Public Safety & Traffic Committee

Chief Elam distributed the written police report. He stated that $1794 basic training
reimbursement has been received and turned in to the treasurer.
Chief Elam requested that the Ordinance regulating the number of officers be changed
from 14 to 15 to allow for the addition of the school officer funded through a grant.
Motion by Alderman Hartford, second by Alderman May to approve the change in the
ordinance. (section 6-1-1) Voice vote, motion carried.
Chief Stanko's written monthly fire and ESDA reports were self explanatory. He added
that Ameren notified him that they will no longer be first responder for carbon monoxide
calls. The local fire department must first be dispatched before Ameren is called. Chief
Stanko also told committee that a firefighter going to school for training in Bellville, IL
was in a traffic accident with his personal car. He will need transportation. Motion by
Alderman Hartford, second by Alderman May to approve the rental of a vehicle from
Coleman Ford for transportation for the fire fighter while going to training in Bellville.
Voice vote, motion carried.
Attorney Jim Elson spoke briefly on the legal use of Channel 3 which is a governmental
and educational only channel. It is not public access. Recently he viewed a tape,
"Cropwalk" that a local minister wanted to air on the channel. Attorney Elson said it did
not meet the criteria as established by the federal government for this channel. Jim Elson
also answered questions brought forward by Joe Ginger. This is informational only. No
action required by committee.
Attorney Elson also commented that the case with Vic & Barb Mason is making real
progress at this time. No other business was discussed. The Public Safety and Traffic
Committee adjourned.
Streets & Garbage Committee

In Alderman Phillips' absence, Alderman Hartford chaired the committee. Clif OBrien
requested permission to place the city's order for road salt now with pickup in January.
The price is the same as last year at $28.00 per tone with 300 tons needed. The funds will
come from Motor Fuel Tax. Motion by Alderman Shores, second by Alderman May to
approved ordering 300 tons of salt at $28.00 per ton. Voice vote, motion carried.
As an informational item, Mayor Edwards reported he received a letter from Kent
McDowell requesting to begin the police contract negotiations January 12, 2000. The
letter will be forwarded to personnel chairman, Kevin Meade.
There was no other business discussed under Streets and Garbage, and the committee
adjourned.
Lake, Buildings & Grounds Committee

Public Works, Water & Sewer Committee

Pete Franciskovich asked to address the Public Works, Water and Sewer Committee as a
representative of 17 residents of the lake area wishing to have a 4" water line extension
from Youth Acres to their homes. He stated that they understood that they would sign a
pre annexation agreement and would pay double rates. The group hired Mauer Stutz, Inc.
to make sure that everything meets the city's requirements. Several people in that area are
having problems with their wells. Motion by Alderman Hartford, second by Alderman
Shores to approve the concept of a water line extension from Youth Acres to the two
additions in the lake area as requested. Voice vote, motion carried.
Clif O'Brien distributed a list of fire hydrants that need to be replaced. He advised the city
to purchase eleven new hydrants to get started. Some line stops and some street repairs
may be needed also. Estimated cost is $16,100. Motion by Alderman May, second by
Alderman Shores to allow Clif O'Brien to purchase eleven new hydrants and the line stops
as required. Voice vote, motion carried.
Motion by Alderman Hartford, second by Alderman Shores to allow Gary Orwig to have
two blowers repaired by Berryman Equipment Co. in the amount of $3450 with the
money to come from the operating budget. Voice vote, motion carried.
Motion by Alderman Hartford, second by Alderman Shores to allow Gary Orwig to
purchase a telephone dialer for the alarms at the Industrial Park Lift Station at a price of
$1097 from JM Process Systems with the money to come out of the operating budget.
Voice vote, motion carried.

Colin Edwards of Maurer Stutz, Inc. presented a written revised planning report for the
city's portable water transmission main replacement project. Once approved, this report is
good for 5 years and during that 5 year period the city can use this to apply for loans to be
used on this project if needed. The interest rate on these loans is re-evaluated annually but
should not exceed 3%. Motion by Alderman Hartford, second by Alderman Shores to
allow Mauer Stutz, Inc. to submit this revised plan to the proper entities. Under
discussion, Mr. Edwards stated that this is being done under their retainer fee. Voice
vote, motion carried.
Steve White presented copies of an 8 page Consumer Confidence Report that he put
together as required by the EPA. This report must be sent to all consumers by October
19th and must then be prepared and sent out annually. Steve is requesting permission to
accept the low quote of $720 from Crawford Express Printing for 5,900 reports and be
allowed to spend $1,950 on postage. Motion by Alderman Hartford, second by Alderman
Shores to approve the printing and mailing of the Consumer Confidence Report as
required by the EPA. Voice vote, motion carried. No other business was discussed.
