Alderman Elny Harr was absent. Other Aldermen present were Craig West, Larry Sarff, Les Carl, Mary Fillingham . Others Present: Mayor Jerry Bohler, City Clerk Nancy Whites, City Treasurer Patty Franzoni, City Attorney Ron Weber, Fire Chief John Stanko, Police Chief Don Edwards, Public Works Director Clif O'Brien, WWT Supt. Joe Carruthers, Water Plant Supt. Greg Pollitt, Zoning Officer Clark Wilson, Superintendent System Maintenance Bill Terry, Street Superintendent George Spahr, Joe Ginger Video Services, News media - Daily Ledeer John Froehling, WBYS Randy Weaver. Also attending was Bob Wheeler. Public Safety & Traffic Committee Robert Molleck, Chairman Police Resort -Don Edwards, Police Chief. Don said he had nothing to add but would answer questions. No one ask any questions from Don. Fire Report. Fire Chief John Stanko said he had nothing to highlight from his report. John d they are still taking applications for the fire academy that begins Ocotober 9`~'. The fire fighters install smoke alarms to the homes of a program called "Christmas in April." The meeting of Public Safety & Traffic adjourned at 6:34 p.m. Streets & Garbage Committee Jim Hartford, Chairman Lincoln Road. Police Chief Don Edwards commented that a survey was done of the area. The report shows a lot of traffic congestion when school lets out. Also when events go on at night. The city's ordinance requires the roadway to be 18 feet when parking is allowed on both sides of the street. Because of the `S' curve the roadway goes to 15 feet. Each resident was talked to about having no parking for the North side within 500 feet of the `S' curve, due to the safety for the children as they would not have to cross the street. None of the residents objected to this safety issue. Was suggested by Alderman West to have a time limit for the `no parking.' Police Chief Don Edwards said it could be 6:00 a.m. to 6:00 p.m. Mechanical Committee meeting 9-19-03 Motion and second by Aldermen Molleck/Reed, to have the city attorney to draft an ordinance for no pazking on the North side of Lincoln Road. Voice vote, motion carried unanimously. Stop Sign Along South 4t6 Avenue. Motion and second by Aldermen Reed/Molleck to send the request to the city council for a stop sign at the intersections of 4`h & Oak Street and 4~' & Hickory Street. Discussion. Police Chief Don Edwards said this is because of considerable more traffic in this azea since the American Legion has moved to the 500 block of 4`h Avenue. Voice vote, motion carried unanimously. KNo Parkins" East Spruce Street. The ordinance states "No Parking" in the 100 Block of East Spruce. Police Chief Don Edwazds reported that Canton Court has moved from the Fire Department to the Depot and has been well received from the Circuit Clerk and the Honorable Judge Taylor. The fire trucks have a problem because of parking on both sides. Motion and second by Aldermen Molleck/Reed, to refer the ordinance to council for further action. Voice vote, motion carried unanimously. The Streets & Garbage Committee adjourned at 6:42 p.m. Lake, Buildings & Grounds Rick Reed, Chairman Canton Lake Ordinance - discussion. Motion and second by Aldermen Reed/Molleck, to table the discussion of the Lake Ordinance to a later date. Voice vote, motion carried unanimously. The Lake, Building & Grounds Committee adjourned at 6:42 p.m. Public Works, Water & Sewer Committee Elny Harn, Chairman Water Bill Bob Wheeler. Bob Wheeler is a landlord and his problem was one of his rental homes has 8 tenants with one water meter. Public Works Director Clif O'Brien told Bob Wheeler that the water department has to abide by the ordinance that is enforcement at this time. Cliff O'Brien and Greg Pollitt will meet with Bob Wheeler tomorrow morning and will work things out. Alderman Reed ask Mr. Wheeler would this be to his satisfaction to work this out? Bob Wheeler replied, yes! 2 Mechanical Committee meeting 9-23-03 Mayor Bohler reminded the citizens that Maple Street and Martin Avenue will be closed for traffic a period of 6 weeks for road work that is being done by Graham Hospital. Mayor Bohler told the council members that next Tuesday September 30`h there will not be any meeting as this is the 5`~ Tuesday in the month.
