Mayor Heinze gave warm greetings to everyone then introduced the Aldermen who chair
the committees.

Public Safety & Traffic Committee
Alderman Eric Schenck, Chairman
Police Resort. Police Chief Don Edwards mentioned that the department has began
"Operation Clean Sweep." What this is property hazards and health hazards, we compare
with Dale Berry the health officer and gave the owners proper time to begin clean up of
their property. This has worked quite well over the years.
Don also mentioned that the use of the Park District Police and Fulton County Police has
worked well when we need them in an emergency.
Don suggested to be thinking about another Drug Dog next year as we need to get one on
board to train while Roko is still able to work, as the dogs normally work for 7 to 8 years.
Alderman Berardi thanked the department for the good work and the report.
Alderman Schenck mentioned that he appreciates Dale Berry's position on health hazards
in the community.
Fire Report. Fire Chief John Stanko mentioned that on April 8, the department was
notified that the Canton Fire Department had been selected as the host sight of a Porta-
Count Fit test Machine for use by fire departments in Homeland Security Region 9. The
Porta-Count Machine is used to fit test breathing masks and respirators that are used in
the course of our duties. Serving as the host site will allow us to use the machine at no
cost other than consumable supplies. Other departments who use the machine will pay a
nominal fee to offset calibration and maintenance costs. The Porta-Count Fit Test
Machine has a value of about $9,000. MASBAS is distributing ten (10) of these
machines in central and southern Illinois.

Also received a $4,000 donation from Wells Fargo Bank in Canton towards the trailers
that will house the technical rescue equipment that has a value of approximately
$185,000. The equipment is stored while the department is working to complete funding
for the two trailers needed to transport the equipment. The donation was for the purchase
of two trailers with one located in Canton and one located in Monmouth Donation from
State Farm Insurance Company was also received.

Streets & Garbage Committee

Alderman Hartford said there is nothing listed on his agenda and he had nothing to add.

Lake, Buildings & Grounds Committee
Alderman Rick Reed, Chairman
Computer Purchase -Mayor Rodney W. Heinze. Mayor Heinze mentioned that the
computer in his office and his secretary's office operates very slow, but they do work.
Mayor Heinze said he received 5 different quotes and all but one was local. Dell gave the
high bid but it had no support system. Mayor Heinze is recommending the second lowest
bid from Brooks Tech for $2,888.80 which includes Windows XP Professional and
Microsoft Office.
Motion and second by Aldermen Hartford/Berardi to send the request to council for their
consideration. Voice vote, motion carried unanimously.

Public Works, Water & Sewer
Alderman Joe Berardi, Chairman
Alderman Berardi gave out a Canton Public Works Committee work book that the Public
Works department will put together. Alderman Berardi said that this work book will be
forwarded to other committee's as we're going to change policy.

Alderman Hartford ask Alderman Berazdi, did you check with other committee's as we
have nothing in hand? Alderman Berardi said he did not, as he is bringing forwazd the
information at this time.
Bids - Hohulin Brothers Fence Co. Alderman Berardi said that Keith Plavec, Cliff
O'Brien Craig West, and Alderman Berardi met with a representative of Petersen Health
Caze who is planning to build an Assisted Living Complex in the area of Second Avenue
which fronts the IH property. The spec's did not ask for height of fencing for the IH area.
Petersen Health Caze is agreeable to a 6 foot height of slatted fencing to go from Maple
Street to Pine Street. Alderman Berazdi mentioned that Petersen Health Caze is waiting
on the IEPA report before breaking ground, and they think it will be eazly this fall.
Cliff O'Brien mentioned this will be 920 lineal feet of chain link fencing for $22,816.00.
The bid was for 150 feet that would end right in front of the Petersen Health Caze facility.
The bids aze good for 45 days.
Motion and second by Aldermen Haztford/Reed, to send to council for their
consideration. Voice vote, motion carried unanimously.
Setting Parameters for 2005 Public Works Annual report. Alderman Joe Berazdi
gave each member and department heads a folder for setting pazameters for 2005 Public
Works Department annual report. The idea of the folder Alderman Berazdi said will
have all records listed of what has been done, what needs to be done, and who did it.
Several of the items listed on the agenda will be part of this folder.
Public Works budgeting process. Alderman Berazdi said we have to be accountable to
the public, this is the capital employee program.
Job Descriptions/Public Works personnel to submit to Personnel Committee for
review/action. Alderman Berardi said we aze looking at legal problems when we don't
have the job descriptions.
Maurer Stutz Inc./Public Works Director to survey streets needing repair in
priority sequence. Alderman Berazdi said he wants to get rid of the good old buddy
system, and use Maurer Stutz, Inc. as they have good ideas as engineers.
Alderman Hartford mentioned the way this was done before, each Aldermen would turn
in a list of streets and would be put on priority list, the engineer firm would do a 5 yeaz
study to determine the streets needing the work.
Alderman Sazff asked for Public Works Director Cliff O'Brien to give update on FAU
projects and what FAU means. Cliff said he is working on the local MFT for this
summer, FAU was used on Main Street and Linn Street, and 20% funds were MFT for
Chestnut Street. Cliff mentioned that he will be meeting with IDOT tomorrow, he has to
show corridors, and it's been a long time coming for Ash Street to 20th Avenue and
Chestnut Street from Ash Street. Ash Street from 15th Avenue to 20th Avenue is five

