David Flynn, Joe Ginger Video Services, Ne~ - John Froehling, WBYS Randy Weaver. Public Safety & Traffic Committee Robert Molleck, Chairman Police Report -Don Edwards; Police Chief. Brad Richards, acting Police Chief reported that the police department responded to 1063 requests for police assistance in October. Officer Keith Grant assigned to the West Illinois Central Task Force received recognition from the Illinois M.E.G. and Task Force Commanders Association for his part in a major drug conspiracy investigation which led the arrest of several drug dealers. Fire Report. -John Stanko, Fire Chief. Reported that 4 was the total number of calls that were more than actually had, as one fire spread and caused three other exposure fires. IDOT Presentation. Dan Kent of the Illinois Department of Transportation presented Brad Richards and Matt Freehill with certificates for their 25 DLR arrests. The certificates are ,from the Illinois Division of Traffic Safety. (Congratulations to you both for helping in the eradication of drunken drivers.) The Public Safety & Traffic Committee adjourned at 6:46 p.m. Streets & Garbage Committee Jim Hartford, Chairman Fuel Bids - 3 months. Motion and second by Aldermen ReedlMolleck, to open the bids. Voice vote, motion carried unanimously. The bids are as follows. Bidders gas 1~ us B Diesel 1Q us B Riverland FS Inc. Knoxville $1.09 ~ 3 $1.11 3 Don Quick Oil, Canton $1.1248 OS $1.1559* OS Winterized Diesel not specified on this bid sheet. My bid for diesel is based on fuel Mechanical Committee meeting 11-25-03 treated with anti gel. This is from Don Quick Oil bid. Motion and second by Aldermen Molleck/Reed, to send the bids to staff for their recommendations. Voice vote, motion carried. David Flynn - offsite premise sign. David Flynn is seeking permission to install off premise wall signs located at the corner of Fifth and Linn•Street, Canton, Il. The signs will be attached to the sides of the current structure for general advertisement. The ordinance in the Municipal Code Book 10-15-24, 5. for off-premise signs reads -All off- premises signs aze to be discouraged; and must conform to all erection standards and each will be considered on its own merit. Dave said he will have 5 different sheets of plywood and asking for any one who wants to advertise their business on the signs. City Attorney Ron Weber ask Dave if the signs are lighted? Dave said, no! Alderman Hartford ask the .city attorney Ron Weber how does this affect the ordinance that discourage this sort of things! Ron said, you should take in consideration what Dave Flynn is purposing to do. Alderman Molleck said he would like a diagram of what is being purposed. Dave said the plywood sheets will be taken caze of by him, businessness will have to take care of their advertisement. The house is occupied. Motion and second by Aldermen Molleck/Reed, to have a diagram presented and the city to check on other signs. Discussion. City Attorney Ron Weber said, need to talk with Clark Wilson for the sign ordinance. Voice vote, motion carried unanimously. Exchange of property between the City and Graham Hospital (Martin Avenue & Maple Street). Motion and second by Aldermen Reed/Molleck, to have the City Attorney to draft an ordinance receiving property from Graham Hospital. Discussion. City Attorney Ron Weber said, the survey received previously from Maurer Stutz Inc. that W. Maple Street was to be moved over to the South, and the City would give the hospital 1.233 acres, which is less that one quarter acre. The city then will receive .193 feet of Maple Street. The Street improvement is completed, and the City is ready to do this for insurance and law enforcement purposes. Voice vote, motion carried unanimously. The Streets & Gazbage Committee adjourned at 6:57 p.m. Public Works, Water & Sewer Committee Elny Harn, Chairman Alderman Harn mentioned that there were no items to discuss on the agenda. The Public Works, Water & Sewer Committee adjourned at 6:57 p.m. 2 Mechanical Committee meeting 11-25-03 Lake, Buildings & Grounds Committee Rick Reed, Chairman Sale of Old City Building, 210 East Chestnut Street. This was discussed under executive session only. Final Pay Request -Environmental Operations, Inc. Maurer Stutz, Inc. is recommending payment of $100,500.00 for IH Northeast Corner Demolition (contingent on Attorney Weber's review and acceptance of the Contractor's Final Affidavit). Motion and second by Aldermen Hartford/Molleck, to recommend to council to accept the recommendation from Maurer Stutz, Inc to pay to Environmental Operations, Inc. the payment of $100,500 for demolition Northeast Corner of IH, and okay to pay when the weigh tickets from Waste Management is received by the City. Voice vote, motion carried unanimously. EXECUTIVE SESSION -DISCUSS THE SALE OF REAL ESTATE. Motion and second by Aldermen Reed/Molleck, to go into executive session for the purpose of discussing the selling of Real Estate at 210 East Chestnut. Roll call. AYES -Aldermen Hartford, Molleck, Harn, Reed. NAYS -None. 4 AYES, 0 NAYS, 0 ABSENT. Motion carried. Mayor Bohler said the 4 committees will be coming out of the Executive Session to take the necessary action on the selling of Real Estate. The committee meeting of Lake, Buildings & Grounds reconvened in open session at 7:28 p.m. from the Executive Session for the selling of Real Estate. Motion and second by Aldermen Hartford/Molleck, to place the property of 210 E. Chestnut the old city building on the open real estate market and paying 7% for the selling of the property by realtor, and the stipulations are...the building cannot be torn down, three sides of the structure must be maintained as is, and using the Surplus Property Alternative method of sale by State Statue 65 IL 5/11-76-4.2.. Voice vote, motion carried unanimously. Motion and second by Aldermen Reed/Molleck, to adjourn. Voice vote, motion carried unanimously.
