MECHANICAL COMMITTEE
City Council Chambers @ Historic Depot

Members Present: Aldermen Jo Anne Shores, Les, Cazl, Kevin Meade. Alderman
Molleck was ill. The other Aldermen present were Jim Hartford, Larry Sarff and Craig
West.
Others Present: Mayor Jerry Bohler, City Attorney Ron Weber, Fire Chief John Stanko,
Police Chief Don Edwards, WWT Supt. Gary Orwig, Water Plant Assist Greg Pollitt,
Clif O'Brien Supt of Streets, Zoning Officer Clark Wilson, Nancy Whites City Clerk,
City Treasurer Patty Beaird Franzoni, Joe Ginger Video Services, News media -John
Froehling, Seth Trepco. In the audience was Linda Caudle, Mazgazet Tomich, and Police
Officers John Hazmon, Kent McDowell, Gerald Foreman, and Dan Kent of IDOT.
Public Safety & Traffic Committee

Fire Report -John Stanko, Chief. John highlighted his report of things they have to do
to retain SOI status. Also, the Illinois River Correctional Center has been painting and
scraping the hydrants. The tops aze painted a different color to let the fire department
know of the amount of water flow thru them.
At the last meeting it was asked why our budget was at 52% and my opinion was given.
Also the reason is amounts paid out from the Pension Board. This is on the front end of
the Budget and just a one time thing.
Police Report -Don Edwards, Chief. Don also mentioned about his budget of 52%
was large pay outs of vehicles, uniforms, 911 leads line. Should see leveling off the rest
of the yeaz.
Had asked for communities help with High School Education on DUI. This was a huge
success, and some of the items have been purchased. Shandy's Music organized the
event of fund raising and large contributors was Wells Fazgo Bank, State Farm Insurance,
Wal Mart, and a lot of other substantial donors.
Have a temporary appointment of Joe Hitchcock because of a resignation. He is on his
final testing from Police & Fire Commission.
Awards IDOT -Police Department. Dan Kent from IDOT Traffic Safety Department
said that the Canton Police Department has adopted there program of `Click It -Ticket'.
An officer can not stop you for just a seat belt violation. IDOT will be giving out
$100,000 through the state for `Click It/Ticket' later on. The officers receiving the
awazds for the most arrest of alcohol impaired drivers... was Sgt Kent McDowel, and
Gerald Foreman. (Congratulations gentlemen for taking those drivers from our
highways! )
Additional Lt Position -Police Department. Police Chief Don Edwards stated through
his report that his former position of Deputy Chief was not filled. Some of those duties
have been delegated where possible, to the Lieutenants. The Deputy Chief had the
additional responsibility of the day-to-day command of 1st Shift Patrol and
communications in lieu of a Lieutenant being assigned to this shift. What I am proposing
is that the City Council create another Lieutenant position for the Police Department to
fill this void. The Fire & Police Commission will file the position from within.
Alderman Meade asked, would this be taking an officer off of the street? Don related this
will not change the street command at all.
Motion and second by Aldermen CarUMeade, to refer this to council for approval. Voice
vote, motion carried unanimously.

Streets & Garbage Committee

Fuel Bids Dec. Jan. Feb. -Opening. Motion and second by Aldermen Shores/Meade,
the bids be opened. Voice vote, motion carried unanimously.

Motion and second by Aldermen Shores/Meade, to send the bids to staff for their
recommedation. Voice vote, motion carried.
Mayor Bohler stated that River City will be in town on December 6t'' and through the 9`b
to prepare for the demolition of the Drow Building, then on the 10th of December the
building will be demolished.
Alderman Shores asked Clif O'Brien when the leaf program would be finished? Clif
responded, until the snow keeps them from it.
The Streets & Garbage Committee adjourned at 7:02 p.m.
Lake Buildings & Grounds Committee

Former City Hall 210 East Chestnut Street. Appraisal of the building was done by
Mitchell Appraisal Services. The amount is to be kept confidential. The committee of
Aldermen Fillingham and West had discussed a Museum, but knew the money was not
available. Alderman Meade ask the city attorney Ron Weber what are our choices? Ron
said by competitive bidding, auction requires the sale has to bring 80% of the appraisal

price. Can also sell to another governmental agency without following the competitive
bid option.
Motion by Aldermen Shores/Meade, to ask for bids to sell the building. Voice vote,
motion carried. Mayor Bohler thanked the committee of Aldermen West and Fillingham
for their diligent work.
Chance Order - Drow Building. Colin Edwards explained the reasons for this, due to
delay in the City being able to obtain Bob Beckner's signature on an Agreement,
pertaining to the common wall; and waiver of certain Contractor's insurance
requirements per former city attorney Jim Elson's letter of November 5, 2002, and City
Council's approval on November 5~'.
Motion by Aldermen Meade/Shores, to recommend to the City Council to grant the
change order of River City Demolition for contract times of adding 16 days to the
original contract. Voice vote, motion carried unanimously.
The committee adjourned at 7:08 p.m.
Public Works, Water & Sewer Committee

