MECHANICAL COMMITTEE
City Council Chambers @ Historic Depot
July 22, 2003 6:30 p.m.
Members Present: Aldermen Jim Hartford, Rick Reed, & Elny Harn. Alderman Bob
Molleck was absent an on vacation.
Other Aldermen Present: Larry Sarff, Craig West, Les Carl, & Mary Fillingham.

Mayor Bohler called the meeting to order at 6:30 p.m. with introduction of each
committee and chairman. •
Alderman Hartford chaired the meeting for Alderman Bob Molleck in his absence.
Fire Report. Fire Chief John Stanko, talked about simultaneous alarms. For the first 6
months of 2003, they have experienced a 4.1% growth in alarms answered. If this rate
continues, we will at least double the number of instances when we have two or more
incidents at the same time.
The citizens committee raised funds for a new thermal imaging camera and met their
goal. The camera and related equipment will be presented to the City in August.
Police Report. Police Chief Donald Edwards, mentioned he has nothing to add to his
report, and will answer any questions.
Bid Presentation -Liability Insurance. Gerald Butts insurance consultant for the City
gave the following report. Bids were opened at 3:00 p.m. today and three bids were
received -Illinois Municipal League Risk Management Association, Jack Hall Agency,
& Kiesewetter Insurance. The following is the bids as submitted...Illinois Municipal
League Risk Management Association - $333,910.00; Kiesewetter Ins. - $438,153.00;
Kiesewetter Ins.- $458,645.00; Jack Hall Agency -bid was for Workman Comp only.
(Copies of the bids will be made available to all Aldermen.) Mr. Butts said the best
interest for the City, and the one he is recommending is Illinois Municipal League Risk
Management Association, as their bid is a savings of $105,000.00.
- Alderman Sazff mentioned that Dan Kiesewetter has had the city's insurance for 6 yeazs
and has done an excellent job, lets give some time to Dan to speak. Dan Kiesewetter
said, $105,000 is a lot of money, wish we could have bid that low. IML will not have a
representative available, and they will rely on some one within the city heavily. We bid
twice and was happy to be able too. He thanked the city for the opportunity, and felt the
process was fair. Some of the agencys that did not bid, felt the Dam is considered
dangerous, and some feel the pollution at IH is another factor. These risk pools do not
succeed in the long term, and at some future time, I'll be here again.
Mr. Butts said that Dan was very professional in his dealings with him, and quite helpful
and knowledgeable, appreciated very much his expertise in this.
City Attorney Ron Weber explained that the vote has to be voted on tonight or there will
be a special meeting, as the insurance expires August 1. Mr. Butts said he would be in
contact with the IML as to some issues not answered in the bid, and will notify the
mayor's office.
Motion and second by Aldermen Hartford/Reed, to accept the guazantee proposal of IML
and for Mr. Butts to call them on some issues Voice vote, 2 AYES, 1 NAY.
Discussion. Alderman Hartford questioned Alderman Hazn why she voted nay?
Alderman Harn said she wanted to keep the present insurance with Kiesewetter Insurance
Company. Aldermen Hartford explained that the Budgets recently passed have a deficit.
Alderman Harn then voted AYE. Motion carried unanimously. Then a roll call was
taken of all present Aldermen. Roll call. AYES -Aldermen Hartford, West, Sarff, Harn,
Cazl, Fillingham, Reed. NAYS -None. Motion carried.
Alderman Mary Fillingham left the meeting at 7:11 p.m.
The committee adjourned at 7:11 p.m.
Streets & Garbage Committee

Stop Sign -Cedar Street & Avenue B. Police Chief Don Edwazds said there have
been some concerns raised about the traffic flow and some near accidents at the
intersection of Cedar Street and S. Avenue B, particulazly since the old City dump was
opened for landscape waste. He recommended a stop sign be placed on cedar for
eastbound traffic. And if this is done, there should be other signs wazning of a 3-way
stop as that traffic from the east does not stop.
Motion and second by Aldermen HartfordlReed, to recommend to council the placement
of a stop sign on Cedaz Street for the eastbound traffic. Voice vote, motion carried
unanimously.
Stop Sign -Avenue C & Olive Street. Police Chief Don Edwazds said a traffic study
at the intersection of Avenue C and Olive Street was study to determine if stop signs aze
warranted on Avenue C. Don believes that a stop sign should be placed on Olive Street
for the eastbound traffic to control the flow of traffic through the intersection. He does
not see any reason for placing stop signs on Avenue C at the intersection of Olive Street.

Lake, Buildings & Grounds Committee

No items on the Agenda.
Alderman Reed asked if there was any questions? Alderman West asked Greg Pollitt
what level is the Lake at? Greg answered 5.5 inch below full mark.
Alderman Reed reported the restrooms are completed. Alderman Carl wants to recognize
those who helped. Alderman Reed said they would be recognized at the next council
meeting.
The committee meeting adjourned at 7:18 p.m.
Public Works, Water & Sewer
Elny Harn, Chairman
NPDES Permits for WTP and WWTP -Joe Carruthers. Joe talked about the
National Pollutant Dischage Elimination System, has issued permit fees for both of the
facilities. Joe and Greg Pollitt gave the following charges the State of Illinois has added
to the EPA...Sludge permit $2,500; Operating permit $15,000; Stormwater $500;
Overflow permit $5,000; Water Plant $1,500. The Wastewater Plant total payment is
$23,000, and the Water Plant total payment is $1,500, with total permit fees of $24,500.
Greg Pollitt said there is one other permit we having heard from yet and that is sludge.
Motion and second by Aldermen Hartford/Reed, to approve of payment for NPDES fees
in the amount of $24,500, and send to council for their approval. Voice vote, motion
carried unanimously.
The Mechanical Committee meeting adjourned at 7:22 p.m.
