CLERICAL COMMITTEE
City Council Chambers @ Historic Depot
March 11th, 2003, 6:30 p.m.

Finance Committee

Bills. Motion and second by Aldermen Sarff/West, all bills properly presented for
payment be paid. Voice vote, motion carried unanimously.
Treasurer's Report. City Treasurer Patty Franzoni gave handouts of November 2002
and February of 2003 of her financial report. In the February report Patty said she had
included in the Audit Fund and Workman Comp Fund. When these funds run out of
money the general fund has to be used. The General Fund has its own special account.
Alderman Hartford ask Patty where she was at in balancing the accounts? Patty
answered, in February, but I have things I want to look at in January.
Alderman Meade ask Patty, we had projected $228,000, is the City getting close at this
amount? These are the actual figures of each month. Alderman Meade, it does not look
as Meek as we thought. Patty said that the workman's comp and liability will affect the
figures.
Pay Estimate #3 -River City Demolition. Motion and second by Aldermen
Sarff/Fillingham, to recommend to council pay estimate #3 from River City Demolition
in the amount of $20,543.59 and retainage of 10% ($9,472.81) for work completed
through March 7, 2003. Voice vote, motion carried unanimously.
Discuss Future Projects. Colin Edwards of Maurer Stutz Inc. spoke about a meeting
held with Greg Pollitt, Joe Carruthers, Colin Edwards and David Byerly. The meeting
was to consider potential problems that may require IEPA monies, and the grant
application has to be received by March 31. The potential problems are in three
areas...a)Upgrading the Water Treatment Plant. b) Wastewater Projects now going on.
c) Kilroy Lift Station needs some upgrading. The Water Treatment Plant with its present
options the cost is between 3 and 10 million, these are viable options that can be put in
place; Wastewater upgrading between 4 and 5 million for development as David Byerly
is proposing; The Kilroy Lift Station is in bad shape, the water and sewer people looked
at it. This maybe a matter of complete replacement between $500,000 to $800,000. In
the grant application the city has no obligation to borrow the funds now, you can apply
for the funding later on. The grant is from the Illilnois Environmental Protective
Association.
Motion and second by Aldermen Sarff/West, to allow Colin Edwards to apply for the
grant funding. Discussion. Alderman Meade, in the grant, does the fee come out of how
it is funded. Colin Edwards, the City has to agree to pay back the funding. Voice vote,
motion carried unanimously.
The Finance Committee had no further business and the meeting adjourned at 6:46 p.m.
Legal & Ordinance Committee

Telecommunications Tax. Mayor Bohler mentioned that this is for discussion, as I
would like to send an ordinance to council next week, as this has to be passed on first
reading to get funding by October or November of this year. This is for telephones and
cell phones. The City is suggesting a 5% tax.
Alderman Hartford, we need money for sure, but I hate to add on another tax, and will
not be in favor of it.
Mayor Bohler, I can only bring items to council that will bring in funds.
Motion and second by Aldermen Hartford/Sarff, to bring an ordinance to council for
further consideration. Discussion. Alderman Carl suggested the rate be 3%, then if
funds needed change to 5%. Alderman Carl also asked, how many times can you change
the rate? Ron Weber said he believed the adjustments are every 6 months. Ron said this
is a usage fee, and the bills are on Canton addresses only. Voice vote, motion carried
unanimously.
The Legal & Ordinance Committee had no further busines to discussed and adjourned at
7:00 p.m.
Community & Industrial Development Committee

Update of Activities. The next program of the Heritage Committee will be Sunday
evening March 16t at 7:00 p.m. and will feature "Canton Sports History". The program
will be presented by Roy Hopper and Mike Walters.
Kemper Construction in the Industrial Park paid their revolving loan well in advance of
their time frame. To date we have a total of $55,871.00 in the DCCA revolving loan fund
which is available to assist new or expanding businesses who qualify.
The IH Revitalization Committee met today at 1:00 p.m. at the Historic Depot. Mayor
Bohler reported about that meeting...went very well and very promising. We can see
light at the end of the tunnel. In less than a year we will see buildings down and new
buildings being constructed.

The Negotiations, Grievance & Personnel Committee adjourned at 7:01 p.m.
EXECUTIVE SESSION -PURPOSE OF NEGOTIATIONS, GRIEVANCE &
PERSONNEL - TO REVIEW PERSONNEL POLICY. Motion and second by
Aldermen Hartford/West, to go into executive session to review the Personnel Policy.
Roll call. AYES -Aldermen Hartford, Sarff, West, Fillingham. 4 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Alderman Fillingham left the committee meeting at 7:01 p.m.
The regular scheduled committee meeting went into executive session at 7:10 p.m.
Alderman Sarff stated, that no action will be taken in executive session.
A copy of the executive minutes are on file in the office of the city clerk for review.
The executive session adjourned into open session at 8:03 p.m.
