CLERICAL COMMITTEE
City Council Chambers

Finance Committee
Larry Sarff, Chairman
Gene Phillips, representative of ESDA, asked to address the committee in regards to
ESDA's 1998-1999 Budget. There are several needed items in this year's budget that the
group feels are very necessary for continued operation. Mr. Phillips asked that council
consider these requests. Alderman Phillips stated that the groups' volunteer services are
invaluable.
Bills were discussed. Two bills, under the Water Treatment Plant, one to Peerless Service
Company and the other to Wright Equipment, are to come out of the depreciation
account. For information only, Clif O'Brien will be ordering two fire hydrants with funds
from the capital account. A bill for Stanley Glass for $479 needs to be added to the bills.
Jim Snider noted that the bills that have come in for his office are approximately $2500.
Motion by Alderman Nidiffer, second by Alderman Meade to send the bills, along with
the noted additions, to council for approval. Voice vote, motion carried.
Steve White addressed the committee concerning a leak in the standpipe at the water
tower on 4th Avenue. The cost of an inspection would be approximately $2,000. Motion
by Alderman Meade, second by Alderman Nidiffer to retain Liquid Engineering to do an
inspection of the water tower at a cost not to exceed $2,000. Voice vote, motion carried.
Chief Elam requested approval to enroll officer Greg Spahr in the 480 hour Illinois State
Police Academy Basic Law Enforcement Training at a cost of $2,200 plus ammunition.
Most of this will be reimbursed by the State of Illinois. Motion to approve request by
Alderman Nidiffer, second by Alderman Meade. Voice vote, motion carried. Chief Elam
added that he has turned over a check for $1794.40 to the City Treasurer for the State of
Illinois' reimbursement for part of the basic training for Ted Rumler.
Chief Elam requested to enroll Lt. Dean Putman in the Midwest Law Enforcement
Executive Development Seminar in Lisle, Illinois in August at a cost of $800. Lt. Putman
was chosen by the FBI to attend in a competitive selection process. Motion by Alderman
Meade, second by Alderman Nidiffer to approve request and send a check before June 1st.
Voice vote, motion carried.

As an informational item, Chief Elam presented an evaluation of his 5 year Fleet Plan
established in 1994. It was designed to reduce mileage, maintenance costs, gasoline
consumption, enhance officer safety and re-invest tax dollars into the local economy by
purchasing vehicles in Canton. The 1998/99 budget year is the final year of this fleet plan
and Chief Elam stated that he will be asking to purchase two marked and two unmarked
units as part of this original plan.
A proposal from SEC Environmental for a one year agreement with the City was
discussed. SEC specializes in water and wastewater services and would assist in the
application of grants. Cost of their services for one year is $3,985. They do the same
type of work as Crawford, Murphy and Tilly. Mayor Edwards is concerned that this is a
duplication in services provided by WIRC. Our annual membership with them is $3,000.
WIRC writes all types of grant applications and provides assistance to the city in finding
funds for city projects in all departments. Harlin Banister has mixed emotions about
entering into this agreement. Jim Snider was instructed by the committee to obtain
additional information from communities that entered into agreements and did not receive
grant funds. A report is to be given at next month's committee meeting.
Copies of the 1998/1999 budget were distributed to each ward for review. The budgets
will be discussed at the May 5th council meeting. No further business was discussed and
the committee adjourned.
Negotiations, Grievance & Personnel Committee

Alderman Meade informed the committee that he had nothing for committee action. There
will be an executive session at the end of the meeting for the purpose of negotiations,
grievance and personnel. No other business was discussed and the committee adjourned.
Community & Industrial Development Committee

