CLERICAL COMMITTEE
City Council Chambers @ Historic Depot
April 8th, 2003 - 6:30 p.m.
Members Present: Aldermen Mazy Fillingham, Craig West, Larry Sazff. Alderman
absent -Jim Hartford.

Finance Committee

Bills. Motion and second by Aldermen West/Fillingham, all bills properly approved be
paid, and referred to council. Voice vote, motion carried unanimously.
Treasurer's Report. City Treasurer Patty Beaird Franzoni did not have a report
because her computer software which has part of the revenues did not edit.
Fulton County Toursim Membership. Motion and second by Aldermen
West/Fillingham, to approve of the $300 to renew the membership in Fulton County
Toursim, and referred to council. Discussion. Alderman West said the fee is based on
the population. Voice vote, motion carried unanimously.
Pay Request #4 -River City Demolition. Motion and second by Aldermen
Fillingham/West, to refer to council without recommendation. Discussion. Mayor
Bohler said he had been contacted by a local business that a subcontractor had not been
paid. City Attorney Ron Weber said all Lien Waivers aze needed before payment can be
paid, the City will follow up with Colin Edwazds of Maurer Stutz Inc. before the council
meeting.
The Finance Committee adjourned at 6:35 p.m.
Legal & Ordinance Committee

"No Parking" Market Court -Alderman Carl. Don Edwards said a truck had been
pazked in this area making it almost impossible to get around the truck. The azea is used
a lot by YWCA for their Meals On Wheels. Don said he recommended no pazking on
both sides of the street. Motion and second by Aldermen Sarff/West, the city attorney
instructed to draft an ordinance for the no parking on Mazket Court for council meeting.
Voice vote, motion carried unanimously.
Insurance Agreement Renewal. Patty Beaird Franzoni gave a copy to the council
members. She then reviewed Lloyds of London Cox Insurance Group that gave the best
rate again. HCH the Administrator has fees on a one year agreement. If the City will
enter into a three (3) year fee agreement, they will keep the fee as is now for next year,
but then will increase 3% for the 2"d and 3`d year. Alderman Sarff ask Patty to check
with HCH and see if they are willing to change the Specific Contract from 24/12 to 15/12
on claims. Which means that a bill occurs in 12 months the insurance has 24 months to
pay on the present policy. The renewal date is May 1, 2003. Motion and second by
Aldermen Sarff/West, to send to council without a recommendation. Voice vote, motion
carried unanimously.

Community & Industrial Development Committee

Update of Activities. Kevin McGuire will be showing a video to promote Fulton
County.
If interested in joining the PRISM Council contact Alderman West or any member of the
committee.
New brochures are available from Linda Caudle.
It was a very nice turn out last Saturday to honor the Troops. A lot of patriotism was
shown. This was a very nice tribute to the troops. Alderman West thanked Linda Caudle
& Jim West who helped in coordinating the event.
Canton clean up will be held this Saturday at the Lake area. Rick Reed said 30 have
offered to help so far. He wants to see around 75 to 100 people. Call Rick Reed at 647-
0036 or the mayor's office to volunteer.
