Others Present: Aldermen Jo Anne Shores, Les Carl. Mayor Jerry Bohler, City Clerk Nancy Whites, City Treasurer Patty Beaird Franzoni, City Attorney Ron Weber, Fire Chief John Stanko, Police Chief Don Edwazds, Wastewater Supt Joe Carruthers, Water Plant Supt. Greg Pollitt, Public Works Director. Clif O'Brien, Street Supt. George Spahn, System Maintenance Supt. Bill Terry, Zoning Official Clazk Wilson. Video Services Joe Ginger. News Media - Daily Ledger -John Froehling, Candidate for election from Wazd 3 Eleanor Scott, and an unidentified gentleman. Finance Committee Jim Hartford, Chairman Bills. Motion and second by Aldermen Sazff/West, all bills properly approved be paid. Voice vote, motion carried unanimously. Treasurer's Report. City Treasurer Patty Beaird Franzoni gave out her December report of the General Fund with a fund balance on May 1, 2002 $819,001 and a fund balance of $725,966 after year-to-date expenditures and revenues. The City has received the income tax payment from the State of Illinois. Alderman Hartford ask Patty how she was doing getting caught up? Patty commented she is ready for the month of October to reconcile. She also stated that she has used the firm of Hocker/Fitzjarrald CPA's for 8 hours. Alderman Hartford wanted to know how long it would take to reconcile the city's accounts up to date? Patty said hopefully next month! Truck Bids. Motion and second by Aldermen Sarff/West, the City Clerk is instructed to open the bids. Voice vote, motion carried unanimously. The bidders are as follows fora j 1992 Ford LN 8000 Dump Truck: Gary Kinsel, Kinsel Excavating Inc., Canton, $6,701.00; Dave Arrenholz, Trivoli $6,750.00; United Paving & Construction, Canton $8,052.00; Edd Lowe & Associates, Canton $6,575.00. Motion and second by Aldermen Sarff/Fillingham, the bids be reviewed by staff and recommendations at the next council meeting. Voice vote, motion carried unanimously. Truck Engine Replacement - WTP. Motion and second by Alderman Sarff/Fillingham, to approve of the low quote from Topline Auto Parts to rebuild the engine in a 1993 Ford F-150, with parts at the cost of $1,297 plus shipping for the Water / Treatment Plant. Discussion. Alderman Sazff asked if the work would bedone-in house? Greg Pollitt commented yes, it would be! Voice vote, motion carried unanimously. (The quotes were as follows: Coleman Ford - $2,160 + Core, Factory spec. 12 month 12,000 mile warranty; Cazquest - $1,586.05 + $500.00 Core, Factory spec. with 12 month 12,000 mile warranty; Canton Automotive - $1,492.00 + $500 Core, Factory spec. 12 month 12,000 mile warranty; Neals - $1,050.00 used 70,000 mile on it, 101 day Community & Industrial Development Committee Craig West, Chairman Update of Activities. The Fulton County Tourism Council annual dinner will be January 27 in lieu of the Thursday meeting. The Heritage Committee will be presenting Peter Ellertsen, he will be doing songs and stories that was popular in Illinois during 1800's Received a grant from the Illinois Humanities Council for the program and Edward D Jones is picking up the rest of the cost. The Enterprise Zone Extension application was sent in on December 31. The Street Department will be picking up Christmas Trees during the month of January. Residential Sidewalk Program ended December 31. Last year $5,000 was allocated and i 16 registered. A total of 8 were completed and the city paid back to the residents a total of $3,155.25. Motion and second by Aldermen Sarff/Hartford, to allow for $5,000 to the Residential Sidewalk Program for this summer. Voice vote, motion carried unanimously. The Community & Industrial Committee adjourned at 7:00 p.m. Negotiations, Grievance & Personnel Larry Sarff, Chairman No agenda items. Special session is being held to review the Personnel Policy now that the committee meetings are completed. Mayor Bohler stated that it will be several months before the Personnel Policy will be presented to the council for adoption. Mayor Bohler said he presented the policy at this time, as he wanted input from the council members that would be leaving.
