Potice Report. Police Chief Donald Edwards said he has added on to his monthly
report the yeaz to dates also.
Fire Report. Assistant Chief Bonnie Cremer had put together the MAVIS report to
send those who went to New Orleans. Fire Chief John Stanko reported she had the report
ready in 5 hours.
Alderman Meade asked about the leaf program. Public Works Director Clif O'Brien
mentioned that this program would begin when most of the leaves have fallen and will be
during the week of your gazbage pickup.

Mechanical Committee October 25, 2005
Illinois Municipal League. Alderman Carl mentioned the Illinois .Risk Management
Association has sent the City a renewal which is effective December 31, 2005 to
December 31, 2006. Total contribution is due December 16, 2005 at a total of
$355,423.00. The City has 2 options for payment.
ANNUAL PAYMENT OPTION:
Pay by: December 16, 2005
Annual Payment $355,425.00

S 1 % of Annual Payment $181,265.73
51 % Balance due by June 16, 2006
EARLY PAYMENT OPTION:
Pay by: November 18, 2005
Annual Payment with 2% Discount $348,314.54

51 % of Annual Payment $177,640.42
51 % Balance Due by June 16, 2006.
Motion and second by Aldermen Hartford/Reed, accept the Early Payment Option, to be
paid by November 18, 2005 with 2% discount and 51 % Annual Payment of $177,640.42,
and 51% Balance Due of the same amount by June 16, 2006, and referred to council for
their consideration. Discussion. Alderman Carl mentioned this is a $3900 savings.
Alderman Schenck adked how was this paid last year? Alderman Carl said was paid in
December & June with no savings. Alderman Schenck wanted to know how much was
budgeted? Alderman Carl answered, $355,000 and the cost will be less than the budget
amount. Motion carried by voice vote.
Alderman Carl mentioned the Minimum Maxi Plan and gave a scenario of how the Plan
works. Lets say our premiums are $200,000. We set a limit amount, if it does not reach
that limit, and we take this Plan, our payment is reduced by the amount by 20%. If it
exceeds the Plan, then they'll add 20% to the premium.
Alderman Carl recommended the City not enter into the Minimum Maxi Plan. It was
recommended the City not participate into the Plan as we cannot afford the risk. The
City has save money the last 3 out of 4 years. Alderman Carl further added that he
believes a $100,000 Workman's Comp claim is being protested.

Motion Alderman Reed to add on the agenda, the transferring property at the Canton
Lake area of Lot 14 in Lakewind. Alderman Reed said this was brought to him by
Maloof Realty this afternoon. City Attorney Jim Elson reported that it takes the City
Council's consent to transfer this property. Alderman Reed mentioned that Bernice
Ludlum is selling to Gene, Mazc & Kathy Churchill on December 16. Motion and
second by Aldermen HaztfordBerazdi, to allow the transfer for Bernice Ludlum of Lot 14
in Lakewind to Gene, Mazk & Kathy Churchill, referred to council for their
consideration. The motion carried by voice vote.

Public Works, Water & Sewer

Aeenda Public Works. Alderman Berazdi stated that after 6 months on the council
there has been some ups and downs. Anyone looking to run for Alderman will have to
face some of the things we've had to face. To some it might be intimidating for these
meetings to be televised. Alderman Berardi complained about the news media not
reporting the news correctly. And stated he had some problems in his campaign with the
Ledger. From this he said he had received a letter from Daily Ledger Publisher Scott
Koon that said, "if you think I'm on you now, wait until you are elected." Alderman
Berardi considered the letter a threat.
Don Inmon safety/new violations inspection. Alderman Berardi ask the City Attorney
for information as to "has it gone away" on this issue. He was referring to the Don
Inmon, West Locust Trailers, and the Nelson Building. City Attorney Jim Elson
commented the Don Inmon case is moving slowly, but some significant things aze taking
place.
West Locust safety hazard/new violations inspection. City Attorney Jim Elson said a
court heazing is scheduled for November 4.
Elm Street Rehab -PUD. Alderman Berazdi said that Bill, Diane and Wesley
Carruthers started a trend. They have been painting and fixing up their building. They
want to know if they can change the structure because of the PUD? Zoning Officer Clark
Wilson said under the Building Site and Operation those structures fall under non-
conforming use. The PUD does not come in to play as the azea is not more than an acre
in size. Alderman Berardi mentioned that he appreciates the work that has been done.
Old K Mart Store Rehab. Alderman Berazdi said he had calls of concerns that the
former K Mart Store was going to be a halfway house. Alderman Berazdi figured this

