CLERICAL COMMITTEE
City Council Chambers @ Historic Depot
March 12, 2002 - 6:30 p.m.

The Committee Meetings were opened and introduced by Mayor Bohler.
Bills were discussed. Chairman Hartford requested that three bills be added from Mauer Stutz,
Inc. for professional services. They include $5,158.50, $721.00 and $170.00 payable to Mauer
Stutz, Inc. from the special account for the water projects. A Motion was made by Alderman
Sarff, seconded by Alderman Fillingham to send the list of bills as amended to council. Voice
vote, motion carried.
There was nothing new to present under the Budget Administrator's Monthly Report.
A Motion was made by Alderman Sarff, seconded by Alderman West to approve renewing the
City's annual membership in the Fulton County Tourism Council at a cost of $300. Voice vote,
motion carried.
Gary Orwig explained to the committee that a storm pump motor was repaired in an emergency
situation. He has a bill from Linden & Co. for $1756 for parts and from Melton Electric for
$2150 for motor rewind. A Motion was made by Alderman Sarff, seconded by Alderman
Fillingham to approve these two bills for the Wastewater plant. Voice vote, motion carried.
In the absence of Chief Elam, Assistant Chief Don Edwards presented a request for a new mug
shot camera system to replace the 8-year-old outdated camera that uses expensive Polaroid film.
After much research he is proposing the purchase of a digital system by Total Solutions Inc.,
which utilizes digital technology at a cost of $3,450 plus approximately $200 for a color printer,
which would be purchased locally. He also presented an additional request to replace the
outdated ID system with a new one that would work with the proposed camera system. Cost of
the software, card printer and supplies would be $2,790. This would be used to provide ID cards
for outside agencies, with a fee of $5.00 per card. Mayor Bohler said that the second item should
have been brought before the Budget Administrator before bringing it to committee. A Motion
was made by Alderman Sarff, seconded by Alderman West to send both requests to Council
without a recommendation. Under discussion Alderman Sarff said this would allow Don time to
discuss the second requested item with the Budget Administrator. Voice vote, motion carried.

Steve White presented two pay requests for the water projects from Mauer Stutz Engineers and
one from Crawford Murphy and Tilly Engineers. A Motion was made by Alderman Sarff,
seconded by Alderman Fillingham to approve the following pay requests pending receiving the
grant funds: Badger Meter - $67,063.92, Thomas Industrial Coatings - $28,417.62, and Leander
Construction Pay #5 for $15,862.50.
Steve White requested permission for repairs to an air compressor at the water treatment plant at
a cost of $679.46 to Combined Fluid Products and up to $350 to Manufacturing Services of
Canton. A Motion was made by Alderman Sazff, seconded by Alderman West to pay these bills.
Voice vote, motion carried.
A Motion was made by Alderman Sarff, seconded by Alderman West to authorize Steve White
to begin the bidding process for athree-yeaz supply of chemicals to treat the city's water. Voice
vote, motion carried.
No other business was discussed and the committee adjourned.
Legal & Ordinance Committee

A Motion was made by Alderman Sazff, seconded by Alderman Hartford to approve a
temporary license to Brew & Cue at 113 East Elm Street for an Abate Fundraiser Apri120th from
noon unti111:00 pm. Voice vote, motion carried.
Linda Caudle and Attorney Ron Weber discussed details of the Ordinance amending Ordinance
Number 959 entitled, "An Ordinance Initiating and Cooperatively Designating An Enterprise
Zone". The Enterprise Zone is being expanded to include property South of Canton for the
Ethanol Plant by using a 3-foot strip to connect the property to our present Enterprise Zone. The
plant will not be within the city limits and the city will not be responsible for roads to the plant.
A Motion was made by Alderman Hartford, seconded by Alderman Sazff to send the Ordinance
to Council. Voice vote, motion carried.
A Resolution approving A "Cooperation Agreement" Between the City of Canton and the
County of Fulton Illinois is another legal document for the expansion of the Enterprise Zone.
Linda said that this is the same resolution that we have past previously when the zone was
expanded. A Motion was made by Alderman Hartford, seconded by Alderman West to send the
Resolution to Council. Voice vote, motion carried.
Attorney Weber discussed the proposed changes for the Ordinance amending Title 1, Chapter 18,
Section 1 and Amending Title 8, Chapter 2, Section 1 of the Canton Municipal Code. This
ordinance relates to the City's Bidding requirements. The changes include an increase from
$5,000 to $10,000, and contract for repair, maintenance, remodeling, renovation or construction
not to exceed $20,000. There aze additional items included for consideration as to items not
appropriate for the bidding process. A Motion was made by Alderman Sazff, seconded by
Alderman Hartford to hold this Ordinance over for discussion at next month's Legal and
Ordinance Committee Meeting. Voice vote, motion carried.

