Alderman Kevin Meade was absent. Other Aldermen present were Jim Hartford, & Craig West. Others Present: Mayor Jerry Bohler, City Clerk Nancy Whites, City Treasurer Patty Beaird Franzoni, City Attorney Ron Weber, Fire Chief John Stanko, Police Chief Don Edwards, Public Works Director Clif O'Brien, WWT Supt. Joe Carruthers, Water Plant Supt. Greg Pollitt, Street Supt. George Spahn, Joe Ginger Video Services, News media - Daily Ledger John Froehling, WBYS Seth Tempco. And candidates for Aldermen in 4`n Ward Shannon Dudek, & Rick Reed. Candidates for Ward 3 - 2 year term Elny Scott Harn and Jim Letty fora 4 year term. Also in the audience was Robert Busby. Public Safety & Traffic Committee Robert Molleck, Chairman Fire Report -John Stanko, Chief. John gave a few brief comments about his report. Fire alarms increased by 8.0% while EMS alarms increased by 5.9%. Alderman Carl ask the chief to brief everyone up to date on the burning ordinance. Fire Chief John Stanko commented, so many calls came in on Sunday we could not handle all of them. Finally we did drive around to view any open fires. Burning is allowed on Monday, Wednesday, Friday & Saturday from 9:00 a.m. to sundown. Landscape waste permitted for open burning is leaves, grass cuttings, shrubbery, tree limbs, and vines and tree clippings. The open burning of landscape waste is permitted on private property, and must be constantly attended by a competent person until such fire is extinguished, and the fire must be 20' from any structure. Police Report -Don Edwards, Chief. Don said the calls are down very little. Mayor Bohler said he was proud of all city employees. This last week there were several arrest. Don Edwards said the West Central Task Force made good arrest of drug forfeiture. Annual Police Report. Don commented about Index Crime. This is a crime that is more serious in the State. This is set up by the FBI to gage crime. Theft is up 16.2%. A total of 99 arrest have been made so far in the Index Crime. We are formulating goals. We want to improve traffic safety, will be implementing Click It/Ticket, Prism Project within two weeks, will work in certain crime areas, and problem areas, want to get a web site to tie in with the city's, and report crime prevention tips, this is all for next year. Alderman Hartford likes the idea of setting goals. Motion and second by Aldermen CarUShores, to have an ordinance drawn for No Parking on the North side of East Birch at the curve before the railroad tracks, and No Parking on the other side of tracks on the South side of the street for 25 feet of the intersection. Voice vote, motion carried unanimously. The meeting of Public Safety & Traffic adjourned at 6:47 p.m. Streets & Garbage Committee Jo Anne Shores, Chairman Maurer Stutz Inc. recommendation Main Street & Elm Street Intersection -Bids. Motion and second by Aldermen Molleck/Carl, to accept the low bid from A.E.H. Construction, Inc. for Main Street & Elm intersection in the amount of $79,779.86. Discussion. Mayor Bohler explained that the recommendation to accept the bid came from Maurer Stutz Inc. and the bid is $559.61 above the approved cost opinion of $79,175.25. And this is a MFT fund project. Voice vote, motion carried unanimously. Alderman West wanted to know if the city's waste facility will be open again this year? Clif O'Brien mentioned the facility will be opened on Saturdays from 7:30 a.m. to 3:00 p.m. to accept yard waste only. The Streets & Garbage Committee adjourned at 6:51 p.m. Lake Buildings & Grounds Committee Les Carl, Chairman Lake Clean Up -Volunteer Dav April 12th. Rick Reed member of the committee reported the rain date will be April 19 from 8:00 a.m. unti12:00 p.m. Bring your sack lunch and drink. Each person will sign a waiver to release the city of any injuries. If find items can't pick up, will mark, and pick up later. A few organizations have signed up to assist. Alderman Hartford mentioned that the Youth Acres Committee will be picking up the trees from the lake in that area of Youth Acres the same day. The Lake, Building & Grounds Committee adjourned at 6:55 p.m. Public Works, Water & Sewer Committee Kevin Meade, Chairman Motion and second by Aldermen Shores/Carl, to accept the recommendation of Maurer Stutz Inc. for WWTP Storm Building Phase 1 MSI Project, with payment of $66,354.50, with retainage of $11,415.32 to Sewer Construction Inc. Discussion. Joe Carruthers 2 WWTP Supt. mentioned that he had met with Maurer Stutz Inc and reviewed the work of Sewer Construction Inc. and agreed with the payment amount. Voice vote, motion carried unanimously. Mayor Bohler said to the council members, the council meeting scheduled for April 1 will be held on April 2, due to the city aldermen election on April l . Motion and second by Aldermen Carl/Molleck, to adjourn. Voice vote, motion carried unanimously.
