Mechanical Committee
City Council Chambers

A written police report for January was provided to the committee and was self
explanatory.
A written fire report for January was provided to the committee and was self explanatory.
No ESMA report was given.
Gene Phillips was in the audience and asked to address the committee representing the
Fulton County Amateur Radio Club. If a new ESMA facility is built in Canton the Radio
Club would like to make a financial contribution toward the purchase and installation of a
150 to 180 foot tower in exchange to be able to place their repeater towers at this facility.
Mayor Edwards thanked Mr. Phillips for the offer and said it would be considered. No
action required at this time.
The Liquor Ordinance 3-8-6 Residential District was referred to the Legal and Ordinance
Committee.
As an informational item, Mayor Edwards distributed a letter from the "Citizens Utility
Board" regarding the "campaign for competitive electric rates for Illinois. The campaign
supports state legislation that would lower electric rates. City attorney, Jim Elson, said he
would first want to read the bill before recommending or not recommending it. He will
get a copy and review it.
Harlan Banister, financial advisor, asked committee to consider a Value Share Program
from 360 Communications for the 7 mobile units in the city. The Value Share Program
provides 800 minutes to be shared by any of the 7 units. There would be one bill
identifying each phone. This would save approximately $90.00 a month. Harlan also
asked the committee to consider adding three mobile units to be used by the police and
fire departments. These 3 phones would be included in the Value Share Program.

Motion by Alderman Phillips, second by Alderman Hartford to send this recommendation
to council for action. Voice vote, motion carried.

Streets & Garbage Committee

Don Heller, Executive Director of the YMCA, addressed the committee regarding 13th
Avenue. He is requesting that the committee consider widening and blacktopping 13th
Avenue from Ash to Vine since it is heavily traveled and in need of repair. He would like
it added to the MFT list for this year. He also asked that the city consider, as a safety
measure, if there should be parking on both sides of 13th Avenue. Mayor Edwards
thanked Mr. Heller for his in put. No action required at this time.
In a related item, Clif O'Brien, Street Superintendent, asked the aldermen to take a look at
the streets in their wards and start preparing a list of streets to be considered for this year's
MFT work. He also asked for ideas regarding replacement sidewalks in the TIF district.
Clif would like these lists by next committee meeting.
Mayor Edwards distributed a report on the use of FAU funds for street improvements
from James Davis. This report includes project estimates for 4th Avenue, Ash Street and
20th Avenue. Mr. Davis will discuss these estimates and his complete report at the next
council meeting. The committee was asked to review this report before the council
meeting on Tuesday.
Clif O'Brien requested permission to send Zoning Officer, Clark Wilson, to a one day
"Ethics in Zoning Seminar" on February 1 lth which will be held near Chicago. Cost of
the Seminar is $99.00 plus expenses. Motion by Alderman Hartford, second by Alderman
May to approve this request and to authorize overnight expenses if required. Voice vote,
motion carried.
There was no further business discussed and the committee adjourned.
Lake, Buildings & Grounds Committee

For information only, Steve White told the committee that there have been major problems
with abusive use of the property around the new boat dock area by 4 wheelers. No
committee action required at this time.

Public Works, Water & Sewer Committee

Emil Cook and Bernie Held from Crawford, Murphy and Tilly Engineers gave a
presentation regarding the Zink/Kilroy Lift Station and the flooding problems that have
developed. CMT did the original design for this station. Mr. Cook stated that there is
additional surface runoff due to the development in that area. He stated that it is too early
to determine that the lift station can't be useable. He also informed committee that the
sewage overflow that goes into the creek is permitted by the IEPA. This is not raw
sewage. It has been pumped through the system and is diluted. There is a reason for this
discharge - it prevents flooding in basements. CMT would like to evaluate the city's needs
and look at alternatives for upgrading the station. or constructing a new station with a
submersible system or a new station with the same wet well, dry well pumping system as
used now. There is a possibility of directing the flow of the creek around the station. Mr.
Cook also stated that he would come back to discuss the city's needs at anytime. CMT
has been providing services to Canton since 1946. Mr. Cook also commented that for
financing, there is a state revolving loan fund at 3% interest. He stated that the chances of
a grant for this project would be very slim. Mayor Edwards informed Mr. Cook that city
officials will discuss this further and get back with them.
Mayor Edwards received a letter from the Department of Commerce and Community
Affairs regarding the $25,000 Competitive Planning Assistance Grant the city applied for
last year to do a study of the water supply. If the city wishes to re-apply this year all that
is needed is the Mayor's signature on the letter and return it to WIRC. The Mayor will
discuss this with Bob Anderson, City Engineer, and bring it back to council for action.
Steve White addressed the committee concerning a letter from the EPA regarding lead and
copper sampling. Two samples were in exceedance. Steve distributed a letter to
committee outlining his actions to correct this problem. CO2 had been added as required
by the EPA and what has happened is this works on the removing the coating in the old
lead lines. When the water sits overnight in the lines it can pick up lead from the lines.
The coating is wearing thin and in order to correct this, the PH level has been raised to
10. The EPA will permit this level in an attempt to build up the coating in the lines once
again. The EPA is requiring public education and notification because of the testing that
resulted in the the 2 homes that put the city over the limit. Steve assured committee that
all necessary corrective measures have been taken. No action required by committee.
Gary Orwig discussed the problems last year with odors at the 11th Avenue Station. To
correct this problem he requests authorization to switch to the product, Bioxide, which
can be purchased from U.S. Filter/Davis Process Company. This product is more
expensive but not as much will be needed. The cost is $27,017.65 and will come out of
the depreciation fund. Motion by Alderman Hartford, second by Alderman Phillips to
approve this expense. Voice vote, motion carried.
