Mayor Bohler introduced each Aldermen who chair the committees.
Members present: Aldermen Les Cazl, Rick Reed, Elny Harn and Robert Molleck.
Other Aldermen present: Jim Hartford, Craig West, Larry Sazff. Absent -Alderman
Mazy Fillingham.
Others present: Mayor Jerry M. Bohler, City Clerk Nancy Whites, City Treasurer Patty
Beaird Franzoni, City Attorney Ron Weber, Police Chief Donald E. Edwazds, Fire Chief
John Stanko, Public Works Director Cliff O'Brien, Wastewater Supt, Joe Carruthers,
Water Supt. Greg Pollitt, Maurer Stutz Inc. representative Keith Plavec. Video Services
of Joe Ginger, Daily Ledger John Froehling, WBYS Erin Stremmel, Journal Staz
representative Brenda Bowen. Representative of amateur ham radio club Phil Fleming
and several others attended. Citizens Dessie and Mervin Woods. Candidates for office
were Rod Heinze, Edwazd Ketcham, Kathy Luker, Harry Steck, Kevin Morgan, Eric
Schenck, Ed Huggins.
Public Safety & Traffic Committee
Alderman Bob Molleck, Chairman
Police Report. Police Chief Donald Edwazds mentioned there was nothing out of the
ordinary for January.
Fire Report. John Stanko highlighted his report by the rescue of the 9 year old boy. All
because of the rescue engine for the EMS responses. John emphasis the importance of
this multi-purpose vehicle.
Annual Fire Department Report. John Stanko highlighted the following...the call
load for 2004 has decreased 2.4% over the call load for 2003. A management report for
emergency response activity shows there were 798.52 man-hours or 39.56% of the
department personnel's time at structure fires, vehicle fires, and for other types of fires.
Man-hours at fire scenes increased by 81.9% while man-hours for EMS responses
increased by 11.6%. The 2004 fire lost of $318,150.00 represents less than 13% of the
involved property value.
Emergency Medical responses accounted for 69.1% of our alarms and required 940.79 on
scene man-hours. Our busiest time of day was from 4:00 p.m. to 5:00 p.m. Our second
busiest time of day was from 3:00 p.m. to 4:00 p.m. 416 alarms, or 26.9% of our total
responses, occurred between 11:00 p.m. and 7:00 a.m. District #1, which is north of Elm
Street and east of Main Street, has the highest volume of alarms. Our department
received mutual aid from other departments on nine occasions.
The most disturbing trend we have to deal with is the occurrences of simultaneous
alarms.

John thanked the department for their dedication and efforts which is very much
appreciated. John also thanked the council members and mayor for their cooperation in
seeking grants.
Alderman Bob Molleck and Jim Hartford thanked John Stanko for his very
comprehensive report that was easy to read.
Breathing Air Compressor -sale of. John Stanko stated that they have a used air
compressor that is no longer needed. The used compressor lacks many of the modern
safety features, but is capable of filling cylinders to 4500 psi. It has been certified to
produce grade "E" air every yeaz as required by the Department of Labor standazds.
John is recommending to be allow to advertise for bids for the sale of the used breathing
air compressor. There have been several inquires by nearby departments about the
disposition of the used compressor. SCBA, Inc. has recommended we set a minimum
bid of $2,500.
Motion and second by Aldermen Reed/Cazl, to advertise for bids the sale of a breathing
air compressor, and referred to council for their consideration. Voice vote, motion
carried unanimously.
Ordinance -Canton Citizens Band Radio Control Act. Ron Weber explained that he
had received a call from Phil Fleming a member of the Amateur Ham Radio Club. Ron
said that Phil will speak briefly and the ordinance then will be assigned to a committee
for review.
Phil Fleming -representative of amateur ham radio. The unlicensed citizens band radio
has been left out of the ordinance, and examination of the licensee and operator, which is
required by Federal law to be licensed. Phil asked who would be responsible for
enforcement?. Phil said we aze the good guys, and we have concerns about the
ordinance.
Mayor Bohler said he would appoint a committee to work with the amateur club so the
ordinance would be beneficial to all who have concerns.