rumor got started because the Department of Corrections, their juvenile department is
breaking away from the adult portion of the prison.
Heating/Air Conditioning at City Hall. Alderman Berardi ask City Clerk Nancy
Whites how many bids were received? Nancy said one bid was received. Motion and
second by Aldermen Berazdi/Hartford, to have the city clerk open the bids. Discussion.
Alderman Berardi ask Clif O'Brien to give a report of who received the information to
bid. Clif reported that this was advertised in the Daily Ledger 3 times, and notices were
sent out to those advertising this type of work. Alderman Berardi said then you did notify
above and beyond? Clif said they did. The motion carried by voice vote.
The bid was from GM Mechanical of Canton, Illinois, in the amount of $145,000 with a
Cashier's Check accompanying the bid of $14,500, which is 10% of the bid. Motion
and second by Alderman Hartford/Schenck, send to staff, and report back at the next
council meeting. Discussion. Alderman Berazdi said if this bid is sent to staff it will be
November, then it would be December before delivery. Alderman Berazdi wants Keith
Plavec, Clif O'Brien, Alderman Carl, and an engineer from Maurer Stutz to review the
bid and wants this to be considered in the motion. Alderman Meade mentioned that
normally bids aze referred to staff, and they make their recommendations to council.
Clif O'Brien said he would sit down with Keith Plavec, Alderman Cazl and GM to review
the bid on what we would be receiving. Alderman Reed wants to be able to use what can
be used as he said sounds like total replacement. The motion carried by voice vote.
Nelson Building. City Attorney Jim Elson mentioned he did some reseazch this
afternoon and ran into something that alarms him. And that is the question of
constitutionally of the administrative seazch warrant procedure. Alderman Berazdi ask if
it would be appropriate for Clark Wilson to give his report? Jim Elson said he would
rather not as the case could be in litigation.
CADC Development/IH Site. Alderman Berazdi said he figures what they aze about
figures into what might happen at IH. He asked Economic Development Director Mazk
Rothert to give a report. Mazk said he met with the Economic Transitional Committee
last Wednesday. They have been meeting over the last two weeks and will meet
tomorrow. We aze talking of what we want here. Making good progress. Hoping to
make some good recommendations in the next couple weeks and months.
Public Forum on HCH -Report. Alderman Berazdi mentioned that the owner of HCH
Jamie Stevenson and Jack Hall answered questions concerning the Health Insurance
Program of the City's. Everybody believes they learned something at that meeting.
Alderman Hartford said it was a good presentation. He also said he wished more of the
public was there.

Keith mentioned that the New Extended Aeration System will be moved back farther due
to the smell.
The Anaerobic Digesters Conversion to Aerobic Digesters they are currently being
worked on Keith said. The City will be taking both digester lids off this Thursday.
The Primary Sedimentation Tank Conversion to Aerobic Digesters, because of moving
other parts will have to extend piping and have to look at the pumps.
The Return Activated and Waste Activated Pumping Stations. Keith said the city is the
Project Manager for cost saving.
The Tertiary Filters. Keith said expanded to meet the 4.99 capacity.
Keith was thanked for his presentation of a very well put together slide show that was
done with the help of Clif O'Brien, Joe Carruthers and Keith Plavec.
