Public Safety & Traffic Committee

The meeting was delayed unti17:40 p.m. due to a special emergency City Council Meeting
held at 6:30 p.m. in Council Chambers.
Paula Bowling, representative of the Western Illinois Regional Council opened a public
hearing at 7:40 p.m. for the purpose of closing out the DCCA Grant for the water
planning study for a water supply system. This first phase has been completed and the
$23,250 received from grant funds has been expended. No comments from the public
were received and the public hearing was closed.
Acting Chief Stanko presented the monthly written fire report which is self explanatory.
He added that the ESDA Volunteers spent a combined total of 341 man hours at the
Mason Building. Chief Stanko will send thank you letters to local restaurants who
donated food to the volunteers. He added that May 25th at 6:30 the fire department is
planning a night drill.
Chief Stanko also presented the monthly written police report prepazed by Chief Elam
which is self explanatory. Chief Elam was called out of the meeting on a case. Stanko
added that a request was received from Bob Beckner, owner of the building on the square
occupied by the Salvation Army, to remove the tree in front of his building. People have
been climbing the tree and destroying his awning. Committee decided to make a decision
after more information was obtained from Chief Elam.
Linda Evans reported on ESDA activities. There aze some problems with sirens. She and
acting Chief Stanko will look at how they can activate all sirens from one location. Mayor
Edwards thanked Linda and the ESDA volunteers for the work they did assisting on the
Mason Building. No further business was discussed and the committee adjourned.
Streets & Garbage Committee

Clif O'Brien presented a sketch of the handicap parking area he proposes for the city
building using the last two spaces on the South Side next to the American Red Cross.
This will allow easy access to city hall and to the Red Cross. Motion by Alderman
Hartford, second by Alderman Shores to approve marking off the south two spaces at the
city building parking area to be designated for handicap parking only. Voice vote, motion
carried.
Linda Caudle received a request from the Chamber of Commerce to hold Gabby Days on
June 12th and 13th which would fall one week after their city wide garage sale on
Saturday June 5th. For information, Linda reported that the cost to the city for Gabby
Days last year was $2,453. Motion by Alderman Hartford, second by Alderman Shores
to continue this service to the community and hold Gabby Days June 12th and 13th.
Voice vote, motion carried.
Mayor Edwards added praise to Clif O'Brien and his street crews for the excellent and
expedient work done to remove the medians on Main Street and on Locust Street.
The committee discussed a request from Randy Oaks, owner of White Oaks Tavern and a
small parking lot adjacent to the city parking lot on White Court. He is requesting that the
city give up two of their parking spaces to allow him a private entrance to his parking lot
from White Court. Mr. Wilson was advised to direct Mr. Oaks to City Engineer Bob
Anderson for a recommendation. No action was required at this time by committee.
There was no further business to be discussed under Streets and Garbage, and the
committee adjourned.
Lake, Buildings & Grounds Committee

Mel Harris, business owner and frequent user of the Canton Lake Campground,
addressed the committee with a plan to improve the Camp ground. He presented an
artist's rendering of a proposed area, filled with sand, for the placement of a heavy duty
playground equipment. The cost of the swing set would be approximately $383. The cost
of hauling in of sand and railroad ties and who would be available to do the work was
unknown at this time. Mr. Harris stated that he and other volunteers would assemble the
swing set. Jim Snider reported that funds would come from the Lake Development
account which is and will be under a deficit for the next couple of years. The committee
asked Steve White to research the figures and bring them to the next city council meeting
for a decision. No action was taken at this time. There was no business to be discussed
and the committee adjourned.
Public Works, Water & Sewer Committee
Jim May, Chairman
Motion by Alderman May, second by Alderman Phillips to approve the expenditure of
$1412.00 to Foremost Electric for the repair of the 125 hp motor at the water plant with
the money to come from the operating budget. Voice vote, motion carried.

Motion by Alderman Phillips, second by Alderman Hartford to approve payment of the
bill for the water tower repairs in the amount of $2800. Voice vote, motion carried.
Motion by Alderman Phillips, second by Alderman Hartford to go into executive session
for the purpose of discussing personnel as requested by Alderman Meade. Roll Call Vote.
Ayes: Aldermen Molleck, Sarff, Nidiffer, Meade, May, Shores, Phillips and Hartford.
Motion unanimous.
The committee reconvened in open session for the purpose of adjournment. No further
business was discussed and the committee adjourned.
