CLERICAL COMMITTEE
City Council Chambers @ Historic Depot
July 8, 2003 - 6:30 p.m.
Members Present: Aldermen Les Carl, Mary Fillingham, Craig West, & Larry Sarff.
Other Aldermen Present: Jim Hartford, Elny Harn, & Rick Reed.
Others Present: Mayor Jerry Bohler, City Clerk Nancy Whites, City Treasurer Patty

Finance Committee

Bills. Motion and second by Aldermen Fillingham/West, all bills properly approved be
referred to council for payment. Voice vote, motion carried unanimously.
Treasurer's Report. Patty Beaird Franzoni said she had received a large sum from the
County from Property Tax. Ending balance of revenue and expenditures was
$265,085.00 for the month of June.
Awarding of Sludge Bids. Motion and second by Aldermen Sarff/Fillingham, to award
the Wastewater Treatment Plant Removal & Disposal Sludge Bids to the low bidder
Merrell Brothers Inc. for Alternate Bid No 1 of $196,796.00, and referred to Council for
their consideration. (Maurer Stutz, Inc. in their revised memo of July 8`", 2003, Alternate
Bid No.2 was invalid from Merrell Brothers Inc. for the Fiscal Year 2004 project, and
through April 30, 2005. Maurer Stutz Inc. the City could consider extension of the two
year contract by negotiated change order at a later date, in order to extend the contract
time to three years.) Voice vote, motion carried unanimously.
WIRC Membership. Motion and second by Aldermen Sarff/Fillingham, to renew the
WIRC membership fee for the 2000 population of Canton, at 15,288 x $0.50 per capita =
$7,644.00, and referred to Council for their consideration. Voice vote, motion carried
unanimously.
Bicycle Auction. Motion and second by Aldermen Fillingham/West, to approve having
an Auction for 60 bicycles the Police Department has accumulated, and other items the
department heads may have, and advertise the Auction and list of items. Discussion.
Acting Police Chief Dean Putman mentioned that if anyone has not viewed the bicycles
previously, may do so now from 8:00 a.m. to 5:00 p.m. Monday through Friday. Voice
vote, motion carried unanimously.

The Finance Committee adjourned at 6:40 p.m.
Legal & Ordinance Committee

Increase in Fees & Permits -Water & Wastewater Plants. Taken off the Agenda.
Alderman Sarff asked if we have always had permits? Joe Carruthers, Wastewater
Treatment Plant Superintendent said yes, but never have charged for them. Alderman
Sarff and Mayor Bohler feels a letter should be written to State Representatives of
another unfounded mandate put on municipalities. Joe Carruthers said that AWWA had
argue the case on the City's behalf. (The National Pollutant Discharge Elimination
System, (NPDES) has issued permit fees for both of the City's facilities. The Water
Treatment Plant is $1,500.00, and the Wastewater Treatment Plant has been set at
$20,500.00.)
The Leal & Ordinance Committee adjourned at 6:40 n.m.
Community & Industrial Development Committee
Craig West, Chairman
Update of Activities. Alderman West commented that the Fulton County Toursim
Council approved their budget. They are in the process of ordering placemats. Looking
to have new brochures, and a new avenue of advertising.
The Revitalization Committee sent out business surveys. Still have a few to response.
The Economic Development Committee has been meeting, and are very supportive of
David Byerly.
IDOT will have a public meeting on the 336 Coalition, the date has not been set.
The Community & Industrial Committee adjourned at 6:42 p.m.
Negotiations, Grievance & Personnel
Larry Sarff, Chairman
Hirin of a Mechanic Position. -Mayor Bohler mentioned that Rick Tieken the City's
mechanic has another job that paid more. Mayor Bohler expressed to Rick, he wished
him well. Mayor Bohler wants to know if can advertise taking applications? We could
even hire the work out to a business for cost effectiveness. Clif O'Brien will update the
job description. Motion and second by Aldermen Sarff/Carl, to approve of advertising
the position, and job descriptions handed out with application. Voice vote, motion carried
unanimously.