years out again, to curb and gutter as cost is too high. Cliff explained that FAU funds are
used for tributary's to the main routes, FAU means Federal Aid Urban.
Personnel evaluation procedure form for Public Works employees, and submit to
Personnel Committee. Alderman Berardi mentioned that California has evaluations
done every two years.
Sexual Harassment training schedule for Public Works personnel. City Attorney
Jim Elson mentioned the City has a resolution on sexual harassment. Sexual Hazassment
will not be tolerated.
Safety Training Schedule for Public Works Personnel. Alderman Berazdi thought
that each employee should be weazing safety glasses. Public Works Director Cliff
O'Brien said he can get them through the Department of Labor. They meet once a month
and work with Dan Boyer.
Compliance officer for Public Works. No discussion held.
Vandewalle & Associates, meetings and give Comphensive hand outs. Alderman
Berazdi wants to have a documentation of the IH comprehensive plan for IH. Mayor
Heinze reported that he had talked with Joy Stiglish of Vandewall & Associates and she
is planning on coming to Canton sometime in June.
Missing lap top computer and important files. Alderman Berazdi said he has 15 to 20
people asking about this lap top computer. Alderman Berardi wants to call in the State
Police to get this issue off of the Police Department investigation, and the city then can
move forward.
Mayor Heinze said the lap top computer has nothing to do with Public Works Committee.
Motion and second by Aldermen Berazdi/Schenck to send the issue of investigation of a
lap top computer to the State Police, and refer to council for their consideration.
Discussion. Alderman Schenck ask if this is a enforcement issue? He said he is trying to
get an understanding. Alderman Schenck ask if this is the role the city council takes?
Alderman Hartford said we have our own police department let them finish their job.
Mayor Heinze said the way this works is the State Police is called in if local authority
recommends to State Police. Alderman Carl asked if turned into the insurance company?
City Clerk Nancy Whites said she would check on that. Alderman Meade mentioned that
the State Police can investigate and it would be non political. This is not something
common but it has been done before. Voice vote. 2 Ayes, 2 Nays, and Mayor Heinze
voted Nay. City Attorney Jim Elson informed the mayor he cannot vote in committee.
Jim Elson said the motion goes to council as a tie vote.

TIF Administrator needed so Public Works projects don't lag, recommend Maurer
Stutz Inc. Alderman Berazdi felt that the Economic Development Director should have
handled this instead of Maurer Stutz Inc. Alderman Berardi is hoping the next person
hired for the Economic Development position can take this over. We don't want to lag
behind.
Banner Mayor Kenneth Fuller. Mayor Fuller mentioned that he has heazd a lot of
comments being made about the water project that your City is trying to get done,
praying we can go forward with this for Banner.
Project payments come through Public Works committee, then to Finance
Committee. Alderman Berazdi wants to see the specs come to his committee. Alderman
Cazl said this would make it very late in paying.
Cell phone number of former mayor took number, city attorney to recover cell
hp one #. Alderman Berazdi feels people aze calling that number and he wants to know
if there is any illegal obligations? Mayor Heinze did not feel this should be under Public
Works Committee and secondly, the city owned that number, but the former mayor
switched the number to him. It was a little tacky but it's not worth worrying about.
Discussion regarding Maple Street from 2°d Avenue to 4t6 Avenue. Alderman Cazl
wants to get the street open on Maple that comes through 2 Avenue in the IH azea.
Alderman Carl wanted to know of what plan can we do to get the street open up sooner
than Vandewalle & Associates is planning on doing. We need to move the congestion
on Oak and Elm.
Line up of property owners of why Canton looks like a shanty town. Mayor Heinze
said that people aze not saying Canton is a shanty town. Alderman Berardi asked if the
city has an ordinance of unsafe buildings? Alderman Berazdi showed several unsightly
azeas in Canton and said this problem has to stop. City Attorney Jim Elson mentioned
that it has to be budgeted and you have to follow state law, and although it is rather
routine it is expensive.
Report of meeting with Old West Locust Street used trucking business. Alderman
Cazl said he had asked for Alderman Berazdi to look at this property that is getting worse
instead of better. Mayor Heinze said he has just got started and wants to embrace these
problems as its important and we will not ignore this. Dessie Woods home owner in the
azea said the business has had oil spills on the ground and he covers them up, does
painting at night with paint going through the air. There are tires out in the road with
summer coming to harbor mosquitoes. Mayor Heinze told Dessie the City will not let
this drop, we will have the City Attorney Jim Elson take a look at this. Alderman
Hartford said covering the oil over could be an environmental problem.

