Public Safety & Traffic Committee

Fire Chief Jackson asked to be excused from the meeting and provided a written monthly
fire department report which was self explanatory.
Chief Elam presented his monthly written report which was also self-explanatory. He also
has informed Department Heads that Hepatitis B shots will be given at the Public Safety
Building.
Chief Elam requested permission to purchase 9 consolidators at a price of $5,000.25 for
police cars. These are mandatory accessories for the mobile data terminals the City will
receive through a grant provided to the Fulton County Chief of Police Association. The
City will receive a reimbursement of at least $2700. Motion by Alderman Hartford,
second by Alderman May to allow this purchase. Voice vote, motion carried.
There was no ESDA report for this month.
Mayor Edwards and Chief Elam received letters from the MADD Chapter informing them
that several police departments in area communities, including Canton, will be receiving a
video camera from funds raised by MADD. Mayor Edwards and Chief Elam stated that
they appreciate what this chapter has done in Fulton County. No further business was
discussed and the committee adjourned.
Streets & Garbage Committee

Lake, Buildings & Grounds Committee

Bill Phillips, of Phillips and Associates, gave a presentation on the selection of a proper
roof for the rehabilitation of the Depot. The original alternate No. 1 to provide a clay the
roofing system would be an add on of $69,000. The pre-finished metal techo the roofing
system from Atlas International, Inc. would be an add on of $44,000. If the City does not
have the funds to go with the clay tile, Mr. Phillips suggested the shingled roof in red,
which would be guaranteed for 40 years. The add on cost would be $1500. Mr. Phillips
had many reservations about the steel roof because it would take away from the historic
character of the building and would be prone to fade and also prone to hail damage
according to the manufacturer. It is only guaranteed for 25 years. Motion by Alderman
Shores, second by Alderman May to refer the decision to council with no
recommendation. Voice vote, motion carried. Motion by Alderman Shores, second by
Alderman May to waive the building permit fee for the rehabilitation of the Depot. Voice
vote, motion carried.
Todd Jarnigan, President of Youth Acres Board, addressed the committee regarding the
area that the board would like to continue sub leasing. He stated that the Board is in the
process of re-incorporating. In his research he noted that a sub division came into effect
in 1958 on the north corner of the property and the board would have no problem with re
setting the property boundaries to eliminate this area from Youth Acres. He also stated
that in 1967 an agreement was made with the owners of lots 1 through 9 and the Youth
Acres Board, to lease the lake frontage to their properties from Youth Acres for $100 per
year. However, the board did not present this to City Council for approval. Mr. Jarnigan
asked for permission from the Council to sub lease the lake frontage of these 9 lots only,
for $100 each per year. This money pays for the camp's liability insurance and general
maintenance of the grounds. Motion by Alderman May, second by Alderman Shores to
have City Attorney, Jim Elson, draw up a new lease with new boundaries and a provision
included that will allow Youth Acres to sub lease the 91ake frontage lots and bring before
the next Council Meeting. No other areas at the Youth Acres site will be sub leased.
Voice vote, motion carried.
Mayor Edwards appointed Alderman Hartford to serve as the Council's representative on
the Youth Acres Board.
Jim Snider presented a revision on the Lake Policy which included, "The lessees and their
guests within 25 feet of property shoreline may use private leased lakefront for water
sports". Motion by Alderman Shores, second by Alderman May to amend the Lake
Policy as revised 7/28/98. Voice vote, motion carried. No further business was discussed
and the committee adjourned.
Public Works, Water & Sewer Committee

Motion by Alderman Hartford, second by Alderman Shores to authorize accelerator
repairs at the water plant at a cost of $500 plus labor. Voice vote, motion carried.

Motion by Alderman May, second by Alderman Hartford to allow repairs to the brakes on
the flat bed truck used at the lake for a total of $766.79. Voice vote, motion carried.
Clif O'Brien reported that he has started the MFT road work and will continue for the next
two weeks. No further business was discussed and the committees adjourned.
