MECHANICAL COMM~'TTEE
City Council Chambers @ Historic Depot
August 26, 2003 - 6:30 p.m.
Members Present: Aldermen Jim Hartford, Robert Molleck, Elny Harn, Rick Reed.
Other Aldermen present were Craig West, Les Carl.
Others Present: Mayor Jerry Bohler, City Clerk Nancy Whites, City Treasurer Patty
Franzoni, City Attorney Ron Weber, Fire Chief John Stanko, Police Chief Don Edwards,
Public Works Director Clif O'Brien, WWT Supt. Joe Carruthers, Water Plant Supt. Greg

Police Report -Don Edwards,. Chief. Don reported about the "Drive Hammered -
Get Nailed Campaign" which is targeting safety belt and impaired driving enforcement
for two-weeks that was held in July.
Sergeant John Harmon wrote an article describing their efforts to enforce the Child
Passenger Protection Act around the schools. The article was published in the summer
issue of the Illinois Traffic Safety Leaders' publication Safety Leads.
Don reported that the will be starting another campaign of `Click It -Ticket It.' They
will be enforcing safety belt violations.
Since the state cannot financially sponsor anything, and the department needs to purchase
`Dare Books', some of the officers want to hold a soup supper in October to fund this.
Committee members gave them the okay.
The canine officer came back to work in August, glad to have him back.
Fire Report. Fire Chief John Stanko reported that they had substantial increase in call
load, was up by 35%. Had training on the new Thermal Imaging Camera this last week,
will put in place this Friday. Some of the Aldermen then asked John some questions
after reading his report.

Streets & Garbage Committee

Fuel Bids. Motion and second by Aldermen Molleck/Harn, to open the bids. Voice
vote, motion carried unanimously.
One bid received -Quick Oil Company bid Gas -A $1.4194, and plus B $.05; Diesel
Fuel -A $1.1770, and plus B $.05.
Motion and second by Aldermen Molleck/Reed, to refer to staff for their
recommendation. Voice vote, motion carried unanimously.
West Maple Street. Mayor Bohler introduced Bruce Beal as what he would be
presenting would be awin-win situation for the City. Bruce Beal then spoke and said he
was representing the Graham Hospital. They are wanting to make a change in the
intersection at Martin Avenue and Maple Street. They want this street to be straighten
and not have a jog. They will in turn swap some real estate to make this intersection
straight. The hospital will pay for all construction. Those employees that would need to
over see the project for the City, we would need for us as well, at no expense to help us in
this project.
City Attorney Ron Weber explained that a construction agreement would be necessary
and is required by the City to enter into an agreement to convey to the hospital the land
where the road currently is.
Motion and second by Aldermen Molleck/Reed, to go forward on the project. Voice
vote, motion carried unanimously.
The Streets & Garbage Committee adjourned at 6:45 p.m.
Lake, Buildings & Grounds

Motion and second by Aldermen Reed/Molleck/ to add to the agenda the Canton Bedch
Area. Mel Harris spoke to the committee members about leasing the Belch Area for
him and a group of boaters. They would also want the bathroom areas. They would
maintain the area and carry insurance. Mel said a couple years back was told could not
go out in the water to retrieve a pontoon boat. Was told back then an ordinance would be
written up, but have not seen the ordinance. Mayor Bohler read from the Council meeting
held in July of 98 the Canton Lake Policy reads...no swimming at any time at the Canton
Lake.

Mayor Bohler said he has seen kids from age of 3 to 7 swimming with no supervision.
Mel said he would want a S year lease, and if the City wants to open up the Beg~h area
again, would give up the lease for this reasoning only.
Mayor Bohler said he would want a 30 days notice from the leasee. Alderman Hartford
thought it was a good idea to lease the Be~.ch area. Alderman Carl said the Lake
Development Committee voted against it, because the Beech area is for everyone.
Mayor Bohler said if we lease the land, it's their responsibility if someone comes and
wants to swim. Also, cost us less because we don't Dave to patrol the area.
Alderman Carl asked Greg Pollitt the Water Superintendent to speak on the issue. Greg
said it's a bad idea, I'm not saying can't follow rules by leasing, they haven't proven
themselves. A lot of repairs are needed on the water and sewer lines, and to the building.
Mayor Bohler asked Greg what additional problems could this cause? Greg said whose
going to be there? There is a lot of activity down there. This weekend 14 violations
could have been written if lake patrol could write citations. Mel Harris answered Greg
and said, "If you lease to us you won't have a problem."
Motion and second by Aldermen Hartford/Molleck, this be looked into for further
discussion. Discussion. Alderman Molleck, said lets have all the facts before entering
into any lease agreement. Voice vote, 1 nay from Alderman Harn. Motion carried.
The Lake, Building & Grounds Committee adjourned at 7:04 p.m.
Public Works, Water & Sewer Committee

Mayor Bohler mentioned that a Used Tire Collection Day will be Thursday, September 4,
2003 from 8:00 a.m. - 2:00 p.m. at the City of Canton Maintenance Department at S20
West Locust Street. Sponsors are the City of Canton and Canton Township. The fees
are...Passenger tires $2.00, Truck tires $7.00, Tractor tires $20.00. Fulton County
Residents only, tires must beclean/free of foreign debris, no tires on rims will be
accepted, no tires will be accepted from commercial operations or retailers
The Public Works, Water & Sewer Committee adjourned at 7:07 p.m.
Motion and second by Aldermen Hartford/Reed, to adjourn the Mechanical Committee
meeting. Voice vote, motion carried unanimously. The meeting adjourned at 7:07 p.m.

R!: Special Committee Meeting
This memo is to clarify the Spedal Committee meeting notice. The Special Committee meeting
sdieduled for September 17, 2003 has been ne-scheduled for Octot~er 2, 2003 at 6:00 p.m. at the
Depot. This is a mediation meeting between the Negotiations, Grievance 8 Personnel Committee and
the Union. I felt the need to send this notice, because in the August 27, 2003 addition of the l7aily
Ledger it was printed that the meeting was set for September 2, 2003. If you have questions please