Report of action to be taken on Don Inmon property in Industrial Park. Don Inmon
offered an apology for saying the city council "was all idiots" because he said, not all of
you are. Don said he does not serve the upper class management. If you need something
I'll help you. I've been fighting to stay alive. Come out and talk to me, Alderman
Meade came out and approached me. Sally business partner of Don Inman, said they
would be putting up a fence when the settlement comes in on the fire. Mayor Heinze said
he would have the City Attorney Jim Elson to talk with them.
Research if TIF funds can be used to pursue lawsuits against others in a TIF
District. City Attorney Jim Elson said he would do the research.
Report of action taken by either zoning officer/code enforcement officer, have
presented to committee after all complaints. Alderman Berardi asked for an on going
record of what's been done, and what has not been done?
Bb's Tap: New paint, etc. pride in the community and on the other band others
take us in the other direction. Alderman Berardi felt they deserve commendation for
what they did to their business building. Billy's, White Oak, and OTO have raised some
$404,000 for sports, in this community. These gentlemen should be on the Revitalization
Committee. Recommend that Canton Mayor should send Billy's a certificate of
appreciation for business improvement along with Chamber of Commerce.
Request to set aside a portion of the sales tai for infrastructure improvements to
any proposed capital improvements to the City of Canton. Alderman Berardi thought
we should set some funds aside, and then when the money is needed, we are ready.
List of approved licensed contractors for the City of Canton. City Attorney Jim
Elson mentioned that the ordinance was repealed in the 90's.
Investigation into West Maple properties, Maurer & Stutz Inc. Maurer Stutz Inc.
addressed the Pre-Annexations on West Maple and Hickory Street. Keith Plavec said
they did this for the last administration of what property out there has water and sewer.
Keith said the Water Department, Nancy Whites, City Clerk and Kayma Duncan did the
work, all we had to do is put a map together recommending a portion of West Maple is
feasible bringing into the city. Recommend also of leaving alone the West Hickory
Street area as they have water and sewer and the county has control of the road.
Maurer Stutz Inc. report on Waste Water Facility Sludge Study, how is the $57.000
funded? Maurer Stutz Inc. representative Keith Plavec said the $57,000 payment comes
from the $36,000,000.00 water project. But, if the City does not go ahead with the
project the funds will come from the General Fund.

Contract of 2005 General Engineer for Public Works, Maurer & Stutz Inc.
Alderman Berardi said that Maurer Stutz Inc. do not bid for their professional time.
Crawford, Murphy & Tilly who use to be the engineers for the City of Canton charged 6
hours traveling time. Maurer Stutz Inc. are asking for the same contract of $36,000 a
year, that does not mean they are paid that amount. Alderman Berardi said he has looked
at the contract and so has the mayor. Joe said he would like to have this contract for 3
years as he wants continuity. The contract can be terminated in 60 days. Motion and
second by Aldermen Hartford/Reed to send the Contract of 2005 General Engineer for
Public Works, Maurer Stutz Inc. for a three year contract to council for their
consideration. Voice vote, motion carried unanimously.
Alderman Schenck wanted to have some more information on the $36 million bond issue.
He wanted to ask if there will be a process of recommendation on the proposal of $20
million, and if so what happens to the bonds? Keith Plavec of Maurer Stutz Inc.
explained that $36 million is the estimate for the water/sewer project. The first thing to
happen we'll split the bonding to two requests. Reason being it will take over four years
to complete and any bond issue must be spent fora 3 year period. During the three year
period the improvements will be prioritized and addressed in order. At the end of those 3
years what remains to be done will be covered by the second bond issue. Local banks
cannot buy bonds less than $10,000. Work with the banks over this period of time as you
can invest some of your bonding money.
EXECUTIVE SESSION -LAND EASEMENT ACQUISITION - MAURER
STUTZ INC. Motion and second by Aldermen Reed/Hartford, to go into executive
session for the purpose of discussing Land Easement Acquisition. Roll call. AYES -
Aldermen Hartford, Berardi, Reed, Schenck. NAYS -None. 4 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Mayor Heinze ask for the following to attend the executive session -Aldermen Jim
Hartford, Joe Berardi, Larry Sarff, Craig West, Les Carl, Kevin Meade, Rick Reed, Eric
Schenck; Mayor Rodney Heinze, City Clerk Nancy Whites, City Treasurer Kathleen

The Public Works, Water & Sewer Committee convened the meeting to go into executive
session at 8:44 p.m.
The Public Works, Water & Sewer Committee reconvened into open session at 9:09 p.m.
Motion and second by Aldermen Hartford/Reed, to direct the city attorney to draft an
easement agreement and to authorize the Public Works Director Cliff O'Brien and Keith
Plavec of Maurer Stutz Inc. to perform preliminary negotiations for land acquisitions on

the Water/Sewer Project, and refer to council for their consideration. Voice vote, motion
carried unanimously.

unanimously.
