Mechanical Committee Minutes
City Council Chambers
June 27, 2000 - 6:30 p.m.

In the absence of Alderman Shores, Alderman Hartford presided
Chief Elam's written monthly police report is self explanatory.
Chief Stanko presented the monthly written fire department and ESDA reports and added
that all hoses tested in May passed inspection.
Local resident, Gary Montgomery, who appeared at the last Legal and Ordinance
Committee Meeting, was present to ask if the committee had made a decision on his
request to burn an abandoned house on his property at 1950 North Main Street. Chief
Stanko provided a detailed written report stating that water supply would be
unsatisfactory as fire hydrants are on the opposite side of the highway which would
require the closing of Route 78. He estimated the cost to the fire department, excluding
water, would be $2,910.56. The City has an ordinance, requested by the EPA, stating it
will not burn houses within the city limits. A Motion was made by Alderman Phillips,
seconded by Alderman May, to deny the request to burn the structure at 1950 North Main
by the fire department. Voice vote, motion carried.
Mayor Edwards briefed the committee on a situation regarding Dennis Lancaster's water
service. Mr. Lancaster was offered an opportunity to address the committee, but did not
attend. His water service has been shut off for non payment of his bill, in accordance
with the ordinance. Mr. Lancaster refuses to pay the improvement part of his bill and late
payments. He has spoken with the Mayor and Jim Snider and was offered a payment
plan. Motion was made by Alderman Phillips, seconded by Alderman May to support
the staff's decision in following the water department policies. Voice vote, motion
carried.
Chief Elam reported that the police department investigated a resident's request for stop
signs on Avenue D to reduce vehicle speeds. A study found the majority of drivers do
not exceed the speed limit in this area. This study of vehicle traffic using traffic
analyzers from the Illinois Department of Transportation was conducted at 12 stations on
Avenue D for a 23 hour period on May 10~'. A complete written report was provided by
Chief Elam. He does not support any additional stop signs to the area. Chief Elam has

assigned radar enfornt to this area and citations have beer~ued. The enforcement
will continue. No action required by the committee.
Chief Elam informed the committee that he and Clif O'Brien investigated the request by
citizens for a stop sign at the intersection of Sa' Avenue and Sycamore Street. They
recommend a stop sign be placed on the north-east corner of Sycamore Street at 5~'
Avenue. A motion was made by Alderman Phillips, seconded by Alderman May to have
an ordinance drafted for a stop sign at the north-east corner of Sycamore Street at 5~'
Avenue. Voice vote, motion carried.
No other business was discussed. The Public Safety and Traffic Committee adjourned.
Streets & Garbage Committee

Clif O'Brien informed the committee that he met this past week with the minister of the
Assembly of God Church and his attorney, Walt Barra, and discussed the proposed alley
between Argonne and Stonegate which was discussed at the last committee meeting.
They are in agreement with the plan. Attorney Barra, who was present, said that this plan
will go before a special meeting Wednesday at the church and then will go before a
church membership meeting July 16~'. Clif sees no problem with the plan, the dedication
of the alley to the city, or the ability to move forward with the plan. The estimated cost
to the City for overlay of the alley would be $4,467.90. A motion was made by
Alderman Phillips, seconded by Alderman Hartford to approve the concept of the plan
presented by Clif O'Brien. Under discussion, Alderman Sarff, whose constituents are in
this ward, stated that he approves of this concept. Voice vote, motion carried.
Clif O'Brien presented a cost report on the FAU-LAPP Funds and the MFT Funds for
this year's projects. He has been working closely with Jim Davis of Mauer Stutz, Inc.
The total street program for fiscal year 2000 will be $750,470. The FAU-LAPP projects
have akeady been approved. An ordinance will come before council next week which
will include the MFT maintenance program. Discussion was held on the continuation of
the 50/50 residential sidewalk replacement program using MFT funds. Linda Caudle
stated that there are 17 residents on a waiting list for this program. A motion was made
by Alderman Phillips, seconded by Alderman Hartford to approve the FAU-LAPP and
MFT plans as presented. and to include $10,000 for the residential sidewalk replacement
program. Voice vote, motion carried.
No further business discussed under Streets and Garbage, and the committee adjourned.
Lake, Buildings & Grounds Committee

