Mechanical Committee Minutes
City Council Chambers
March 28, 2000 - 6:30 p.m.
Members Present: Jo Anne Shores, Jim Hartford, Chet Phillips. Others Present:
Mayor Donald E. Edwards, Attorney Jim Elson, Kevin Meade, Dave Nidiffer, Bob

Public Safety & Traffic Committee

Chief Elam supplied a written monthly police report. He also informed the committee
that Grando suffered a seizure in the K-9 vehicle while on duty. After an exam by the
local vet, the vet advised taking Grando to the University of Illinois Veterinary School of
Medicine for a thorough check up and blood work to determine what caused the problem.
Cost could be from $400 to $1,000, which would include boarding. He also said the K-9
donation fund is low, so this would come out of the police budget. Motion was made by
Alderman Hartford, seconded by Alderman Phillips to send Grando to the Veterinary
School in Champaign for tests and proper treatment as soon as arrangements can be
made. Voice vote, motion carried.
Chief Stanko presented the written monthly fire department report and the ESDA report.
He added that Assistant Chief Bonnie Cremer has been accepted for special training at
Eastern Kentucky University June 19~' through 23rd. Her training will be funded through
a grant from the Department of Justice. There will be additional expenses of a couple of
meals and transportation. Motion was made by Alderman Shores, seconded by
Alderman Hartford to congratulate Assistant Chief Bonnie Cremer on her selection for
this training and to allow the expense of transportation and meals at an approximate cost
of $100. Voice vote, motion carried.
No other business was discussed. The Public Safety and Traffic Committee adjourned.
Streets & Garbage Committee

Clif O'Brien reported that the necessary forms for the LAPP funds for overlay have been
hand delivered to the State by Jim Davis of Mauer/Stutz and the program is right on
target. He will soon know how much funds will be left for MFT work this summer.
Mayor Edwards asked the alderman to consider future changes in front of the Norwest
Bank Building downtown, which will become city hall and the police department. He
suggested the aldermen look at this area to possibly widen the street by one lane and still
allow for a sidewalk in front of the building. No action needs to be taken at this time.
There was no further business discussed under Streets and G~ bage, and the committee
adjourned.
Lake, Buildings & Grounds Committee

Alderman Hartford gave a report from the fireworks committee. He and Alderman
Nidiffer were appointed to meet with the Pride Committee to discuss fireworks for 2000.
The committee feels the Pride Committee should not have the additional responsibility
for the fireworks but should continue to concentrate on the 4~' of July Parade. It was the
committee's recommendation to move forward with plans fora 2000 fireworks at the
same location as in the past, and to use the $3,000 that remains in the budget from last
year. Monies need to be raised soon so the order can be placed for supplies by June 1~.
Several fund raising activities are being considered. Linda Caudle surveyed several
communities the size of Canton to see how their fireworks was funded. (report attached)
There is an urgent need to find volunteers to serve on the fireworks committee. Persons
interested may contact City Hall. It was also suggested that service organizations and
possibly local businesses were needed to come forward to assist with raising funds.
Mayor Edwards suggested placing a box on the water bills beginning this month to give
residents an opportunity to donate to the fireworks fund, strictly on a volunteer basis.
They could check the box and include a couple of extra dollars along with their water bill
payment. There were no objections to these plans. Jim Snider and Steve White will
work on setting this up in the water department. Mayor Edwards asked Linda to send
these minutes and a fireworks report to the Canton Park District.
Mayor Edwards received a letter from a person in Norris offering to sell to the City, an
antique roll top desk in its original finish, for $1500. The person thought it would be
ideal for the Depot. Mayor Edwards asked Linda Caudle to take someone with her and
make an appointment to look at the desk. No action was required by the committee at
this time.
No other business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

In the absence of Alderman May, Alderman Hartford chaired the Public Works, Water
and Sewer Committee.
Attorney Jim Elson reported that Hoke Ridge Estates contacted him to request a release
on a materialman's lien. The city had installed a $3400 water meter for service at their
new structure. Motion was made by Alderman Phillips, seconded by Alderman Shores
to approve the release of a materialman's lien, as requested by Hoke Ridge Estates.
Voice vote, motion carried.
No other business was discussed and the committee adjourned.

Re: Fireworks

As requested I contacted several communities to inquire if they have a 4`h of July
fireworks display, who sponsors it and how is it funded. The following is the result.
Morton Sponsored by Local VFW Post. The VFW hires a private fireworks
contractor. The City of Morton contributes $1,000 yearly to the VFW for this event.

Lincoln A group of private citizens formed a committee to sponsor their
fireworks. The committee solicits donations and has fund raising events during the year.
The City of Lincoln donates $1,000 a year to the Chamber of Commerce who filters the
money to the committee for the fireworks. The Chamber is not a sponsor of the event.

Macomb A fireworks display is funded through the City's General Fund. They
accept bids each year from a fireworks contractor. They have no method of funding or
recouping their costs. (833-2575)
Pekin Sponsored and funded by the Chamber of Commerce. Almost the entire
amount is funded by gate donations each year and used to pay for the following year's
fireworks. There are no fund raisers and no other financial participation. (346-2106)
Pontiac Has two a year. New Year's Eve and 4`~' of July. New Year's Eve is
sponsored by the Pontiac Main Street Organization. The have fund raisers and solicit
donations. The Chamber of Commerce sponsors the 4 of July Fireworks. The City
contributes $2,000 a year to the Chamber for this purpose. Businesses, a trust fund and
the Elks are also financial contributors. (815-844-3396)
Centralia Sponsored completely by the American Legion. No city participation.

Godfrey No display
Alton A commission is appointed by the City with the Public Works Director
as Chair. The City makes a contribution. Donations are solicited by the commission.
No gate donations are taken. Their firworks display runs $1,000 per minute. (618-463-

Marion Sponsored by the Marion Knights of Columbus. They pay for
everything. They have a carnival at the same time as the fireworks which helps to defray
some of their expense. (618-997-5730)
Deerfield A group of private citizens handle the fireworks and take care of
everything. Neither the city nor any organization participates in financial sponsorship.
The city asks for donations for the fireworks in their water bills and accepts donations
through their water department, then turns the donations over to the committee. The
committee is not appointed by the city.
Dizon The Dizon Petunia Festival is the sponsor of the fireworks. No financial
participation is received from the Chamber or the City. They have a week long festival
with concerts, beer gardens and carnival and all proceeds are put into the fireworks for
the following year. The fireworks is held at the end of the festival. (815-284-3361) or

Edwardsville No fireworks
Havana Chamber of Commerce sponsors the event. City donates $500 a year to
the Chamber to be used for the fireworks. (543-3411)
Salem Funded completely by the City of Salem General Fund. No donations
are solicited and no gate donations are received. According to the deputy clerk, the city
does not want to fund it but can not find an organization to take it over. They have a very
small display -approximately $6500. (618-548-2222)
Galesburg Sponsored by the Galesburg Jay Cee's. They solicit donations. (345-
