Absent -Aldermen Larry Sarff, nd Mary Fillingham. )there in attendance: City Clerk Nancy Whites, City Treasurer Patty Beaird Franzoni, 'ity Attorney Ron Weber, Budget Administrator Julie Smick, Acting Police Chief Brad .ichards, Fire Chief John Stanko, Public Works Director Cliff O'Brien, Wastewater upt. Joe Carruthers, Water Treatment Plant Supt. Greg Pollitt, Street Supt. George pahn, Joe Ginger Video Services, Daily Ledger representative John Froehling, WBYS presentative Erin Stremmel, and Journal Star rep. Brenda Bowen. City Clerk Nancy Whites introduced each Aldermen who chair the committee's. (Mayor Bohler was absent due to the death of his mother. Public Safety & Traffic Alderman Robert Molleck, Chairman Police Report. Action Police Chief Brad Richards reported that officer Joseph Hitchcock began his duties as an officer on October 4, 2004. Officer Keith Grant received an award recognizing his efforts in a large-scale cannabis trafficking investigation from the Illinois M.E.G. Directors and Task Force Commanders Association at a luncheon. The State Controlled Safety Belt Check was 61% in compliance for the school. Fire Report. Fire Chief John Stanko reported that on October 22 thirteen Fulton County fire departments were accepted into the Mutual Aid Box Alarm System (MABAS) as Division 53. John Stanko reported that he had attended a conference, and during that conference had met with representatives from Insurance Services Office (ISO). They are the organization who sets the fire protection classification for the city. Insurance companies then use that rating to set fire insurance premiums for all residences within the city. We have been working for several years to prepare for a rating review as John said he believes we can lower our rating. John said he will be meeting with an ISO Field Representative on November 24th to determine if we are prepared for a review and it is feasible that our fire protection classification rating would lower. The one serious concern is the frequency of simultaneous alarms. The number of alarms was down this month when compared to 2003, as we had a very high frequency of simultaneous alarms - 26 total. Mechanical Committee meeting 11-23-04 Bids - Gas/Diesel for December 2004, January 2005 & February 2005. Bidders: Don Quick Oil Co. Gasoline $1.6173, Plus B. $.04, Diesel $1.8285 and Plus B. $.04; Riverland FS Inc. of Knoxville, Illinois Gasoline $1.599 and Plus B..15, Diesel $1.791 and Plus B..15. Motion and second by Aldermen Carl/Reed, to send to staff with recommendations to council. Voice vote, motion carried unanimously. Payer Purchase -Fire Department. Fire Chief John Stanko reported they were recently awarded grant funds from the Fulton County ETSB for the purpose of pager replacement. Our pagers are aging, and several have been removed from service as they were no longer able to be repaired. Motion and second by Aldermen Reed/Carl, to allow the purchase of 4 Motorola Minitor IV pagers from Radio Express at a cost of $1,488.00. (100% of the cost will be reimbursed by the grant funds awarded. Shipping will be our cost of about $12.00.) Voice vote, motion carried unanimously. Fire Chief John Stanko mentioned that there will be funds left over from the systems firefighters grant. He said he will be submitting other expenditures to use those funds. Alderman Les Carl ask Acting Police Chief Brad Richards if an award could be offered for the return of the Lap Top Computer in the mayor's office. Brad Richards responded he did not have any information on the computer and he did not feel offering an award works that good. The Public Safety & Traffic Committee adjourned at 6:41 p.m. Streets & Garbage Committee Alderman Les Carl, Chairman No items listed for action. Alderman Carl asked about the work going on at the City Garage area. Public Works Director Cliff O'Brien explained the work is being done by CIPS at no cost to the City. CIPS also put in new water and sewer lines for those on West Chestnut Street. The Streets & Garbage Committee adjourned at 6:42 p.m. Lake, Buildings & Grounds Committee Rick Reed, Chairman No items listed for action. 2 Mechanical Committee meeting 11-23-04 Alderman Reed announced the hours the gates will be open at the Lake area. Monday through Sunday the hours are 6:00 a.m. - 6:00 p.m. Alderman Reed asked about piles of rubbish left at IH site. Cliff O'Brien stated that Vanderwall is looking into funding for the city to help in this area. The pile of pallets were not in the bid for removal and Clark Wilson has sent in for grant funding on this project.
