Fire Report -John Stanko, Chief. John gave a few brief comments about his report.
On May 7 & 8, all fire fighters participated in live fire training which was held at the
Peoria Fire Academy. This live fire training is extremely important and allows fire
fighters the opportunity to practice and sharpen their skills in a controlled environment.
Once again this year, we were allowed to use the Peoria Fire Academy training tower and
facilities at no charge.
John stated that a lot of confusion came from the fire on West Maple. Citizens are asking
why the Canton Fire Department did not respond to the fire? All calls come into 911, the
911 operator is given the address and they route the call to the proper Fire Protection
District. In this case it was the Copperas Creek Fire Protection District, and they in
turned requested assistants from other fire agency's under the Mutual Aid. We sent out
what was appropriate, and told them our primary responsibility is to the City of Canton.
Mayor Bohler commented this was a tragedy, and I have confidence the Fire Department
sent the right equipment. Appreciate both the Fire & Police Departments and feel
everything was handled 100% properly.
Police Report -Don Edwards, Chief. Don said he had nothing to add to his report.
Alderman Hartford asked a few questions for clarification.
Romine Property on Grant Place. Ron Weber gave an update. Today was another
court date and Clif O'Brien, Clark Wilson and Ron attended as well as Gordon Romine.
Also attending was Susan English for the Fulton County Health Department. Gordon
Romine has done some work to remedy his situation. Judge Taylor gave him 7 days to
clean up the garbage and dumpsters. Next Tuesday is the next court date. If satisfactory
work is not done, the City will take over and dump the garbage and place a lien to
recover our cost.

Motion and second by Aldermen Molleck/Reed, to send the bids to staff for review and
recommendations at the City Council meeting. Voice vote, motion carried unanimously.
Award bid to United Paving for LAPP Protect FY04. Motion and second by
Aldermen Molleck/Reed, to accept the low bid of United Paving for work on E. Chestnut
Street from 11 `h Avenue to 20"' Avenue in the amount of $297,986.39, and refer to City
Council for their fmal approval. Discussion. Clif O'Brien gave the following information
from Maurer & Stutz Inc letter of June 19, 2003... At the State Letting held in Springfield
on Friday, June 13, 2003, the following bids were received -United Paving and
Construction, Inc. $297,986.39 and R.A. Cullinan & Son, Inc $334,512.23. Maurer Stutz
Inc. cost opinion was $279,491.75. The State's cost opinion was not made available.
Voice vote, motion carried unanimously.
2003 Maintenance Resolution. Motion and second by Aldermen Molleck/Harn, to
approve of the Maintenance Resolution of appropriating $287,000.00 Motor Fuel Tax
Funds for Maintenance of Streets and Highways, and refer to City Council for fmal
approval. Discussion. Cliff said that hot sand seal will be used in this project. Voice
vote, motion carried unanimously.
2003 Maintenance Engineering Agreement. Motion and second by Aldermen
Molleck/Reed, to approve from IDOT the use of MFT funds in the amount of $11,649.49
for the consulting engineering firm of Maurer & Stutz, Inc., and refer to City Council for
fmal approval. Voice vote, motion carried unanimously.
2003 Maintenance Estimate of Cost. Motion and second by Aldermen Molleck/Harn,
the approval of Estimate of Maintenance Cost of $273,503.94 of MFT funds as approved
by IDOT, and refer to City Council for fmal approval. Discussion. Clif O'Brien
mentioned that his department will be repairing the curb on Hemlock, which will have
most repair work done in-house at a cost of $3,816.00. Clif further added, the $1,740

amount in this estimate of cost will be handled the same way as the curb work. Voice
vote, motion carried unanimously.
The Streets & Garbage Committee adjourned at 6:57 p.m.
Lake Buildings & Grounds Committee

