Treasurer, Pat Wright asked that at council the motion to include the water survey expenses be taken out of the grant funds and asked that $228,099.85 be paid out of MFT per Mauer-Stutz and to authorize the Mayor to sign the change order. Voice vote, motion carved. Motion made by Alderman Meade, second by Alderman Nidiffer to open the Bids for a storage building at Greenwood Cemetery. Voice vote, motion carried. Bids were opened and read aloud as follows: Leander Land $49,700; and Ed Lowe, two bids of $28,524 and $30,041. Motion by Alderman Meade, second by Alderman Nidiffer to refer the bids to the Cemetery Board for review. Voice vote, motion carried. 1 Motion by Alderman Meade, second by Alderman Nidiffer to approve Microsoft Office Training for ten city employees through Spoon River College at a total cost of $840. Voice vote, motion carried. Motion by Alderman Meade, second by Alderman Nidiffer to approve the purchase of a Bar Screen Rake Head from Vulcan Co. at a cost of $529 plus freight for the wastewater plant with funds to come out of the operating budget. Voice vote, motion carried. Motion by Alderman Meade, second by Alderman Nidiffer to allow Gary Orwig to purchase a hose reel for the press building at a cost of $541.75 plus freight from Potter- Roemer Co., with funds to come out of the operating budget. Voice vote, motion carried. Motion by Alderman Meade, second by Alderman Nidiffer to approve the purchase of parts to repair the R.A.S. Pump at the wastewater plant at a cost of $978.87 from All Equipment with funds to come out of the operating budget. Voice vote, motion carried. Motion by Alderman Nidiffer, second by Alderman Meade to approve the replacement of the 10" wash line valve on one of the filters at the water plant at a cost of $1650 plus shipping. Voice vote, motion carried. 1 ii1~-, `rr~ The Water and Sewer Rate Increase proposal was discussed at length. Under discussion, city attorney Jim Elson said water contracts with other azeas have no provisions to allow the city to reopen the agreements and negotiate new deals. He further stated that if officials in other towns that use Canton's water realized higher rates were under consideration they might prefer to make a contribution to offset infrastructure costs. , Alderman Meade said that if rates were increased sufficiently, there would be no need to hold a referendum. Some committee members said doubling rates might cover most expenses. Motion by Alderman Meade, second by Alderman Nidiffer to have Pat Wright call First Midstate Investment Bank of Bloomington to ask what they would chazge to give financial estimates and options on infrastructure improvements that engineers predict may cost up to $10 million. Under discussion the committee agreed that a meeting should be arranged with the other communities that buy water from Canton. Voice vote, motion carried. Water and Sewer Capitol Requests were discussed next. Mayor Edwaazds said that the city should take a look at the $10 million package of improvements to see if any of the costs could be reduced. Committee took no action at this time. Motion by Alderman Nidiffer, second by Alderman Mf d attotalpco t of $3,245 from Chief Elam to purchase five Motorola portable radio Radio Express with the funds to come out of the Gaming Fund. Voice vote, motion carried. Steve White informed the committee of a situation regazding a water bill for Jamie Cole. The meter was dead for about 20 months. After the water department got an accurate reading, Jim Snider prorated the bill for the 20 month period and deducted all penalties, interest and what she had already been paying each month. The total was $520.10 and Jim Snider made arrangements for her to pay so much per month. She is now asking for more relief from paying this amount. After discussion committee directed Jim Snider to revisit this case and to give a recommendation to council. 2 ~'" '~+' Mayor Edwards informed the committee that some winterization needs to be done at the Depot and has asked Clif O'Brien to get a couple of quotes for insulating it and bring back to council. He also suggested that the green area to the north, next to the parking lot should possibly be surfaced by the city with black top chips for added parking. Clif will check to make sure this property is owned by the city before proceeding. Mayor also announced that the Clock fund has reached $25,500 and more funds are expected to come in. He has asked Clif to put in the base before freezing weather. Clif also said that he will have a professional bore a hole into Norwest Bank to run wires for the computer carillon. They have agreed to place the carillon in their building. Mayor Edwards also complimented the Police Department and Steve White on the action taken regarding Operation Campground last weekend. The proper charges have been filed and the campground caretaker has been dismissed of his duties. Clif O'Brien explained that the city's motor grader is over 25 years old and not in good shape. He suggested the city look into leasing a grader for approximately $10,000 to $12,000 a year. He would like to sell the grader now while it is still worth $10,000. Motion by Alderman Meade, second by Alderman Nidii~er to have Clif prepare specs and go out for bids on leasing a motor grader. Voice vote, motion carried. Clif informed the media that the city's leaf program will take place the last week in October and the 1~` week in November. No other business was discussed and the committee adjourned. Negotiations, Grievance & Personnel Committee Kevin Meade, Chairman There was no business for discussion and the committee adjourned. Community & Industrial Development Committee Robert Molleck, Chairman Alderman Sarff chaired the committee in the absence of Alderman Molleck. No business was discussed and the committee adjourned. Legal & Ordinance Committee David Nidiffer, Chairman Ralph Grimm, Superintendent of District #66 schools attended the meeting for the discussion of the proposed Truancy Ordinance. After reviewing the city's proposed ordinance, Mr. Grimm presented some suggested changes. City Attorney, Jim Elson, will draft a new ordinance reflecting these changes and present it fora 1~` reading at the next council meeting. `~' The proposed smoking ordinance was referred to committee by city council for further discussion. Chief Elam stated that this ordinance is designed to strengthen the BOCA code and place the obligation to curb smoking in refueling areas to the management of the service stations. Motion by Alderman Meade, second by Alderman Sarff to strike section 3 from the ordinance and send it back to council and revisit the ordinance at a later date. Voice vote, motion carved. Colin Edwards of Mauer-Stutz, was present to represent the Franciskovich & Manock proposed water main extension. Mauer-Stutz has completed the preliminary paper work for the EPA permits and is submitting them to the city for approval and the Mayor's signature. Fees were discussed. According to ordinance the tap fees are double what residents inside the city are to pay and the meter is the same price. The tap fee would be $417.80 and the meter would be $250. Motion by Alderman Sarff, second by Alderman Meade to allow Mayor Edwards to sign the forms for the EPA permit. Voice vote, motion carried. Attorney Jim Elson addressed the parking study at Locust & Ave. B near the Prairie Schooner. He stated that he had written a letter to Prairie Schooner's owner stating the number of off street parking they were required to maintain. Since receiving the letter they have added a parking area. Chief Elam will check with Clark Wilson to make sure they have the proper amount of off street parking spaces as required by the ordinance. No action required at this time.
