Mayor Kevin R. Meade called the meeting to order at 6:30 p.m.

Mayor Kevin R. Meade called for roll call at 6:30 p.m. Present -Aldermen Rick Reed, Eric
Schenck, Craig West, Larry Sarff, Jorge Rivero, Gerald Ellis, Jim Hartford. (Absent was Alderman
Jason Strandberg who resigned as Alderman on September 22, 2009 Recessed Council
meeting.)
Others in attendance -Mayor Kevin R. Meade, City Clerk Nancy Whites, City Treasurer Aaron
Anderson, City Attorney Chrissie Peterson, Police Chief W. Dan Taylor, Fire Chief Bonnie

Alderman Hartford made the motion to approve the Consent Agenda as presented, and was
duly seconded by Alderman Ellis. The motion was by unanimous voice vote.

Council Action
Cylinder Replacement for Self Contained Breathine Apparatus.
Alderman Hartford made the motion to buy three cylinders for the Fire Department air packs in
the amount of $660.00 each, for a total of $1,980.00 from Municipal Emergency Services, and
was duly seconded by Alderman Rivero. Roll call. AYES -Aldermen Hartford, Ellis, Rivero,
Sarff, West, Schenck, Reed. NAYS -None. 7 AYES, 0 NAYS 1 ABSENT. (Alderman Strandberg)
Motion carried.

Council Action
Dump Truck Purchase.
Council meeting 10-6-09
Alderman West made the motion to accept the state bid price fora 2010 International Truck,
model number 7400, from Prairie/Archway International Trucks, in the amount of $97,722.00,
and the purchase of the dump body work from Koenig Equipment, and was duly seconded by
Alderman Sarff. Alderman West commented that $85,000 will come from the Budget and
$12,722.00 would come from the Depreciation Account. Roll call. AYES -Aldermen Reed,
Schenck, West, Sarff, Rivero, Ellis, Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT.
(Alderman Strandberg resigned.) Motion carried.

Council Action
Roofine needs from Wastewater Treatment Plant.
Alderman Reed made the motion to accept the request from Supt. Wastewater Treatment
Plant Joe Carruthers of going out for bid to replace three small roofs of a rubber seamless
roofing system, and paid from bonding funds, and was duly seconded by Alderman West. The
motion was by unanimous voice vote.
Accept plan for Old Boat Dock reconstruction.
Alderman Reed made the motion to adopt Option #4 plan as outlined by Alderman Reed for the
Canton Lake Area updates, and was duly seconded by Alderman Hartford. The motion was by
unanimous voice vote.
Reconstruction of the Old Boat Dock.
Alderman Reed made the motion to allow to seek bids for the reconstruction of the Old Boat
Dock with sidewalks and restrooms, and was duly seconded by Alderman Hartford. Discussion.
Mayor Kevin Meade asked about how the bid would be. Alderman Reed stated the Boat Dock
ramp reconstruction will be one bid and the other bid will be all three together. The motion
was by unanimous voice vote.

Council Action
Radial Collector Well Application for Payment #9. from Reynolds Inc.
Alderman Ellis made the motion to accept payment #9, from Reynolds Inc. for the Radial
Collector Well in the amount of $417,303.29, and was duly seconded by Alderman Rivero. Roll

call. AYES -Aldermen Hartford, Ellis, Rivero, Sarff, West, Schenck, Reed. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. (Alderman Strandberg resigned.) Motion carried.
Lone Term Control Plan Wastewater Flow Metering equipment installation Change Order #1,
from Leander Construction Inc.
Alderman Ellis made the motion to accept the request from Leander Construction Inc. for Long
Term Control Plan for Wastewater Flow Metering Equipment

Installation Change Order #1 in the amount of $4,414.85, and was duly seconded by Alderman
Sarff. Roll call. AYES -Aldermen Reed, Schenck, West, Sarff, Rivero, Ellis, Hartford. NAYS -
None. 7 AYES, 0 NAYS, 1 ABSENT. (Alderman Strandberg resigned.) Motion carried.
Application for Payment #12, for Secondary Clarifier #1 Rehab-WWTP from Leander
Construction Inc.
Alderman Ellis made the motion to accept the request from Leander Construction Inc. for
payment #12, for Secondary Clarifier #1 of Rehab for WWTP in the amount of $14,358.00, and
will continue to hold retainage of 5% of the requested amount of $30,657.00, and was duly
seconded by Alderman Hartford . Roll call. AYES -Aldermen Hartford, Ellis, Rivero, Sarff,
West, Schenck Reed. NAYS -None