In the absence of Alderman Molleck, David Nidiffer served as acting chairman.
Linda Caudle reported that she received a request from the Spoon River Scenic Drive
Associates for the City to purchase a quarter page ad in the annual scenic drive program
booklet at a cost of $40.00. The check must be sent to the Associates by June 1st. The
City has participated for several years. Motion to approve this request by Alderman
Sarff, second by Alderman Meade. Voice vote, motion carried.
Linda Caudle reported on the status of the Enhancement Grant for the rehabilitation of the
Burlington Northern Depot. The final bid specs have been completed by local architects,
Phillips and Associates. Everything is in order to go out for local bids next month. There
is a problem with the new estimate being $200,000 more than the original estimate when

the grant was submitted 5 years ago.. There are several options. According to Dan
Platner with IDOT in Peoria, we can request additional grant funds which would delay the
project for several months. The last two requests for additional funds were denied. We
can also elect to pay the additional cost out of TIF Funds which would deplete that
account. Another option would be to cut costs by doing the roof in-house and by putting
on a look a like the roof and doing the brick work repair in-house. Motion by Alderman
Meade, second by Alderman Sarff to notify IDOT to move forward with the local bid
letting as soon as possible. Voice vote, motion carried.
Linda Caudle reported that Alderman May, representative on the Fulton County Tourism
Council, received a request from that group for additional Canton Tourism Brochures.
They have advertised Fulton County nation-wide and are receiving requests for Fulton
County informational packets. They expect to send out 800 packets. We are currently
out of brochures. Linda would need to update the brochure. The cost of having 5,000 3-
color brochures printed 2 years ago at Canton Printing was $600. Canton Printing is no
longer in business. The quote from Crawfords the last time was $981. We could do them
for less in one color or we could purchase paper and run them on the copy machine and
fold them. Motion by Alderman Sarff, second by Alderman Meade to have Linda update
the Canton Tourism brochure and to obtain printing quotes and bring back to committee
next month. Voice vote, motion carried. No further business was discussed and the
committee adjourned.
Legal & Ordinance Committee

Two representatives from Casey's General Stores were present to address any questions
from the committee regarding their request to obtain a Class E packaged liquor license for
their Canton location. They have pulled out of communities who did not approve this
request but their representative felt they were too far along to do that. Mayor Edwards
informed the committee that the City has had many requests previously, but council has
denied grocery stores and gas stations from receiving a Class E license. The Liquor
Commission met Monday night to discuss this request and was not in favor of making a
change in the Liquor Ordinance, with no formal vote taken. Two objectors were present
at that meeting. If a change is made in the Liquor Ordinance, it would have to be made
for everyone. Mayor Edwards also added that the MADD Chapter does not want to see
packaged liquor sold in gas stations or grocery stores. According to City Ordinance, a
survey must be done of all neighbors within 200 feet of Casey's property. Alderman
Nidiffer said that the committee will take time to review the information provided by
Casey's and allow time for in-put from the community. A decision will be made on the
request at the May 5, 1998 Council Meeting. No action required at this time.
Alderman Nidiffer led the committee through a concise review of the proposed sign
ordinance under the section relating to portable signs in business districts and residential
areas. After receiving in-put from the city attorney, Clark Wilson and committee
members, some changes were recommended. Motion by Alderman Sarff, seconded by

Alderman Meade to approve the concept of the changes discussed which would basically
be, to give persons the right to put up portable signs with no restrictions on time limits and
to have the city attorney and Clark Wilson re-write the section regarding the safety
provision and enforcement to include immediate removal of a sign for violation. Voice
vote, motion carried. This will be reviewed at the next clerical committee meeting along
with the remainder of the proposed sign ordinance.
Motion by Alderman Sarff, second by Alderman Meade to hold over the discussion of
License Fees until the next clerical meeting. Voice vote, motion carried.
Motion by Alderman Sarff, second by Alderman Meade to hold over until next clerical
meeting, the discussion of Volunteer Handicap Parking Enforcement. Voice vote, motion
carried.
Clif O'Brien informed the committee that the City is working with the responsible parties
for the sewer problem at 5th and Linn Streets. The City is working with them on the
proper grease trap and will also get back with them on paying their bill for the sewer
work that was necessary. No action required by committee.
Motion by Alderman Meade, second by Alderman Sarff to go into executive session for
the purpose of negotiations, grievance and personnel by. Roll Call Vote as follows: Ayes:
Aldermen Shores, Meade, Nidiffer, Sarff, Phillips, Hartford. Motion unanimous.
The committee reconvened in open session for the purpose of adjournment. No further
business was discussed and the committee adjourned.