Streets & Garbage Committee
Alderman Les Carl, Chairman
Fuel & Diesel Bids for March, April & Mav, 2005. One bid received and the bidder
was Riverland FS Inc of Knoxville. Gas lower A $1.73, Plus B. 4 cents; Diesel lower A
1.78, or 11 % soy diesel $1.73, Plus B. 4 cents. Motion and second by Aldermen
Molleck/Reed, to refer to staff with recommendation at the Council meeting. Voice vote,
motion carried unanimously.

Residents of Old West Locust Street. Alderman Cazl reported then when you call
Dessie and Mervin Woods they are so nice. Dale fought in the jungles of Vietnam and
moved back to Canton for the quality of life Canton has to offer. Council needs to do
something to resolve the problems from the Wheeler property.
Alderman Harn mentioned that the neighbors were promised that conditions would
improve. Alderman Harn said she went to their home and looked out the window. There
aze untitled cazs setting in the yard and on the city streets. A total of 7 trailers aze setting
on city property. The place is deplorable and disgusting. Elny said she could not
emphasis that enough.
City Attorney Ron Weber mentioned that we fine them all the time. The time for the
placement of a barrier is about to run out. The area was given the zoning that allows this
back in 1975 - 76.
Police Chief Don Edwards said we receive calls on the property, and we go out there and
all we see is violation of a fine a parking ticket that $5.00.
Alderman Molleck remembered the time of a worse problem because of zoning within
the city and it took 9 yeazs dealing with the court system. It is very hazd to deal with
people who do not care.
Alderman Carl said a fence would help.
Dessie Woods mentioned putting the old trucks in the back part of the yazd where they
belong. She also ask if there is not health concerns because of the old tires and
equipment?
City Attorney Ron Weber mentioned the health department would have to act on the
health conditions. And you have to remember the other side has protection rights as well.
Mervin Woods mentioned that when he goes to bed at night he wants to sleep. Activity
goes on over there all night long.
Mayor Bohler said that everyone knows no matter where they go they will continue to do
the same. The City needs to look at the ordinance if only to review the $5.00 charge for
cazs pazked for long periods on the city streets. Because the azea is zoned light Industrial.
They would be grandfather in, and we could review this down the road if they sell the
property the zoning could change.
Alderman Reed said the $5.00 chazge to the average citizen is okay, but not for repeated
offenders.
Motion and second by Aldermen Reed/Molleck, to send the Old West Locust Street issue
to the Legal & Ordinance Committee. Voice vote, motion carried unanimously.
The Streets & Garbage Committee adjourned at 7:12 p.m.
Lake, Buildings & Grounds
Alderman Rick Reed, Chairman
Alderman Reed said he had nothing on his agenda, and comments were not made.

Public Works, Water & Sewer
Alderman Elny Harn, Chairman
Water & Sewer Study -Balance of Proposal. Alderman Carl mentioned that during
the Public Hearing held on February 12 he felt the consensus was to continue with the
$10.5 million dollar sewer & water project. Motion and second by Aldermen
Carl/Molleck, to continue with an additional portion of the Water & Sewer Project in the
amount of $10,500,000.00. Discussion. Alderman Molleck, said Alderman Carl's
proposal impressed him, and he did not realize the difference in cost until he seen the
actual presentation by Alderman Carl.
Alderman Carl stated that if this $10.5 is approved and sent on to council, he would like
for the council to send it then to the Finance Committee.
Mayor Bohler said if approved the finance committee can work on the differences in cost.
We have given the worse scenario, but the cost will probably be less to the consumer.
Alderman Reed said he too wants to reinterate what Alderman Molleck said, this has to
be done now or in the future. We need to do this now while the cost is cheaper, as the
facilities at the water 8c wastewater plant needs updating badly. Voice vote, motion
carried unanimously.
