AN ORDINANCE PROVIDING FOR TWO HANDICAP PARKING SPACES AT THE
SOUTH PARK UNITED METHODIST CHURCH, 600 SOUTH FIRST AVENUE, IN THE
CITY OF CANTON, FULTON COUNTY, ILLINOIS AND ALLOWING THE CHURCH TO
REMOVE AND REPLACE A PORTION OF THE CITY'S SIDEWALK
WHEREAS, the South Park United Methodist Church presented a request to the Legal and
Ordinance Committee to allow for two handicap parking spaces on the west side of South First
Avenue, adjacent to their church;
WHEREAS, the request was necessitated by the church altering their handicap ramp to make
the facility more accessible to the public; and
WHEREAS, as part of the request, the Church also asked for permission to remove and
replace the approach part of the City sidewalk from the street to the existing sidewalk so that it may
include non-slip grid; and
WHEREAS, the Legal and Ordinance Committee has determined that it is necessary and in the
best interest of the citizens of Canton, Illinois to place two handicap parking signs on the west side of
South First Avenue, adjacent to the South Park United Methodist Church (600 South First Avenue),
and that the church be allowed to remove and replace the approach part of the City's sidewalk from the
street to the existing sidewalk.
WHEREAS, the City Council has made a similar determination.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CANTON, Fulton County, Illinois, as follows:
1. That two (2) Handicap Parking signs shall be placed on the west side of South First Avenue,
adjacent to the South Park United Methodist Church at 600 South First Avenue; and that every
driver of a motor vehicle will refrain from parking any vehicle under his or her control in said
area unless it displays the proper registration plates or decals issued to a personal with
disabilities, as defined by Sections 1-159.1, pursuant to Sections 3-616, 11-1301.0 or 11-1301.2
or to a disabled veteran pursuant to Section 3-609 of the Illinois Vehicle Code (625 ILCS 5/11
et. seq. ).
2. Any Person who violates this Ordinance shall, upon conviction or plea, be subject to a
fine of not less than two hundred fifty dollars ($250.00) nor more than three hundred
fifty dollars ($350.00) for each offense pursuant to 625 ILLS 5/11-1301.3(c).
3. That this Ordinance shall be in full force and effect ten (10) days after its passage by the City
Council of the City of Canton, Fulton County, Illinois, approval by the Mayor thereof, and
publication in pamphlet form as provided by law.
PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular meeting this
2nd day of June , 2009 upon a roll call vote as follows:
AYES: Aldermen Strandberg, Hartford, Ellis, Rivero, Sarff, West,
Schenck, Reed.
NAYS: None .
