Mechanical Committee Minutes
City Council Chambers
October 24, 2000 - 6:30 p.m.

Public Safety & Traffic Committee

Chief Elam distributed the written monthly police report, which was self explanatory.
Chief Stanko distributed the monthly fire department report along with the ESDA report.
Chief Stanko requested permission to spend funds to install the fire department's new
radio operating frequency. Their operating permit for the new frequency has been
received. If expenditure is to be approved, Chief Stanko requests permission to move
forward with installation on top of the high rise building before the council meeting due
to the possible change in weather. A Motion was made by Alderman Phillips, seconded
by Alderman Hartford, to approve the low quote of $1400 from Supreme Radio for
installation of the fire department's new radio frequency and allow work to be done as
soon as possible. Roll call vote. Ayes: Aldermen May, Meade, Sarff, Hartford, &
Phillips. Nays: Alderman Shores. Motion carried.
No other business was discussed. The Public Safety and Traffic Committee adjourned.
Streets & Garbage Committee

Clif O'Brien announced that the Street Department will do leaf pickup again this year.
The program begins this week and will continue for three weeks, ending November 3ra
The leaf machine will follow the garbage pickup route and may run a day behind.
Residents should place leaves along the curb in the street.
No other business was discussed under Streets and Garbage, and the committee
adjourned.
Lake, Buildings & Grounds Committee

The committee received a written report from Nancy Elson, Chairman of the Heritage
Committee. In her absence, Linda Caudle asked for approval of the Heritage Committee
to sponsor a series of events informing citizens of the 175' birthday of the founding of
Canton, to bring a resolution this affect to the December 4~' City CSuncil Meeting and
to sponsor acity-wide intergenerational essay contest celebrating 175 years of history.
Linda added that the committee will be kept informed of other events planned for this
celebration in the months ahead. A Motion by Alderman May, seconded by Alderman
Shores to approve the plans presented by the Heritage Committee was made. Voice vote,
motion carried.
Nancy Hebb, a volunteer and Master Gardner for the University of Illinois local
extension, presented a plan to revive the original Gorman Park at the Historic Depot. The
plan includes a raised flower bed around the Dinky built by city employees, the purchase
of Junipers, mulch, plants, vines and two concrete planters at an approximate cost of
$1100. The planting and ordering of the plants and supplies would be done by the Master
Gardener volunteers. A Motion was made by Alderman Phillips, seconded by Alderman
Shores to allow the purchase of the items presented in the plan for landscaping of the
Historic Depot. Under discussion Jim Snider added that the Master Gardeners should
purchase the items with a city purchase order from him or another city employee in order
to have a record of expenses. Voice vote, motion carried.
No other business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

Steve White informed the committee that it is time to renew the water plant's NPDS
Permit, which relates to the discharging of wastewater. He will need assistance from an
engineer in applying for the permit. Collin Edwards of Mauer/Stutz Engineers has the
experience to assist with the application. A Motion was made by Alderman Hartford,
seconded by Alderman Phillips to allow Steve White to obtain a quote from Mauer/Stutz
to assist in the application of the NPDA Permit and bring it to the next council meeting.
Voice vote, motion carried.
No other business was discussed and the committee adjourned.
