HomeMy WebLinkAbout02-24-1998 Mechanical Mechanical Committee City Council Chambers February 24, 1998 - 6:30 p.m. embers Present: Jim May, Chet Phillips, JoAnn Shores, Jim Hartford Others Present: Mayor Donald Edwards, Jim Elson, David Nidiffer, Kevin Meade, Bob Molleck, Clif O'Brien, Gary Orwig, Steve White, Chief Elam, Chief Jackson, Clark Wilson, George Spahn, Linda Caudle, Harlan Banister, Jim Snider, John Froehling, Mike Noyes Public Safety & Traffic Committee Jo Anne Shores, Chairman Chief Elam distributed his written monthly report, and reported that criminal arrests numbered over 100 for January. The detective division is down to two men. He also added that the dispatch room has been completed. Fire Chief Jackson, provided his monthly fire report which was self-explanatory. He also reported that the fire department had its second night drill which was very successful. Linda Evans, ESDA Director, did not provide a report this month. Clark Wilson informed the committee that Time and Time Again requested a handicap parking spot at the comer of Chestnut and Main, downtown. This request will go before the city's ADA committee before it is brought back to this committee. No action required at this time. Chief Jackson requested permission to purchase a camera for arson investigation, a lap top computer and a memorial brick for Howard Strube, for the firefighter's memorial in Springfield. Alderman Molleck suggested buying the arson camera locally rather than out of town, as the local quote was only $10 higher. Motion by Alderman Hartford, second by Alderman May to purchase a 35mm camera and accessories from Atlas Camera at a cost of $1703. Voice vote, motion carried. Motion by Alderman Phillips to allow the purchase of a lap top computer for the fire department, from Rudy Hadsell at a cost of $1691. Voice vote, motion carried. Motion by Alderman Phillips, second by Alderman May to purchase a memorial brick in memory of Howard Strube for the Springfield Memorial, at a cost of $250. Voice vote, motion carried. Patsy McClaughry had asked to be placed on the agenda but did not attend the meeting. Representatives from the the BMX bicycle track project had asked to address the committee but did not attend. No further business was discussed and the committee adjourned. Streets & Garbage Committee Chet Phillips, Chairman Residents on Juniper Street have voiced concerns to the Mayor's office regarding the condition of the street. A letter has been sent to the builders. Jim Snider has looked into the performance bond, but none has been provided. Clif OBrien has looked at the street and feels there is a failure on the sub base. The city has not yet accepted Juniper Street. Mayor Edwards asked Jim Snider to contact Bob Anderson to do an inspection and a report on the condition of Juniper Street. No action required by committee at this time. Alderman Phillips reminded committee members that it is time to turn in their lists of streets for MFT work for this year. Mayor Edwards addressed the committee regarding the 5th avenue widening project. IDOT will not resurface the parking section along a two block area on South 5th Avenue. IDOT will taper the edges that they resurface. IDOT will share in the cost of resurfacing the parking area, with the city's 50% share being $5600. This money would come from MFT. Mayor Edwards recommended that we participate in resurfacing the entire area. Motion by Alderman May, second by Alderman Shores to spend $5600 in MFT funds for resurfacing the parking area on the 2 blocks of South 5th Avenue for the widening project. Voice vote, motion carried. For information only, Attorney Jim Elson said he will discuss the electric rate deregulation with CIPS/Ameren officials. He also said he will assemble information on the 1 % tax on communications and bring it to the next finance committee. No further business was discussed and the committee adjourned. Lake, Buildings & Grounds Committee Jim Hartford, Chairman Motion by Alderman Phillips, second by Alderman Shores to open bids for carpeting and painting of the City Clerk's Office. Voice vote, motion carried. Three bids were received and read aloud. Crawford's Fashion Floors, $1876.99 for carpeting. Sherwin Williams, $1705.00 for carpeting. Wright's Furniture, $1491.3 6 for carpeting. No bids were received for painting. Motion by Alderman Shores, second by Alderman Phillips to refer bids to staff for a recommendation at the next council meeting. Motion by Alderman Phillips, second by Alderman May to open bids for spillway repairs. Voice vote, motion carried. Bids were opened and the total base bid was