Absent: Craig West, and David Nidiffer. Others Present: Mayor Jerry Bohler, Attorney Ron Weber, Steve White, Gary Orwig, Clif O'Brien, Chief Elam, Chief Stanko, George Spahn, Clark Wilson, John Froehling, Joe Ginger, Pam Smith Public Safety & Traffic Committee Robert Molleck, Chairman The Committee Meeting was opened and introduced by Mayor Bohler. Chief Stanko distributed the monthly fire report and ESDA report for February. Chief Stanko informed the committee that he would be submitting a federal grant application for training and personal protective equipment on Thursday. This grant will be in the range of $80,000. He noted that the child safety seat checks are still being done. The fire department hosted a clinic in December 2001 that went very successful. Anyone wanting to have a child seat checked need to call the fire station to arrange an appointment. He mentioned that the fire department received a grant for two new defibulators. The City might have to pay shipping charges if so Chief Stanko would bring this back to the council. Chief Elam distributed the monthly police report for February. Chief Elam also presented a written annual report, which shows that the Index Crime Offenses declined by 66 crimes or 11 % in 2001 when compazed to 2000. Chief Elam commented that the department ran most of the yeaz with one dog due to injuries. Chief Elam complimented the human society, crime stoppers, and the local media for their help over the yeaz. Streets & Garbage Committee Jo Anne Shores, Chairman Clif O'Brien presented information on the phone book recycling. Citizens can take their old phone books to the recycling dumpster on Elm Street starting April 19 -May 24, 2002. Chief Elam reported to the committee that there is no streetlight on Howard Place at this time. He recommends coming back to the council with an ordinance for a streetlight to be placed on Howard Place. A Motion was made by Aldermen Shores seconded by Aldermen Molleck that a ordinance be drawn up for a street light on Howazd Place and the ordinance be sent to council. All Ayes Motion carried. Lakes, Buildings & Grounds Committee David Nidiffer, Chairman http://www.cantonillinois.org/city/minutes/1017336213_30256.html 3/28/02 MINUTES Page 2 of 2 In the absence of Chairman Nidiffer, Alderman Meade presided. Chief Stanko addressed the committee about the Alcoholics Anonymous AA group using the Historic Depot to hold their weekly meetings. The group would need the Depot two evenings per week (Wednesday & Saturday) for about two hours. The group is inquiring about having the council waive the $25.00 fee. Alderman Sarff questioned how the council should determine which groups should have the fee waived. The fee is for cleaning and maintenance. Alderman Sarff also expressed concerns about conflicts with other events. Alderman Meade thinks the council should look into this further. He suggested that the council talk with Linda Caudle about the different groups that rent the depot. Mayor Bohler mentioned that other taxing bodies in the City such as the Park district, schools and other tax supported bodies within the City use the Historic Depot at no charge. A $25.00 deposit is required and returned when the building is returned to the City. A Motion was made by Alderman Molleck seconded by Alderman Shores to table this request until the next mechanical meeting. All Ayes Motion carried. Public Works, Water & Sewer Committee Kevin Meade, Chairman Gary Orwig received a call from Colin Edwards that Jennifer Prentice of WIRC would not be able to beat the meeting tonight. Mayor Bohler stated that this issue would be addressed at the next council meeting. A Motion was made by Alderman Molleck seconded by Alderman Shores to go into executive session for purpose of Pending/Threatening Litigation and Negotiations on the Drow Building. Roll call vote as follows: Ayes -Alderman Hartford, Alderman Sarff, Alderman Fillingham, Alderman Molleck, Alderman Shores, Alderman Meade: Nays -None The committee reconvened in open session for the purpose of adjournment.