Nancy Elson, Chairman of the Heritage Committee, addressed the committee introducing
the members -Kim Bunner, Linda Caudle, Jean Edwards, Marion Johnson and Ed
Lewis. Ms. Elson presented the Mission Statement, "The Canton Heritage Committee is
committed to identifying historic information and memorabilia to preserve Canton's rich
heritage". The first goal of the committee is to create and maintain a database at the
Parlin Ingersoll Library listing owners of memorabilia and other historic information.
Kim Bunner explained in detail the database and how it would be used. A motion was

made by Alderman~illips, seconded by Alderman Mayes" approve the Mission
Statement and the committee's first goal. Voice vote, motion carved.
Nancy Elson presented goal #2 as: "Develop a schedule of events and/or historic
displays to utilize the historic depot." And #3 goal as: "Preserve Canton's heritage
through continuous educational opportunities at historic landmarks within the
community." She asked for approval of a dedication of the historic depot on September
20, 2000 at 5:30 p.m., planned by the committee. She explained ideas and plans for the
dedication and that the committee is looking for a sponsor to provide refreshments. The
committee suggested other ideas they have discussed for the depot. They are developing
suggested policies for the city to allow groups to use the depot for public meetings. This
policy will come before the committee at a later date. There is a need for folding chairs
in order for the depot to be used by the public. She also noted that Leadfoot greenhouse
has donated flowers to the city, which will be planted Wednesday by Jackie Sykes-
Schenck, Linda Caudle and Festival Queen Candidates. The committee is also looking
for seven easels for displays. Clif O'Brien told the committee that George Spahn will
make the seven easels for the depot. A motion was made by Alderman Phillips,
seconded by Alderman May to approve the 2°d and 3`d goals and to approve the
dedication plans for September 20, 2000. Voice vote, motion carried. Mayor Edwards
told the committee that this group will serve as an advisory group to the council. He also
asked the Heritage Committee to keep in mind uses for the present city building, which is
on the National Historic Register. Mayor Edwards also offered the use of Channel 3 for a
live call in program to help with collecting information for the database.
Bill Phillips of Phillips and Associates in Canton presented a site plan and floor plans for
the new police and city building in downtown Canton. He has been working with the
committee on the use of this building. It is available for review in the Mayor's office.
Mr. Phillips will be working on some cost estimates to bring before the Finance
Committee. Alderman Sarff added that he would like to see only the necessities
included to make the building efficient. Comments from the committee members showed
good support of this plan.
Clif O'Brien and Steve White discussed the repair work on the lake road. Clif stated the
road has been shaped and CA-6 has been applied. CM14 will be applied as the next step.
Steve White talked with. treasurer, Pat Wright and said the additional money needed for
the lake road work should come from the lake fund. Committee has approved the $3500
already spent. Clif and Steve are requesting $3,000 more to complete the project. A
motion was made by Alderman Hartford, seconded by Alderman May to send the request
to Council with no recommendation. Voice vote, motion carried.
No additional business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

Mayor Edwards reported that Gary Orwig was not able to attend tonight's meeting due to
a major breakdown at the sewer plant. A power outage caused a shut down and a line
sheared off and flooded an area. Gary is working his staff overtime tonight to correct the
problems at the ply He recommended the City look~rto insurance coverage
concerning the cause of the breakdown.
Discussion was held regarding the re-hiring of Jana Eveland as a dispatcher after a two
month absence. Chief Elam noted that she was an excellent employee. He asked that the
requirement for a physical be waived since she had only been gone from the employment
of the City for two months. Jana left to take care of her new baby and is now ready to
return to work. Motion was made by Alderman Hartford, seconded by Alderman May to
waive the requirement of a physical for Jana Eveland. Under discussion it was noted that
this would set a precedence and the City should either abide by the policy or adjust the
policy. Chief Elam will discuss this matter with attorney Bruce Beal for his opinion.
Alderman Hartford withdrew his motion, Alderman May withdrew his second.
Committee members voiced their concerns that turn around time on physicals has been
taking two to three weeks.
No other business was discussed and the committee adjourned.