Safety Manual. Linda Caudle explained that the manual was reviewed by the
negotiating attorney for the City Bruce Beal. The three union presidents were invited to
this meeting if they had any questions or suggestions. (They did not come to the
meeting.) Alderman Meade said that Jay Smith President of the Fire Union was
concerned, he wants to be sure that their contract supercedes the safety manual. Ron
Weber said it did.
Motion by Aldermen CazUShores, to send the Safety Manual on to Council for their
approval. Voice vote, motion carried unanimously.
Final Pay Request -Badger Meter. Motion and second by Aldermen Shores/Carl, to
approve of the pay request from Badger Meter for the Water Meter Procurement in the
amount of $10,739.93 and the retainage of $30,073.33. Voice vote, motion carried
unanimously.
Valve Replacement -WWTP. Motion and second by Aldermen CazUShores, the check
valve at the Kilroy Lift Station in the amount of $1,916.38 plus shipping from Gasvoda
Company be approved. Voice vote, motion carried unanimously.
Change Order WWTP Maintenance Work. Colin Edwazds said this relates to the
Wastewater Treatment Plant Maintenance Work -Phase 1 (b) -Storm Building. The
change order reads, you aze to make the following changes to the Contract Documents:
furnish, install, test and make operational four (4) new valves to replace four (4) existing

valves that were inspected and determined to be uneconomical to repair. These valves
include the following: (1) 18" gate valve at location SW-4.
The reason for Change Order: Nine (9) valves were removed and inspected. Four (4) of
these valves were determined to be uneconomical to repair and require replacement; the
five (5) remaining valves were found to require repairs exceeding the cost of "standard
repairs".
Motion and second by Aldermen CarUShores, to approve of the change order #9 that
increases the contract of $33,872.33 for the 5 valves to be repaired. Voice vote, motion
carried unanimously.
Greg Pollitt, assistance water treatment plant, gave an update on the water taste and smell
to the water customers. The following is part of that written report...I have prepared this
statement to help put to rest the rumors, miss statements, and miss information circulating
azound the community. To start with it is no secret or denying that there is and continues
to be a taste and odor problem in the water supply from the Canton water facility. Even
though not all azeas and residents have experienced this problem, but most have, at one
degree or another.
The most important thing to keep in mind is the water is safe to drink. I know many have
stated or implied, how could water that smells like that be safe. I am not trying to insult
anyone's intelligences, as I have been told I have done, but there is a difference between
microbial and bacterial safe water and ecstatically pleasing water. Besides the normal
Bac-T testing we aze required to run (per IEPA) we have been taking extra samples too,
(1) to reassure ourselves as operators that the efforts we aze making aze working properly,
and (2) to show the public and the EPA that we aze doing all that we can do to correct or
change the condition of the water given the conditions we have to work with. Even
though some of these efforts are not required by the I.E.P.A. or the U.S.E.P.A., we feel it
is our duty to the public to leave no stone unturned in the efforts to produce safe drinking
water.
There are some 41 tests or checks a day that must be reported to the I.E.P.A., as well as
several other tests and samples taken each shift, each day, and every day, just to keep
things operating. Throw in equipment problems and unusual conditions, a normal 8-hour
shift seems to last for days. I have kept in close contact with the I.E.P.A., State & Field
office, the Fulton County Health Department, past 2 water superintendents, aswell as
another Ovate supply that has had these same types of conditions in the past. All feel as
we do, that what is being done to stay on top of this problem is correct. To satisfy my
own concerns and frustrations with this issue, I have been in contact with our 2
engineering consulting firms, and the 3 chemical reps that have experienced in this aze,
and they all feel, we aze doing all we can do to correct these conditions
With the low lake level and what the EPA and chemical reps have concluded to be, is a
higher than normal presence of 2 types of algae that have died off and left behind taste
and odor causing compounds. (These 2 algae aze Methylisoborneol (MIB) and Eeosmin).
According to the EPA it only takes a 15 PPT presence of these odor causing compounds
to have a problem, and they aze very difficult to remove or mask with treatment. The
EPA has informed me that they have seen this to take as long as 3 months to get through
a system. The two wells will be put into operation at the beginning of the month. I ask

the public to continue to be patient as these conditions work though the distribution
sytem.
Motion and second by Aldermen CarUShores, the Clerical and Mechanical Meetings to
be held on December 10`" due to the holidays. Voice vote, motion carried unanimously.