A Motion was made by Alderman Sazff, seconded by Alderman West to add the Drow Building
to the Agenda. Voice vote, motion carried. Discussion was held on the options that the City has
at this time. Alderman Sazff encouraged the public to notify the aldermen to voice their
opinions. Mayor Bohler said the option of loaning TIF money to Rick Lillie to assist in the
rehabilitation of the building is the only option where the City could get back 100% of its money
and the building would stay on the tax rolls. Alderman Meade said he would like the City to take
control of the Drow Building and then advertise for people who would fix it up. He said he
cannot support this agreement with the owner of the building and cannot support loaning TIF
money at 5% for a major project of this type. Alderman Meade also said the City should get
back it's legal fees and should shaze a profit on the building if it is rehabilitated and leased. "We
didn't cause the problem and we should not bail someone out because of their mistakes". Mayor
Bohler stated that TIF money has been loaned to several downtown businesses to fix up the
fronts of their buildings at 5% interest and we have gotten all of the money back. This is the
type of project that TIF money is designed for. If we move forwazd and Mr. Lillie signs the
quitclaim deed we will get the property if he doesn't follow through. Alderman Molleck said
that whatever we should move forward, whatever we decide to do before the building
deteriorates further and causes injury to someone. A Motion was made by Alderman Sazff,
seconded by Alderman Hartford to refer the Drow Building to the next Council meeting. Voice
vote, motion carried.
Community & Industrial Development Committee

Linda gave a monthly update. She is serving on the advisory board for the Spoon River College
Technology Learning Center that will be located on the 3rd floor of the Opera House. An open
house will be held this spring. The Canton Area Development Council's Web Site for Canton is
www.cantonillinois.ore. The agendas for council and committee meetings will be posted each
Friday afternoon. The minutes of those meetings will also be posted. Those with comments or
questions for city officials may contact them through this site. She is assisting Gary and Colin
Edwards on the grant application that WIRC is writing. WIRC will be a public hearing, as
required by DCCA at 6:00 p.m. March 19~' at the Historic Depot for the grant application. In her
update she congratulated Larrilyn Hoops, owner of two Canton businesses, on her selection as
one of Lt. Governor Corinne Woods' Illinois Women of Achievement Awards. Mayor Bohler
nominated her. Linda also said the Heritage Committee had a successful program which was
free to the public, this past Sunday at the Historic Depot. The next Heritage Committee Event at
the Depot will be Sunday, April 14~' at 1: 30 p.m. and will feature a portrayal of Mark Twain by
an actor/scholar from the Chicago area. It will also be a free program.
Clark Wilson gave a monthly report of activities for the International Harvester Brownfields Site.
Thursday, March 14a' at 1:15 p.m. the Brownfields Redevelopment Advisory Council will meet
at the Historic Depot. He invited the public to attend. He also added that he received a site
investigation report from E.O.I. His report also states that while the total EPA budget was cut,
the Brownfields portion more than doubled.

Alderman West requested an informational item be added to the agenda. A request to approve
this request was made by Alderman Sarff, seconded by Alderman Hartford. Voice vote, motion
carried.
Alderman West noted that he and Alderman Fillingham have been assigned to investigate the
future of the old historic city building. He asked that the community contact them with their
ideas and suggestions.
No further business was discussed and the committee adjourned.
Negotiations, Grievance & Personnel Committee

A Motion was made by Alderman West, seconded by Alderman Fillingham to enter into
executive session for the purpose for negotiations on the fire union contract. Roll call: Ayes -
Aldermen Molleck, Hartford, Sarff, West, and Fillingham. Nays -none. Motion unanimous
The committee reconvened in open session for the purpose of adjournment and added that there
will be an executive session next Tuesday following the council meeting for the purpose of
negotiations regarding the fire union contract and an executive session at 7:30 p.rn. at the David
W. O'Brien Safety Building for the purpose of negotiations with the fire union members.
Motion made by Alderman Sarff, seconded by Alderman West to adjourn. Motion carried.
