MECHANICAL COMMITTEE

Pamela Smith, Mayor Bohler's sister and brother in-law, Steve Arahood from Maurer
Stutz Inc., and one unidentified erson.

Police Report -Don Edwards, Police Chief. Acting Chief Dean Putman said, that 2
officers were guest instructors for civics class at the Canton High School. They each
spent two hours on different days teaching the students on Constitutional Law.
The police department received from the U.S. Department of Justice Bulletproof Vest
Program $437.36.
Task Officer was honored for his on-site investigation of $30,000 in vehicle and cash
from selling of cocaine, as 6.1 kilo of cocaine was brought into Canton.
Fire Report. Acting Fire Chief Dick Grove mentioned hydrant flushing was completed
last week. The flushing began September 15~'.
Thanked the Illinois River Correctional Center for scraping, painting and color coding all
fire hydrants within the City. This was a two year project and could not have been
completed without the assistance of the work crew from the Illinois River Correctional
cents. This is the first time we have had our hydrants color coded to national standards.
Dick gave the following colors of hydrants and they represent the flow of water running
through them. Red -less than 500 gallons a minute, Orange 500-1000 gallons a minute,
Green over 1000 gallons per minute.

Water Plant Study -Maurer Stutz Inc. The Water Facilities Planning Study
Agreement for Professional Services MSI Proposal No.: 230-03059 is as follow: Maurer-
Stutz, Inc. (ENGINEER) is pleased to submit a proposal to the City of Canton (OWNER)
to provide Professional Services consisting of a study of the City's existing water
treatment, storage and distribution facilities. The study will identify and analyze
alternatives to address deficiencies and plan for future growth. Accordingly, please fmd
enclosed the following documents submitted for your review, comment and execution, if
satisfactory:
1. An Engineers' Joint Contract Documents Committee (EJCDC 1910-19)
Standard Form of Agreement Between Owner and Study and Report Phase
Professional Services.
2. Exhibit SR-A Further Description of Services, Responsibilities, Time, an
Related Matters supplemented with a detailed scope consisting of nine (9)
pages
3. Exhibit SR-B-Standard Terms and Conditions consisting of six (6) pages
Maurer-Stutz, Inc. proposes to render Professional Services to complete the following
project. The project scope is further detailed in Exhibit SR-A.
Water Facilities Planning Study
Our services will consist of a study of the existing water treatment, distribution and
storage facilities and the development of alternatives to bring the facilities into
compliance with existing and reasonably anticipated future regulatory requirements while
accommodating an allowance for future growth. With regards to the potential impacts of
future regulatory requirements, OWNER understands that since these parameters are
potential future regulatory impacts, actual effluent limitations and regulatory restrictions
are unknown at this time. ENGINEER cannot and does not make any express or implied
representations or warranties that the treatment alternatives studied will or will not meet
regulatory standards that are, as of this date, yet unknown.
The portion of the study dedicated to raw water source and treatment issues will include a
detailed examination of the existing processes at the plant as well as the identification and

the study of the treatment process alternatives will involve a pilot plant for a reverse
osmosis treatment process (to investigate the feasibility of treating groundwater from the
St. Peter sandstone bedrock formation accessed by deep wells). In order to accommodate
the reverse osmosis pilot plant, OWNER agrees to arrange and bear all costs for the
following:
1. Modification to existing well number 1 to include a flowmeter, valuing, and
flushing hydrant.
2. Piping and miscellaneous appurtenances from existing well number to the pilot
plant location (anticipated to be located in the accelator building).
3. All electrical and power issues related to the cost for the pilot plant.
4. Well production tests of the two existing deep wells to confirm pumping rates
(modification of both existing deep wells to accommodate such tests).
5. All costs (rental, power, etc.) for the transportation, setup, operation and
maintenance of the reverse osmosis pilot plant.
6. Laboratory Testing Services including raw water and finished water quality test.
7. Any and all costs associated with the reverse osmosis pilot plant not summarized
above but required for the accommodation of the pilot plant.
The other portion of the study will be dedicated to an analysis of the existing distribution
and storage system. The existing system will be modeled using commercially available
computer software (WaterCad) to identify system deficiencies. Future growth scenarios
will also be remodeled to define the character and content of improvements required to
accommodate future growth.
Maurer-Stutz, Inc., hereby agrees to perform the work as detailed under this proposal and
accompanying attachments. The fee will be on a Lump Sum basis for professional
services rendered by our principals and employees engaged directly on the Project based
on the attached scope of work schedule (Exhibit SR-A) subject to the terms of the
Agreement (EJCDC 1910-19) and Exhibit SR-B (Standard Terms and Conditions). The
Lump Sum total for Professional Services on this project is $215,000.
Work on the above project will begin immediately upon approval of this Proposal by the
OWNER.
This proposal, the Agreement consisting of five (5) pages plus Exhibit SR-A consisting
of nine (9) pages, Exhibit SR-B consisting of six (6) pages thereto represent the entire
understanding between the City of Canton and Maurer-Stutz, Inc., in respect to the
Project and may only be modified in writing signed by both parties. If this proposal
satisfactorily sets forth your understanding of this Agreement, we would appreciate your
executing each of the enclosed two (2) original copies of this Agreement in the space
provided below and returning one of the originals to us for our records.

The above was presented at the meeting tonight. Superintendent of Water Treatment
Plant Greg Pollitt introduced Steve Arahood of Maurer-Stutz, Inc. Steve is the Vice
President/Senior Project Manager. Greg mentioned that 1 thru 7 of the agreement, there
will be additional cost for osmosis for moderation of the well, piping for down the well,
rental, chemical testing water, electrical wiring, for an additional cost of $50, 050.00.
Alderman Sarff reported on some of the work to be done on the project with Steve
Arahood. Steve also stated that they will have more specific ideas when everything is
done. And what alternatives the City of Canton can enter into.
Alderman Sarff asked what is the time frame? Steve Arahood said next spring.
Motion and second by Aldermen Reed/Hartford, to refer the Water Facilities Planning
Study Agreement for Professional Services to City Council for their consideration in the
amount of $265, 050.00. Voice vote, motion carried unanimously.
Alderman Reed mentioned about the Canton Lake gate will be closed at 9:00 p.m.
starting on Monday November 4~'. They presently are opened until 11:00 p.m.
