CLERICAL COMMITTEE
City Council Chambers @ Historic Depot
August 12, 2003 - 6:30 p.m.
Members Present: Aldermen Les Cazl, Mary Fillingham, Craig West, & Larry Sazff.
Other Aldermen Present: Jim Hartford, & Rick Reed. Aldermen Bob Molleck, and
Elny Harn were absent.
Others Present: Mayor Jerry Bohler, City Clerk Nancy Whites, City Treasurer Patty
Beaird Franzoni, City Attorney Ron Weber, Fire Chief John Stanko, Police Chief Don
Edwards, Public Works Director Clif O'Brien, Wastewater Supt. Joe Carruthers, Water
Plant Supt. Greg Pollitt, Zoning Officer Clark Wilson, Street Superintendent George
Spahn, System Maintenance Superintendent Bill Terry. Video Services Joe Ginger.

Finance Committee
Les Carl, Chairman
Bills. Motion and second by Aldermen West/Fillingham, all bills properly approved be
referred to council for payment. Voice vote, motion carried unanimously.
Treasurer's Report. Patty Beaird Franzoni gave out her report at the meeting and
Alderman Fillingham asked Patty why can't she receive the report on Friday? Patty told
Alderman Fillingham she did not have the figures to pay IML for the Liability insurance.
Garbage Truck Repair. Motion and second by Aldermen Fillingham/Sazff, to approve
of the expenditure to replace the transmission in the 2000 Sterling Garbage Truck in the
amount of $5,600 from Dave Gill, and referred to council. Discussion. Clif said the
truck broke down and had to be towed at a cost of $225. Voice vote, motion carried
unanimously.
Seek bids for the Remediation of IH site. Motion and second by Aldermen
Sazff/West, recommend to go out for bids, and referred to council. Voice vote, motion
carried unanimously.
Water Study Proposal. Mayor Bohler gave an update. Maurer Stutz Inc. firm will be
bringing to council the figures updating the Water Treatment Plant & the Wastewater
Sewer Treatment Plant.
WTP Sludge Removal & Disposal Project. Motion and second by Aldermen
Sazff/Fillingham, to approve the notice to proceed on the WTP Sludge Removal &
Disposal Project from Merrel Brothers, Inc., and send to council. (Letter from Maurer-
Stutz Inc. The City Attorney Ron Weber and Maurer-Stutz Inc reviewed the agreement,
bonds, and insurance. The documents appeaz to be in order.) Voice vote, motion carried
unanimously.

The Finance Committee adjourned at 6:43 p.m.
Legal & Ordinance Committee
Mary Fillingham, Chairman
Increase in Fees & Permits Licenses. Motion and second by Aldermen CarUWest, to
send to council and have ordinances drawn by the city attorney. Discussion. Alderman
Sarff questioned the high rates to local businesses. Many of our business aze small and
can't afford high rates. Alderman Cazl reported the highest raise was the Video Poker
machines and the Liquor License. And the liquor license will gradually add in the raise
in fees. Alderman Cazl asked, what is the anticipated estimate? Alderman Carl said,
azound $60,000. Alderman Reed wants a copy of the old rates. Mayor Bohler said they
would be available.
_Aaron Lewis & Nick Bowton -Tattoo & Piercina Parlor. Aaron Lewis asked the
council members that he did not understand in the ordinance, why osteopathic medicine?
Aazon said he would like a reason for that! Aaron said the state requires sterilization,
bags in each room, and the room has to be SOfeet in size, and each individual rooms. All
needles aze used once and disposed of. City Attorney Ron Weber commented, the
ordinance is very restrictive because the ordinance does not allow Tattoo Parlors. The
State Statute allows a lot of things. But the State does not allowing us to be restrictive.
Aazon thanked the committee and left the meeting.
Stop Sian at Ist Avenue & Maple Street. Alderman Fillingham said she has had
complaints from those who live on lst Avenue about speeding. Police Chief Don
Edwazds said they have done speed controls, and have given tickets. Also talked with the
school bus drivers and they have no complaints about the azea. Don also said that
research shows no accidents in this azea over 4 yeazs. Police Chief Don said a stop sign
would constrict the flow of traffic. This is one of the streets that is designed to get you
through the City. Alderman Reed felt saving one child's life is more important than
getting some where in a hurry. Alderman Reed said he also wanted a sign by the pazk.
Motion and second by Aldermen CarUWest, to have the city attorney draft and
ordinance, and referred to council. Voice vote, motion carried. One nay -Alderman
Sazff.
Defibrillator Service Support Aareement. Motion and second by Aldermen
Sazff/Cazl, to allow the expenditure of $1,545.60 for the first annual payment from
Medtronic Physio-Control for three yeazs, and referred to council. Discussion. Fire
Chief John Stanko read from his memo and mentioned this agreement over the yeaz has
been cost affective. Voice vote, motion carried unanimously.
Resolution in Support of the 336 Goals. Motion and second by Aldermen Sazff/West,
to approve of the resolution and referred to council. Discussion. Mayor Bohler said that

