to request a permit. Mr. Wheeler was reminded that he was found guilty on 9 of the 18 charges against him in court and that he must abide by the actions required by the law. No action required at this time by committee. Iris Sepich, owner of Main Ideas located on the northwest corner of the Square addressed the committee regarding parking in downtown. She stated that her customers are confused with the different time limits. Connie Westhaver, owner of Time and Time Again also addressed the committee regarding the same issue. She requested all day parking with no limit and no citations issued. Both Sepich and Westhaver have received complaints from customers regarding the 15 minute parking spaces. Mrs. Sepich expressed she was not pleased with the location of the handicap parking on the square. Clif O'Brien stated that those spaces were selected by the ADA committee which consisted of some members in wheel chairs. Doug Mannock, owner of Atlas Camera Center spoke in favor of the two temporary 15 minute parking spaces that he had originally requested in front of his business. Mayor Edwards stated that he personally feels the 15 minute parking is wrong and that he objected to it when it was first presented. However, he stated he is willing to try anything to improve the problems of downtown parking. Motion by Alderman Phillips, second by Alderman Sarff to have Howard Williams of the police department conduct a survey of the downtown merchants to see how they feel the temporary 15 minute parking spaces are working and to ask the Chamber of Commerce to do the same poll in order to make a decision that would satisfy the majority. Voice vote, motion carried. Chief Elam presented the written monthly police report which is self explanatory. He also reported that Lt. Fishburn has submitted a notice of his retirement effective May 18, 1997. Chief Elam asked for authorization to approach the Police and Fire Commission for a new hiree. Motion by Alderman Phillips, second by Alderman Hartford to approve this request. Voice vote, motion carried. Merle Pettit, ESMA Director reported that he has added two new members since the 1st of the month and he is obtaining new VCR tapes for training of the volunteers. Chief Jackson presented the written monthly fire report which is self explanatory. He also said that the department will be picking up the refurbished fire truck on Thursday and it will be back in action on Monday. No further business was discussed and the committee adjourned Streets & Garbage Committee Chet Phillips, Chairman Betty Hebb addressed the committee regarding her request for an easement to her property at the end of West Pine Street. She is needing an easement to go across properties owned by two different parties in order to extend the end of West Pine Street approximately 35 feet to her property. She has been turned down by those two property owners. There is a possibility that the easement is akeady there for the extension of the road. If this is the case, the city can go in and extend the road to the property and maintain it. City attorney Jim Elson will look into this tomorrow and bring the information back to council. Mayor Edwards introduced Ben Wroblewski, a Junior at Canton High School, who wants to attend the US Navel Academy. He is looking for experience in city government by doing an internship. Motion by Alderman Hartford, second by Alderman May to accept Ben Wroblewski for an internship with department heads in June for no more than 30 days, with an amount not to exceed minimum wage, to be paid for the internship. Under discussion, Alderman Sarff suggested that the city contact attorney Bruce Beal to work out the details of an internship and bring the information to council next week. Voice vote, motion carried. Kemper Construction Company, new owner of the old chips plant in the Industrial Park has requested a street light at the south end of the Industrial Park on the east side. A pole is in place. Kemper construction is operating at this location and is requesting the light for security. Motion to approve the street light request by Alderman Hartford, second by Alderman Shores. Voice vote, motion carried. The city will contact CIPS for a resolution for a street light. Alderman Phillips informed the committee of a problem at 217 Harvester Lane with a sump pump going out into the street, causing standing water for half of a block, and causing ice build up in the winter. City personnel have investigated this problem. Clif O'Brien feels that it could be routed to the back yard at a cost of $500. Motion by Alderman Hartford, second by Alderman Shores to accept Clifs recommendation to remedy this problem at a cost not to exceed $500. Lake, Buildings & Grounds Committee Jim Hartford, Chairman No items were on the agenda and the committee adjourned. There is approximately $100,000 in unused grant funds for the north end sewer project. It may be possible to extend the agreement with the contractor as well. According to city engineer, Bob Anderson, the city needs an EPA permit and needs to move forward with preliminary design work. Mr. Anderson will do part of this on his retainer fee.
