MECHANICAL COMMITTEE

Mayor Bohler called the meeting to order at 6:30 p.m. with introduction of committees.
Public Safety & Traffic Committee
Robert Molleck, Chairman
Chief Stanko provided a written monthly report of activities for the fire department and the monthly
ESDA Report. He added that the new fire apparatus will go on front line Monday. The Fire
Department is also conducting their first Citizen's Academy, which will begin October 3rd. Interested
citizens may pick up an application from the fire station during regular office hours, 8:00 a.m. to 5:00
p.m. Monday through Friday.
Kim Scott, Canton ESDA Coordinator presented Mayor Bohler with a check for $1500 to help defray
costs of ESDA equipment. Money was raised through an event at Player's Lounge and from
donations.
Dean Putman, filling in for Chief Edwards provided the written police report. He informed the
committee that the Canton Police Department worked closely with other agencies and made arrests on
two burglaries of local businesses. The person was possibly responsible for over 30 burglaries in the
Canton/Peoria area. He also added that crossing guards are needed to fill in for absences. Anyone
interested may pick up an application from the Police Department. Alderman Meade recognized Dale
Berry, Code Enforcement Officer for following up on health violations and abandoned vehicles. He
handled 52 complaints from citizens.
Mayor Bohler asked the committee to hold over the Intergovernmental Cooperative Agreement
Agenda Item until the September Mechanical Committee when more information would be available
on the subject.
Having no further business to discuss the committee adjourned.
Streets & Garbage Committee

A Motion was made by Alderman Shores, seconded by Alderman Meade to open the fuel bids.
Voice vote, motion carried. Bids were read aloud as follows: Riv_erland FS -Gas Price A: $1.13/gal,
Gas Price B: + 4 cents/gal. Diesel Price A: $1.145/gal, Diesel Price B: + 4 cents/gal. Sunrise=from
Virginia, IL -Gas Price A:$1.195/gal, Diesel Price B: $1.175Igal. No Price B was available. An
explanation sheet was attached to bid for review. A Motion was made by Alderman Molleck,
seconded by Alderman Meade to send the fuel bids to staff for review and bring a

recommendation to the nett council meeting.
No other business was discussed and the committee adjourned.
Lake Buildings & Grounds Committee
Les Carl, Chairman
Colin Edwards, P.E. with Maurer Stutz Engineers addressed the request to pursue a
design/construction DCCA Grant application for the repair of the 60 year old intake structure at the
lake. Application deadline is in October. This intake structure is an integral part of getting water to
the community and is becoming worn out. It could become a water quality issue. Western Illinois
Regional Council would do the application on behalf of the City. A public hearing is scheduled for
6:15 p.m. September 17, 2002. prior to the regular City Council Meeting. A Resolution will be on the
City Council Agenda for September 17~' to support the grant application and to commit the 25%
matching funds required by the grant. The project is expected to cost $281,320 with the possibility of
75% being funded by the DCCA Grant. A Motion was made by Alderman Molleck, seconded by
Alderman Meade to allow WIRC and Maurer Stutz Engineers move forward on the DCCA
Grant application for the intake repairs at the lake. Voice vote, motion carried.
Mayor Bohler asked the committee to discuss what they would like to see happen with the former City
Building at 210 East Chestnut. Mayor Bohler said he doesn't feel that we should continue to hold
onto the building because of the costs to the City. He also said he doesn't feel there is enough
community interest in making it into a museum. The subject was opened for discussion. Alderman
Meade asked about the historic designation. Linda Caudle said that any buyer of the property could
contact the Illinois Historic Preservation Agency and request it be taken offthe National Register of
Historic Plaices or they could keep its historic designation. Attorney Weber said there are some
advantages to keeping it on the National Register in regards to handicap accessibility issues.
Alderman Hartford raised the issue of a time capsule placed in front of the building in 1975. Attorney
Weber said a clause could be added to the sales contract to allow the City permission to open that
time capsule at the designated date. A Motion was made by Aldermen Carl, seconded by
Alderman Shores to recommend to City Council that the former City Building at 210 East
Chestnut be disposed of at fair market value. Voice vote, motion carried.
Alderman Carl, as an informational item, reported that the Lake Improvement Committee will meet
September 17, 2002 following the City Council Meeting. He invited all aldermen to attend and
presented them with a feasibility study to review. No action was required.
No other business was discussed and the committee adjourned.
Public Works, Water & Sewer Committee

A Motion was made by Alderman Molleck, seconded by Alderman Carl to approve the
purchase of a replacement spare press belt for the sludge press for the wastewater treatment
plant in the amount of $1525 plus freight from Ashbrook Corporation. Voice vote, motion
carried.
No other business was discussed and the committee adjourned.
A Motion was made by Alderman Carl, seconded by Alderman Shores to approve two phases

of work on repairs to three secondary clarifiers for a total of $13,500.00. Under discussion Gary
Orwig added that one clarifier will be done during the 1 ~ phase at $4500.00 and the next two done in
the second phase at a cost of $9000.00. This work was budgeted. Voice vote, motion carried.
A Motion was made by Alderman Molleck, seconded by Alderman Carl to replace the aerator
in the final contact tank at the wastewater plant in the amount of $5300.00 from US Filter.
Voice vote, motion carried.
