Public Safety & Traffic Committee

Chief Stanko presented the monthly written fire report which included the activities of the
ESDA. Two ESDA Volunteers have been accepted for training at no cost to the city
other than transportation.
Chief Elam presented the written police report adding that there will be a DARE
Graduation at Ingersoll School Wednesday. Chief Elam noted that the department sent in
a grant for bullet proof vests and will be working on the grant to provide funds for the
hiring of a police officer in the schools.
Motion by Alderman Hartford, second by Alderman Phillips to allow the expenditure of
up to $800 for Chief Elam and Lt. Dean Putman to attend the Illinois Association of
Chiefs of Police conference in July. Under discussion, Chief Elam told the committee that
Lt. Putman will formally be awarded his scholarship. Voice vote, motion carried.
Chief Elam has requested a remote lock for the door in the receiving area of the public
safety building for security of the employees. The lowest quote received was for $712
from "The Lock Shop". Alderman Molleck voiced his concerns about keeping the door
locked to the public, preferring an "open door policy". Mayor Edwards stated that
situations are changing and it would be a safety measure especially for the secretaries.
Motion by Alderman Phillips, second by Alderman May to approve the purchase and
installation of a remote security door lock system for the public safety building at a cost of
$712 from the Lock Shop. Voice vote, motion carried.
Mayor Edwards informed the committee that Rep. Lane Evan's office called today to say
that Canton and 5 other communities in Illinois have been awarded approximately
$500,000 each in Brownfield cleanup grants. This money would be available to loan to
developers of the Brownfield pilot site which would be paid back to the city at 1
interest. The city would have this growing fund to re-loan, (a revolving loan fund
account).
Attorney Jim Elson presented a list of 5 properties which the city would like to begin
preliminary condemnation procedures. Those properties are the Masonic Building,
Churchill Hotel, back half of the Randolph Building, Nelson Building and Drow Hardware
Building. Motion by Alderman Phillips, second by Alderman May to approve moving
forward on condemnation procedures on the list of 5 buildings presented by attorney
Elson. Voice vote, motion carried. No other business was discussed and the committee
adjourned.
Streets & Garbage Committee

Residents from the 1600 block of East Myrtle in Village Square presented a signed
petition to be placed on file with the city. Spokesman, Warren Hams, stated that the
storm sewer dumps in back of the properties and water is always standing causing a health
problem. Clif O'Brien has researched this problem and feels that it can be corrected by
laying pipe and possibly installing a man hole at am approximate cost not to exceed $3500.
This does not include labor by city employees or the cost of obtaining easements. Jim
Elson suggested that one easement could be created with all residents signing off on it
providing access through their property for laying the pipe and for future maintenanceof
the pipe. Mr. Elson asked all property owners to provide him with a legal description of
their property. Motion by Alderman Hartford, second by Alderman Shores to
recommend obtaining the easements and install the pipe and manhole if needed, in Village
Square behind the 1600 block of East Myrtle to eliminate the storm sewer problems.
Voice vote, motion carried.
Clif O'Brien has been short one part time employee for the Garbage Department and
would like to replace that employee. He requested that along term part time employee
be hired and a short term part time employee be hired to fill in for summer vacations.
Motion by Alderman Shores, second by Alderman Hartford to approve hiring of two part
time employees for the garbage department, one short term, through the Man Power
Office. Voice vote, motion carried.
Clif O'Brien informed the committee that in 1991 the committee advised him to not accept
the low diesel fuel bid quote from Smith Oil because of the bad fuel the city obtained from
them, causing over $4,000 in damages. The city is currently accepting their bid for regular
fuel, if it is the lowest. Their diesel bid is not considered. The city has received a letter
from Smith Oil guaranteeing their product. Motion by Alderman Hartford, second by
Alderman Shores to put Smith Oil on the bid list again to be consider for diesel as well as
regular gas. Voice vote, motion carried.
In regards to a problem with trees and shrubs at 4th and Sam Scott, Clif O'Brien has
checked with the home owner and the shrubs have been trimmed back. Dale Berry has
written a report that states there are no problems with this area. A stop sign at this
location was missing and has been replaced. No action is required by committee.

Clif O'Brien informed the committee that it is time to rotate the garbage trucks according
to his fleet plan. The money is available in the depreciation fund for this purpose. He
requests purchasing two new trucks and trading in the two oldest trucks. Motion by
Alderman Hartford, second by Alderman Phillips to go out for bids for two new garbage
trucks to be purchased with funds from the depreciation account and to trade in the two
oldest garbage trucks. Voice vote, motion carried.
Clif O'Brien reported on the Motor Fuel Tax work for this summer. Also included in the
work plan is the Main Street sidewalk and drainage improvements along the west side of
the Fulton Square Mall. The work is proposed in conjunction with the milling and
overlaying of Main Street in that area. The sidewalk can be replaced with TIF funds. Clif
O'Brien also included $5,000 for the 50/50 residential sidewalk replacement program. The
circle drive at the Industrial Park will also be included. There were no objections to the
Fulton Square project or the residential sidewalk program. Hot Sand Seal will be used
again this year and possibly will include the use of slag which is more durable. Clif will
bring a list of streets and costs to the next council meeting for council approval. There
was no further business to be discussed under Streets and Garbage, and the committee
adjourned.
Lake, Buildings & Grounds Committee

Clif O'Brien reported that the roof on the public safety building is leaking in several areas.
He would like to accept bids on solutions and prices. Motion by Alderman Phillips,
second by Alderman Shores to go out for bids for roof repairs for the public safety
building. Voice vote, motion carried.
Jim Snider distributed a memo from Vandewalle & Associates regarding the city's
potential environmental liabilities as a result of taking title to the old I.H. property. There
will be a Prospective Purchaser Agreement, (PPA), coming before the council for
approval which will limit the city's liability with the federal EPA. Kiesewetter Insurance
is investigating the insurance coverage on premise liability when the property is taken
over. A total of $7,000 in legal fees were incurred in investigating this information, all of
which can be paid from the grant funds. No further business was discussed and the
committee adjourned.
Public Works, Water & Sewer Committee

Gary Orwig informed the committee that one pump at the wastewater treatment plant is
operating at 50%. He requested permission to purchase repair parts for his employees to
rebuild it. Cost of the parts is $2,065.80 plus freight. Motion by Aldermen Phillips,
second by Alderman Shores to approve this expense. Voice vote, motion carried.

Motion by Alderman Hartford, second by Alderman Phillips to fill the vacancy of the part
time auto cad technician at a cost of $7.00 an hour and hire that person through Man
Power. Voice vote, motion carried.
The ultrasonic flowmeter purchased in 1989 by Steve White and Gary Orwig is no longer
operational. They now have a loaner in use and would be able to purchase it for $2,650.
Motion by Alderman Shores, second by Alderman Phillips to purchase the demonstrator
ultrasonic flowmeter from Pinnacle Sales at a cost of $2,650 to be shared equally by the
two departments with funds coming from the depreciation accounts. Voice vote, motion
carried. No further business was discussed and the committee adjourned.