COMMUNICATIONS FROM MAYOR KEVIN R. MEADE -
Strandberg
FOIA/OMA Seminar.
Mayor Kevin R. Meade stated that Governor Quinn signed into law a number of changes and
these are tougher laws. The law firm of Heyl/Royster along with the city will present an update
on the FOIA new law, and anyone in the community can attend the session free of charge. This
will be held on October 14 at the Depot, 50 North 4th Avenue. Can call Sheri at Heyl/Royster to
make the reservation 677-9548 or you can a-mail the mayor or call the mayor's office to make
your reservation. The meeting will be from 9:00 a.m. until 11:00 a.m.
Auxiliary Appointments.
Alderman West made the motion the appointments of David Weaver and Jack Poppenhager be
confirmed, and was duly seconded by Alderman Ellis. Discussion. Police Chief W. Dan Taylor
recommended the two for Auxiliary. The motion was by unanimous voice vote.
`Bright Spots' award recognizes interesting horticultural areas.
Mayor Kevin R. Meade said that the City used to recognize different properties over the years
for their beauty. Along with Master Gardner's of Fulton County anyone can tali the office of
the mayor to nominate someone's property. Does not have to be flower's and gardens, can be
property being cleaned up from an eyesore.

Mayor Kevin R. Meade said there is an opening in Ward 1, like to pursue this, but not in a hurry.
You can call the mayor's office if interested in serving.
The Leaf Program will probably begin at the end of October. Rake the leaves out to the terraces
and not on the streets.
The Fire Department had applied for no interest loan for fire apparatus. They have found one
piece of equipment and will discuss this further at next week's Finance Committee meeting to
talk about the purchase.

This is the week of Fire Safety and the theme this year is 'Stay Fire Smart, Don't Get Burnt. '
OLD BUSINESS:
ORDINANCE -REPEALING ORDINANCE #1966 PROVIDING FOR A NO PARKING SIGN AT THE
200 BLOCK OF WEST PINE STREET, PROHIBITING PARKING ON THE SOUTH SIDE OF THE STREET
FOR 75 FEET EAST OF THE INTERSECTION WITH AVENUE C. Second reading of the ordinance
and read by title. Alderman Reed made the motion the ordinance be placed on its passage,
and was duly seconded by Alderman Ellis. Roll call. AYES -Aldermen Reed, Schenck, West,
Sarff, Rivero, Ellis, Hartford. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. (Alderman Strandberg
resigned.) The motion carried. Ordinance being #1991.
NEW BUSINESS:
ORDINANCE - VACATING A PORTION OF A STREET RUNNING EAST/WEST AT THE RAILROAD
CROSSING AT HICKORY STREET AND 4T" AVENUE. First reading of the ordinance and was read
by title.
RESOLUTION - OF SUPPORT -SINGLE-FAMILY OWNER -OCCUPIED HOUSING REHABILITATION
PROGRAM. First reading of the resolution and was read by title. Alderman Sarff made the
motion the resolution be adopted, and was duly seconded by Alderman Reed. The motion was
by unanimous voice vote. Resolution being #3902.
RESOLUTION -CANTON JUNIOR WOMAN'S CLUB SANTA PARADE SATURDAY NOVEMBER 28,
10:00 A.M. First reading of the resolution and was read by title. Alderman Reed made the
motion the resolution be adopted, and was duly seconded by Alderman Hartford. The motion
was by unanimous voice vote. Resolution being #3903.
Alderman Hartford made the motion to convene into executive session to discuss -Pending
Litigation, and was duly seconded by Alderman Reed. The motion was by unanimous voice
vote.

The regular scheduled council meeting convened for executive session at 6:48 p.m.
EXECUTIVE SESSION - TO DISCUSS -PENDING LITIGATION.
The Executive Session to discuss Pending Litigation reconvened in open session at 7:05 p.m. to
adjourn.

Being no further business to conduct Alderman Hartford made the motion to adjourn, and was
duly seconded by Alderman Ellis. The motion was by unanimous voice vote.
