Mechanical Committee Minutes
City Council Chambers @ Historic Depot
June 26, 2001 - 6:30 p.m.

Public Safety & Traffic Committee

Alderman Nidiffer presided in the absence of Chairman Molleck.
Chief Elam distributed the monthly police report. He also reported on the grant approval
and grant application (agenda item #3). He received approval for $160 from the Federal
Bullet-Proof Vest Program. This will reduced the cost of the vest for the newly hired
officer to approximately $300. The police department has also applied for a Roadside
Safety Grant from the Illinois Department of Transportation. This will allow roadside
safety checks under the direction of the Illinois State Police. A similar grant in 1993
provided hireback salary, equipment operations expense and six portable breath testers
and training
Chief Stanko discussed the written monthly fire department and ESDA reports. No other
business was discussed. The Public Safety and Traffic Committee adjourned.
Streets & Garbage Committee

Mayor Bohler informed the committee that a concern voiced by a resident at the town
meeting was the need for a streetlight at Edgewood. Mayor Bohler asked Chief Elam to
look at this situation and bring back a report to committee. Alderman Nidiffer said that
he drove that area at night and is concerned about the situation.
Alderman Shores received a request from a resident to use a few barricades from the
Street Department for a neighborhood block party on Avenue A as has been done in the
past. The committee had no problems with this request. Clif O'Brien said that he would
take care of the barricades for them. No other business was discussed and the committee
adjourned.
Alderman Shores informed the committee that the Canton Pnde Committee is seeking
entries for the July 4th Parade. Those interested may contact Jo Tracy for further
information.
Lake, Buildings & Grounds Committee
David Nidiffer, Chairman
Alderman Nidiffer discussed a request from the Spoon River Scenic Drive 2°d site
manager, Jackie Schenck. She was appointed to manage the Historic Depot site and had
to turn away food vendors because of no outside electrical outlets. One option would be
to place the food vendors requiring electricity in Jones Park and keep only crafts at the
Depot Site. Alderman Sarff commented that the Depot was rehabilitated for use by the
community and feels that the City should look into the cost of providing outside outlets to
enhance the use. Alderman Nidiffer will contact the site manager to find out how many
outlets would be required and report to the next council meeting. No other business was
discussed and the committee adjourned.
Public Works, Water & Sewer Committee
Kevin Meade, Chairman
City Engineer Bob Anderson addressed the committee regarding a written request from
the Cuba School District to connect the new grade school on to the water line. The
present school will be closed so there is no extra water use anticipated. Mr. Anderson felt
we authorize this connection contingent upon providing him with the final plans for the
water line extension to make certain that meet our requirements. A Motion was made by
Alderman Nidiffer, seconded by Alderman Shores to allow Cuba to extend their water
line to allow the new Cuba Grade School water access contingent upon receiving and
approving their water line extension plans. Voice vote, motion carried.
A Motion was made by Alderman Nidiffer, seconded by Alderman Shores to allow Gary
Orwig to trade the malfunctioning lab meter for a replacement lab meter at a total cost of
$1439.86, which includes shipping. Voice vote, motion carried.
A Motion was made by Alderman Nidiffer, seconded by Alderman Shores to allow Gary
Orwig to hire Gary Kinzel to patch the diffused air system holes at a total cost of up to
$700. Under discussion, Gary stated he would rather patch the area than to replace the
20-foot section of pipe since a whole new system is being considered. Voice vote,
motion carried.
As an information item, Steve White reminded citizens who are remodeling their homes
to contact the water department. If the outside water meter needs to be removed, the City
will replace it with one of the new meters under the citywide meter replacement program.
This will not be an additional cost to the owner. He also asked residents to make sure
access to the inside meter is available when remodeling.
Steve reported that the Consumer Confidence Report appeared today in the Daily Ledger
and will also be circulated in the Little Giant Advertiser in compliance with federal
regulations.

A Motion was made by Alderman Nidiffer, seconded by Alderman Shores to go into
executive session for the purpose of discussing negotiations for the Public Works Union
Contract. Roll call vote. Ayes: Aldermen Hartford, Sarff, West, Nidiffer, Meade,
Shores, Fillingham. Nays: none. Motion unanimous.
The committees opened at 9:10 p.m. for the purpose of adjournment. Having no further
business to discuss the committees adjourned.