Request up to $6,000 to drill 3 test wells - money from Water & Sewer Fund.
Motion and second by Aldermen Hartford/Harn, to approve of the expenditure and refer
to City Council for their final approval. Discussion. Mayor Bohler invited Banner
Mayor Ken Fuller and the engineering firm of Hutchinson, with Brian Martin to give the
information to the committee. Brian Martin mentioned that the Village of Banner has
received a DCCA grant to explore the need for water, and Canton is looking also for
additional supply of water to meet the demand. Will be looking into preliminary work,
of cost, what needs to be done, etc. And the Village of Banner will be applying for grants
to help in the funding of this project.
Mayor Bohler said the 9 acres the City owes in Banner along the Illinois River does not
have enough water in its aquifer. The Village of Banner will split the cost with the City
of Canton to drill 3 of their 4 wells in Banner
Mayor Ken Fuller of the Village of Banner said there are 4 wells in the Banner area. The
water level is 110 feet deep.
Mayor Bohler said the test is to find out what kind of aquifer is there, and if the water is
drinkable. Mayor Bohler said we need to find out if we can pump 3.5 million gallons
without affecting the amount of water there.
Alderman Molleck asked Ken Fuller how deep underground is the water? Ken said 250
feet.
Mayor Bohler said the City can go to the Lake area if this doesn't work, and drill test
wells. Voice vote, motion carried unanimously.
Refinance of Current City Building. Motion and second by Aldermen
Hartford/Molleck, to approve refinancing of the current City Building from the low
quote of First Bank at 3.420% interest rate and payments of $2,378.43 monthly, and the
city attorney to draw up a resolution for this refinancing, and refer to City Council for
their approval. Discussion. Mayor Bohler stated that the City has looked at is
refinancing $131,000 for a period of 5 years with no pre-payment penalty. Three lending
agency's had been contacted for a quote and First Bank was the lowest, with Mid
America National Bank 3.8% and $2,400.76 monthly; and Wells Fargo Bank 3.95% and
$2,419.09 monthly. Voice vote, motion carried unanimously.
Campground Road Improvements. Motion and second by Aldermen Hartford/Harn,
to approve of using hot sand seal in the amount of $14,775.00 to repair this road, and
refer to City Council for their final approval. Discussion. Clif O"Brien explained what
has been done on this road. The road has been washing out, have already rolled materials
in the surface and a small amount of white rock for a good base. We have two options.

1. $14,000 for hot sand seal, or, 2. use 1 1/2 inch of blacktop Il in the amount of
$18,755.00. We're looking at longevity, and the hot sand seal should last 10 to 12 years.
Alderman Rick Reed said he had a lot of good feed back from campers, that the road was
better. Alderman Reed also thanked Alderman Les Carl, for all his hard work and
dedication, and he also thanked the Lake Development Committee for their hard work.
Mayor Bohler said the Lake Development Committee has done a fantastic job, and
wished more would use the area not just residents. The funds will come from the Lake
Development account. Voice vote, motion carried unanimously.
The Lake, Building & Grounds Committee adjourned at 7:15 p.m.
Public Works, Water & Sewer Committee

Replacement of RPZ. Motion and second by Aldermen Reed/Molleck, to approve the
low quote from Water Products Co, in the amount of $1,225.00 plus shipping, for a
reduced pressure principle backflow preventer, and refer to City Council for their final
approval. Discussion. Greg Pollitt Water Superintendent, explained the device is 20
years old and is outdated, and no longer on the E.P.A.'s approved list. Voice vote,
motion carried unanimously.
Pay Request #2 - Seward Construction. Motion and second by Aldermen
Hartford/Hart, to approve of pay request #2 from Seward Construction for Phase 1 Storm
Building, in the amount of $118,944.77, and the retainage of $31,532.68 as recommended
by Maurer Stutz Inc., and this has been reviewed by Superintendent Joe Carruthers of the
Waste Water Treatment Plant, and refer to City Council for their final approval. Voice
vote, motion carried unanimously.
The Public Works, Water & Sewer adjourned at 7:20 p.m.
