HomeMy WebLinkAbout03-24-1998 Mechanical Mechanical Committee City Council Chambers March 24, 1998 6:30 p.m. Members Present: Jim May, Chet Phillips, Jim Hartford, JoAnn Shores Others Present: Mayor Donald Edwards, James Elson Jr., Robert Molleck, Larry Sarff, Steve White, Clif O'Brien, Gary Orwig, Chief Elam, Clark Wilson, Linda Caudle, George Spahn, Harlan Banister, Jim Snider, John Froehling, Michael Noyes Public Safety & Traffic Committee Jo Anne Shores, Chairman Todd Jarnigan, Youth Acres Board Member, asked to address the committee regarding Youth Acres' Lease which expires in the year 2001. Mr. Jarnigan requested a 50 year term lease. In accordance with the new lease structure, it would be a 5 year automatic renewable lease. Committee members asked the city attorney review this issue and bring back a recommendation to the next Council meeting. No committee action required. Due to the illness of Chief Jackson, no written fire report was presented. There was no ESDA report provided this month. Chief Elam distributed his monthly police report, stating that February was a busy month. He discussed the law passed in 1997 authorizing police chiefs to appoint volunteers for parking enforcement. He would like to discuss the research he has done with the city attorney. Mayor Edwards authorized Chief Elam to meet with the city attorney regarding this issue. Chief Elam will be sending 4 people to the Executive Management Program Retrainer class June 7th, 8th and 9th in Decatur. Lodging, meals and training expenses are paid by the sponsors. He asked permission to secure a check for the $400 registration fee which needs to be sent this week due to limited number of registrations available. Motion by Alderman Hartford, second by Alderman Phillips to have the city make out a check this week for $400 to secure reservations for this EMP class. Voice vote, motion carried. As an informational item, Chief Elam discussed a training seminar for land lord's rights and for criminal history requests, which will be held this Saturday and hosted by the Fulton County Housing Authority, taught by representatives of the Attorney General's Office. Chief Elam will meet with the city attorney to discuss setting up a fee for criminal history reports which can be requested by land lords. Due to another act of youth violence in schools making national headlines today, Mayor Edwards opened a discussion on youth violence in schools. Several of those present commented on this situation and, although there are no immediate solutions, Mayor Edwards stated that he would be willing to serve on a community forum to address this problem. No action was required by the committee. No other business was discussed and the committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman Linda Caudle informed the committee that the city was awarded an $11,250 recycling grant from DCCA to purchase two 30 yard roll off bins and educational and promotional materials for the addition of newsprint recycling at the drop off center. In accordance with grant guidelines, a percentage of the grant ($1,250), must be spent on educational material. Most of the city's 50% share of the grant will be labor, the value of the site and the cost of transporting and processing the newsprint by Pekin Recycling. Another $300 will need to be spent by the city on signs to complete the 50% participation requirements.. Clif O'Brien, Project Manager, is looking into the possibility of purchasing three roll off bins instead of two, with the additional cost to the city being the shipping. He will bring this information to the next council meeting for a decision. Motion by Alderman Shores, second by Alderman Hartford to allow the purchase of $1,250 for educational material which will be reimbursed to the city by the grant funds. Voice vote, motion carried. No further business was discussed and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman There was no business to discuss and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman Steve White requested approval to go out for the annual chemical bids for the water plant and to have the bids opened at the next Mechanical meeting, April 28th. Motion to approve this request by Alderman Phillips, second by Alderman Shores. Voice vote, motion carved. Clif O'Brien advised the committee of a serious sewer problem at 5th and Linn resulting from a restaurant in that area putting grease into the city sewer. This has happened several times in the past few years and the restaurant operators as well as property owner have been notified of the problem. The Fulton County Health Department has been called to assist in talking with the operators. In an effort to unplug the sewer, the city has spent $640 for acid, $540 in overtime along with a crew's daily labor. Hunter's from Peoria was hired today at an approximate cost of $500, to unplug the sewer. Motion by Alderman Phillips, second by Alderman Hartford to send a bill to the restaurant to include all labor and all costs incurred by the city to correct this sewer problem, and further, to send a copy of the bill to the property owner. Voice vote, motion carried. Clif O'Brien will talk to the owner to discuss the State Law and the property owner's responsibilities. Discussion was held as to whether or not to repair a 1986 F-150 truck at the Wastewater Treatment Plant at a cost of $3,000, or to purchase another truck. After discussion, motion was made by Alderman Phillips, second by Alderman Shores to go out for bids for a new truck for the Wastewater Treatment Plant and open the bids at the April 28th meeting. Voice vote, motion carried. Jim Snider announced that there will be an executive session meeting of the negotiations committee on Monday, March 30th at 6:30. Motion by Alderman Phillips, second by Alderman Shores to approve a bill for $9,472.05 to Peerless Service Company for the Wastewater Treatment Plant. Voice vote, motion carried. Steve White discussed the loss of 30% of water from the 4 service meters. These meters need to be calibrated. Honeywell in Peoria estimates the cost at $1672. Motion by Alderman Hartford, second by Alderman Phillips to approve the calibration of the 4 existing service meters at a cost of $1672. Voice vote, motion carried. As an informational item, Mayor Edwards reported that a meeting was held last Thursday with WIRC, State and Federal EPA officials and city staff to discuss a $200,000 Brownfield grant application which was sent in Monday. A resolution for passage will be coming to the next council meeting approving the City of Canton Seeking A Brownfield Grant.
