Mechanical Committee
City Council Chambers

Public Safety & Traffic Committee

Mayor Edwards reported he had received a request from Gina and Mike Simmons, 315
West Chestnut, to hold another West Side Neighborhood Antique Fair July 1, 2000 and
requested the use of auxiliary police and to waive vending fees for participants. Motion
by Alderman Hartford, second by Alderman Phillips to authorize the West Side
Neighborhood Antique Fair July 1, 2000, waive all vending fees and contact the Canton
Auxiliary police to provide security. Voice vote, motion carried.
Mrs. Simmons also requested that the council consider a 4 way stop at Avenue C and
Chestnut. This request was referred to Lt. Putman to have Chief Elam research this
request and report back to the committee.
Chief Stanko presented the monthly written fire report which included the activities of the
ESDA. ESDA has been re-organizing and several volunteers have received awards. The
storm warning system is being worked on and in a couple of days the system will have the
availability to activate all warning sirens from City Hall.
Lt. Dean Putman presented the written police report, noting that the grant for the
policeman in the schools went out on time and that the department is researching two or
three other grants.
Motion by Alderman Shores, second by Alderman Hartford to open bids for the Fire
Department Vehicle. Voice vote, motion carried.
Three bids were received, opened and read aloud from Coleman Pontiac, Coleman Ford
and Hossler's Auto Plaza (tab sheet attached to minutes). Motion by Alderman Shores,
second by Alderman Hartford to send the bids to staff for review.
No other business was discussed and the committee adjourned.
Streets & Garbage Committee

Mayor Edwards reported that he received a request from Billy's Tap and Moore's Pub to
block off one half of the block on 2nd Avenue alongside Billy's for a St. Jude's Fund
Raiser on September 25, 1999. They also requested a Beer Garden Permit. Lt. Putman
and Chief Stanko said this would not interfere with police and fire services. Motion by
Alderman Hartford, second by Alderman Shores to allow for a Beer Garden Permit to
Billy's Tap and Moore's Pub and allow a portion of 2nd Avenue to be blocked off on
September 25, 1999 for the purpose of a St. Jude's Benefit. Voice vote, motion carried.
There was no further business discussed under Streets and Garbage, and the committee
adjourned.
Lake, Buildings & Grounds Committee

Ron Graves addressed the committee regarding lake leased property. He stated that he
has been mowing 5 acres of city ground around his lake leased property for the past 29
years and would like permission to extend his present lease to include these 5 acres and to
be allowed permission to build a garage on this property. Mayor Edwards stated that this
would set a precedent by leasing all of the 5 acres to one person. He further stated that he
would have no objection to extending Mr. Graves' lease to include enough of the 5 acres
to build a garage in accordance with setbacks. Motion by Alderman May, second by
Alderman Shores to extend Mr. Graves' lake lease to include enough ground to build a
garage with set backs and have the attorney draw up an agreement for this lease extension
and bring to council. Under discussion, committee felt that there should be no increase in
the fee for his lake lease since he has been mowing the city's 5 acres. Voice vote, motion
carried.
Resident, Mike Rodcay addressed the committee regarding his personal feelings on the
lack of respect for honoring the American Flag in this community. In particular he is
concerned about Greenwood Cemetery displaying flags at night that are not being lighted.
Motion by Alderman Hartford, second by Alderman Shores to refer this to the
Greenwood Cemetery Board and to the next Legal and Ordinance Committee. Voice
vote, motion carried.
Rex Stilts of the Fulton County Health Department addressed the committee on alternate
sanitary systems in the Canton Lake area. Requests have been received by the city to
allow the installation of the newer septic tanks at the lake, which the current ordinance
prohibits. The water leaving these newer systems is treated. The best solution would be
to organize a Sanitary District for the lake area but at this time would not be feasible
because of the cost factor. Mr. Stilts said that several people are having problems with
their older septic tanks. Some of these lots do not hake any other space for an absorption
system. In these cases, the ordinance should provide for the use of an alternate system. If
these systems are allowed the ordinance should provide that the owners provide proof of a
continuous maintenance agreement for the system. The alternate system should be used
only when it is impossible to use the absorption system. Motion by Alderman Phillips,

second by Alderman Shores to send this item to the next Legal and Ordinance Committee,
and consider amending the lake ordinance under the direction of the Fulton County Health
Department. Voice vote, motion carried.
No further business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

Gary Orwig reported that one of the pumps at the waste water treatment plant was
repaired by Foremost at a cost of $1,734. Motion by Alderman Hartford, second by
Alderman Phillips to approve this expense from the sewer depreciation account. Voice
vote, motion carried.