read aloud. Otto Baum & Sons, Inc., $79,505. Leander Land Co., Inc., $54,800. Laverdiere Construction, Inc., $54,059.25. D & M Earth Moving, $53,733. Hillyer, Inc., $55,955. Clif O'Brien requested permission to purchase a floor buffer instead of renting one every year. The rent paid this year would apply to the purchase of a new floor buffer from Central Supply. Their quote was the lowest. Motion by Alderman Phillips, second by 2 Alderman Shores to purchase a new high speed floor buffer for $1300 from Central Supply, with the funds coming out of Capital. Voice vote, motion carried. Mayor Edwards reported that CEFCU has asked permission to sponsor the 2nd annual New Car Show in downtown Canton May 8th and 9th. New cars will be displayed in the parking spaces facing Jones Park. Mayor Edwards suggested to CEFCU that they work with the Chamber on this event. Motion by Alderman May, second by Alderman Phillips to allow a Canton New Car Show May 8th and 9th in downtown Canton. Voice vote, motion carried. Alderman Meade discussed Canton Lake Beach. He said he feels it is time to make a decision on whether to open the beach or keep the beach closed this year. It has been losing a considerable amount of money the past two years. Motion by Alderman Hartford, second by Alderman May to refer this item to council for action. Voice vote, motion carried. No further business was discussed and the committee adjourned. Public Works, Water & Sewer Committee Jim May, Chairman Steve White requested permission to purchase additional water meters. Motion by Alderman Phillips, second by Alderman May to purchase the water meters requested at a cost of $5,305 and $2220.96. Voice vote, motion carved. Gary Orwig informed committee that he needs to have the wet well mixer at the wastewater treatment plant repaired at an estimated cost of $1400 to $1500. Motion by Alderman Phillips, second by Alderman Shores to approve the repairs. Voice vote, motion carried. Gary Orwig requested permission to have the vacuum pump for the east side plant repaired at a cost of $648.11, with funds to come out of the depreciation account. Motion by Alderman Phillips, second by Alderman Hartford to approve this expense. Voice vote, motion carried. Steve White requested permission to enter into a 3 year agreement for lab testing at a cost of $14,265 per year. All lab testing will be included in this fee. Motion by Alderman Phillips, second by Alderman Shores to approve the 3 year agreement for lab testing at an annual cost of $14,265. Voice vote, motion carried. Steve White presented quotes to purchase a new cadet mower. Low quote was $3800 with trade from Wright Equipment. Motion by Alderman Phillips, second by Alderman Hartford to purchase the cub cadet mower from Wright Equipment for $3800 with trade. Voice vote, motion carried. Steve White also presented quotes to purchase a sickle bar mower. Wright Equipment has a New Holland Mower with a cable life for $2000 with trade. Motion by Alderman 3 Phillips, second by Alderman Hartford to approve this purchase. Voice vote, motion carried. Jim Rock, engineer for Crawford Murphy and Tilly, Inc., Consulting Engineers, explained some of the problems and possible solutions at the water treatment plant. He referred to a letter from CMT dated February 9, 1998. Some of the water quality regulations are causing conflicting operational problems for the plant. In order to improve the overall water quality, CMT recommends that the city 1) rebuild the filters with integral media support, 2) install a clearwell to comply with disinfectant contact for giardia and virus requirements and 3) install an air stripper system if the TTHM regulations become more stringent. Estimated cost to rebuild the filters is $150,000. This could possibly be done in house as in the past. Other possible solutions are much more expensive. Jim Snider and Harlan Banister are looking into grant options. At this time there are no major non compliance problems which gives the city a low priority for the Revolving Loan Fund and for DCCA grants. This is for information only. No action required at this time. Jim Snider discussed an agreement with Heil Company to purchase the city's biosolids from the waste water treatment facility at a cost of $3.00 per ton. This will bring from $9,000 to $10,000 a year in additional revenue. The city will also save approximately $25,000 a year by not having to spread the biosolids. Motion by Alderman Phillips, second by Alderman Hartford to send this agreement to council. Voice vote, motion carried. No further business was discussed in open session and the committee adjourned.