communities thoroughout the county aze sending resolutions to the governor and to
IDOT. Voice vote, motion carried unanimously.
Hotel/Motel Tax. Mayor Bohler said that Dave Byerly has been doing some reseazch
on this. We have to appoint an administrator because we are anon-home rule
community. This could be handled by Dave's office, or maybe the Finance Committee.
We will be presenting an ordinance on this. This is to promote tourism in our City. The
fee would be chazged to those paying the hoteUmotel bill.

Community & Industrial Development Committee

Update of Activities. Alderman West commented that Public Relations Director Linda
Caudle gave him her report. Alderman West reported...The web site has some new
changes. The Water Quality Report is now on line, and the history of the P& O Plow
Works/International Harvester. The holiday gazbage schedule will now be on Channel 3,
and on the community calendar of WBYS and the Ledger. This will not be printed as an
add with the Ledger, as it was costing around $1,000.
Economic Development Director David Byerly is meeting with the County Board
tonight.
Met with the Revitalization Committee and we passed out a time line paper, we hope to
have completed by December.
Alderman West thanked Tom Hines for getting the `Wall' newly painted that is in the
City Pazking lot on West Locust Street.
Mayor Bohler mentioned the city will be spraying for mosquitoes all this week during the
regulaz gazbage route pickup, and the time will be from 8:30 p.m. until 2:00 a.m.
The Community & Industrial Committee adjourned at 7:15 p.m.
Negotiations, Grievance & Personnel

Request to fill Vacancy in Fire Department. Motion and second by Aldermen Carl to
recommend to council the request be approved. Discussion. Mayor Bohler commented,
that council needs to suspend the temporary hiring freeze in able to appoint someone in
this position. Alderman Cazl withdrew his motion. Motion and second by Aldermen
Fillingham/West, to suspend the temporazy hiring freeze to appoint afull-time firefighter.
Discussion. Fire Chief John Stanko explained that the first candidate on the eligibility
list is currently working as a temporary appointment for a fire fighter who is on short

term disability leave. This would, in turn, create the need for a temporary appointment to
fill in for the fire fighter on short term disability leave. If this is approved, then the Fire
and Police Commission will be asked to fill the vacancy in the fire department created by
the resignation of fire fighter Michael Gardner. Voice vote, motion carried unanimously.
Motion and second by Aldermen CarUWest, approval be sent to council for a temporary
appointment to fill in for the fire fighter on short term disability leave. Voice vote,
motion carried unanimously.
The Negotiations, Grievance & Personnel Committee adjourned at 7:22 p.m.
EXECUTIVE SESSION -PURPOSE IS FOR NEGOTATIONS, GRIEVANCE &
PERSONNEL -POLICE DEPARTMENT GRIEVANCE. Motion and second by
Aldermen Sarff/Carl, to go into executive session for the purpose of discussing a
grievance filed by the police department. Roll call. Ayes -Aldermen West, Sarff, Carl,
Fillingham. Nays -None. 4 ayes, 0 nays, 0 absent. Motion carried.
The Clerical Committee meeting went into executive session at 7:22 p.m.
The executive session minutes are on file for review in the City Clerk's office.
Motion and second by Aldermen Sarff/West, to adjourn. Voice vote, motion carried
unanimously. The Clerical Committee adjourned at 7:53 p.m.
