Mayor Bohler introduced each Aldermen who chair the committee's
Public Safety & Traffic
Alderman Robert Molleck, Chairman
Police Report. Police Chief Donald Edwards reported the Resource Officer report has
been revamped on a today today bases. Don Taylor is the officer in that position and he
is in training. The Mobile Data computers are now on line. IB Network for the live scam
fingerprints is also being set up. Both items are paid by grant funds.
Fire Report. Mayor Bohler remarked that the assistant chief Dick Grove was here as
acting Chief and got called out on a fire. (Later on the Acting Chief Dick Grove did
attend the meeting.)
Technical Rescue Team Memorandum of Understanding. City Attorney Ron Weber
mentioned that a resolution is needed to approve the memorandum of understanding.
John Stanko the fire chief has been chosen to sign the Memorandum of Understanding.
Motion and second by Aldermen Molleck/Reed, to approve of the memorandum of
understanding and present to council for their consideration. Voice vote, motion carried
unanimously.

Streets & Garbage Committee
Alderman Les Carl, Chairman
Petitions from residents on Old West Locust Street. City Attorney Ron Weber
mentioned this is an Industrial area that is causing the problems for the City. We are
seeking to enforce the fencing ordinance. The present zoning was done in 1976 and
because of the Industrial zoning it hampers the city. The owner will go before a judge in
November. Clark Wilson said that several citations and nuisance have been given on the
property. The city wants to know the intentions for the use of the property.
Some of the residents of the area attended the meeting but did not make any comments
when asked by Alderman Carl. Alderman Carl also told them to hang in there as we
won't forget you!
City Treasurer Patty Franzoni asked if this a scrape yard, and could there be EPA
problems because of the oil and gas on the ground from automobiles? City Attorney Ron
Weber said there have been issues about the soil of what has been added on the property.
The EPA has looked at the site and they have not made contact with Clark Wilson's
office.
Clark Wilson said if the area is a salvage yard the property has to have a Special Use
Permit, and Clark Wilson said he issues the Special Use Permits, and there has not been
any issued to this property.
Vic Mason Buildins at 66 South Main Street. City Attorney Ron Weber explained
this issue be discussed in Executive Session.
Salaries of Elected officials position. Alderman Carl stated the mayor's salary is
$17,000 a year with health insurance. Alderman Harn wanted to know why this was
under the Streets & Garbage committee? City Attorney Ron Weber explained that the
salaries have to be given to elected officials 180 days before they take office. In order for
the ordinances to come before council, it would make this too late if discussed at the
Finance Committee in October.
Alderman Molleck felt the mayor's salary needed to be adjusted as it was not done the
last time.
Alderman Sarff said an article in the Journal Star sometime ago reported on salaries and
our rate was higher and not compariable with other communities.
Mayor Bohler said this will not affect me as I'm not running for the office.
Alderman Carl suggested dropping the health insurance.
Mayor Bohler said that would save the city around $9,000.
Alderman Hartford and Alderman Molleck suggested making the position full time as a
city this size needs a full time mayor.

Alderman Sarff said we do need some one on a full time bases, as mayor `s come and go
and they don't have the background with professional degrees, or public administration.
He also felt the city should have an administrator.
Alderman Carl said he is thinking of 3% a year which is the same as the union
employees.
Motion and second by Aldermen Carl/Harn, 3% salary increase per each year to the
mayor's position and take away the Health Insurance benefit. Voice vote, motion carried
unanimously.
Alderman Carl mentioned the City Clerk's Salary is presently $27,000 a year with
additional $5,000 for certification. Alderman Hartford felt that the additional $5,000 for
certification is not needed. Alderman Carl asked for comments from the Clerk and
Treasurer. Patty Franzoni the city treasurer mentioned that her state organization for
treasurers, none of the communities offer this incentive.
Motion and second by Aldermen Carl/Reed, give 3% increase per each year as was given
to other employees, and take away the additional $5,000 of certified municipal clerk or
treasurer. Voice vote, motion carried unanimously.
Alderman Carl said the Aldermen each receive $3,600 per year and receive additional
sum of $150 for each special council meeting that said Alderman is in attendance.
Alderman Molleck said the position should not be for the money, and he is not running
again. The last increase was in 2001 and feels it is too soon.
Motion and second by Aldermen CarUReed, to leave the salary the same. Voice vote,
motion carried unanimously.
The Streets & Garbage Committee adjourned at 6:55 p.m.
Lake, Buildings & Grounds Committee
Alderman Rick Reed, Chairman
TIF Removal of Mobile Homes. Don Inman owner of the trailers introduced his
representative of Sally Beaubon. Don claims he got hurt badly in the IH fire, and he
came here tonight offering the City a proposal. Don also said he was planning on
opening up a dealership and going forward.
Sally mentioned the trailers that are not repairable we will remove quickly. Don said he
has every intention of getting things done. Sally also mentioned that they have been very
busy and can't get the homes rehab because of the overload.
Alderman Hartford asked, how long have you been there at IH? Don Inman said ever
since the IH burnt. Alderman Hartford asked how many trailers have been removed?
Don Inman answered, 20.
Alderman Reed mentioned that most of the trailers are in very bad condition and also
some are in a very bad state of repair. Don Inman said he could move 90% of the trailers,

and he further added, his proposal says he needs property. Don said he will remove them
if he can get a 5 year lease to work on them. He further added if he has some property he
will have them out of there in a month.
Alderman Carl told Don Inman that he admired him for spending at his own expense, but
can't see this is helping by moving to other property.
City Attorney Ron Weber remarked this issue will be discussed further in executive
session.
The Lake, Buildings & Grounds Committee adjourned at 7:04 p.m.
Public Works, Water & Sewer Committee
Alderman Elny Harn, Chairman
Renewal Service Agreement -Utility Service. Supt. Water Treatment Plant Greg
Pollitt is asking for the renewal of the Utility Service Agreements for the meter reading
software (Connect), and the meter reading hardware (Mini Mobile). The cost for the
agreement is $700.00 for the software and $2500 for the hardware for the total of
$3,200.00. Motion and second by Aldermen Reed/Molleck, to approve of the
agreements and present to council for their consideration. Voice vote, motion carried
unanimously.
The Public Works, Water & Sewer Committee adjourned at 7:05 p.m.
Executive Session -Real Estate and Litigation IH Mobile Homes; and Vic Mason
Building at 66 South Main Street. Motion and second by Aldermen Harn/Carl, to go
into executive session to discuss Real Estate Litigation on IH Mobile Homes; and Vic
Mason Building at 66 South Main Street. Voice vote, motion carried unanimously.
Alderman Sarff mentioned the committee will come back into open session with no
action from the executive session.
Alderman Sarff wanted the following to stay for the executive session, the elected
officials, the city attorney, Cliff O'Brien and Julie Smick.
The executive session minutes are on file in the office of the City Clerk for review.
The Mechanical Committee adjourned at 8:10 p.m.
