Edwards Way - 50 North 4"' Avenue, Canton, Illinois. In Attendance: Mayor Kevin Meade, Attorney Chrissie Peterson, City Treasurer Aaron Anderson, City Administrator Jim Snider, Deputy City Clerk Diana Tucker, Public Works Director Clif O'Brien, ESDA Director Phil Fleming Aldermen in attendance: Aldermen Craig West, Larry Sarff, Rick Reed, Eric Schenck, Jim Hartford, Dave Pickel, Jorge Rivero and Gerald Ellis In the audience: Jane Lewis, Cindy Rosenberger, Lee Puelo, Pamela Ihnes, Max Beck, Jamie Dietz, Lawrence and Michelle Walljasper, Andrea Bernini, Tariq Zafar, Yuchae Kim, Fulton County Democrat Stacey Creasy, The Journal Star Kevin Sampier, The Daily Ledger John Froehling, Video Services by Joe Ginger PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY ADMINISTRATOR JIM SNIDER. Mayor Meade asked for roll call at 6:30 p.m. Present -Aldermen Craig West, Larry Sarff, Rick Reed, Eric Schenck, Jim Hartford, Dave Pickel, Jorge Rivero, and Gerald Ellis. Absent -None. MINUTES OF MAY 4`h, 2010 (ls` meeting) COUNCIL MEETING. Motion and second was made by Aldermen Hartford/West that the minutes of May 4`h, 2010 (ls` meeting) be accepted and placed on file. The motion carried by voice vote, and was unanimous. MINUTES OF MAY 4TH, 2010 (2"d meeting) COUNCIL MEETING. Motion and second was made by Aldermen Hartford/West that the minutes of May 4, 2010 (second meeting) be accepted and placed on file. The motion carried by voice vote, and was unanimous. MINUTES OF MAY 11TH, 2010 CLERICAL COMMITTEE MEETING. Motion and second by Alderman Hartford/West, the minutes of May 11`h, 2010 be accepted and placed on file. The motion carried by voice vote, and was unanimous. BILLS Motion and second by Aldermen Schenck/Sarff that all bills properly authorized be paid Roll Call. AYES -Aldermen Ellis, Rivero, Pickel, Hartford, Schenck, Reed, Sarff, West. 8AYES, 0 NAYS, 0 ABSENT. The motion carried by voice vote, and was unanimous. TREASURER'S REPORT. City Treasurer Aaron Anderson reported that the City ended the fiscal year with a general fund loss of $537,000.00 due to the revenue stream being approximately 9.0% lower than what was originally budgeted. The total general fund balance is approximately 2.2 million dollars at the end of the year. Amore comprehensive Treasurer's report will be introduced at the first finance committee in June. Motion and second was made by Alderman Schenck/Pickel that the Treasurer's report be accepted and placed on file. The motion carried by voice vote, and was unanimous. PROCLAMATION: Mayor Meade gave the following Proclamation for the foreign exchange students: Whereas, exposure to different cultures ranks as one of the most powerful ways to promote international understanding and peace, and Whereas, the Youth Exchange program provides thousands of young students with the opportunity to meet people from other countries and to experience new cultures, planting the seeds for a lifetime of international understanding, and Whereas, this year our community has had the opportunity to welcome five students from across the globe to live here with host families, attend our schools, learn about American culture, and teach us about their nations, and Whereas, our community has welcomed Tariq Zafar from Pakistan, Marjorie Cammas from France, Andrea Bernini from Italy, Max Beck from Luxembourg, and Yuchae Kim from Korea, and Whereas, our community has also supported Canton High School student Mariah Shawgo as our own exchange student, residing during this school year in Chile, and Whereas, during their stay here in Canton, these five foreign exchange students have greatly contributed to our society in many ways including their involvement in our schools, sports, community, and volunteer activities, all the while broadening our horizons to promote a growth towards world peace and understanding, and Whereas, the City of Canton wishes to recognize and honor the host families who have opened their homes and their lives to provide these opportunities and experiences, and Whereas, the City of Canton wishes to recognize and thank the Canton School District #66, Dr. Candice Swift, and the teachers and staff for continuing to provide an atmosphere of learning and sharing, giving these students an experience of a lifetime. Now, Therefore, be it proclaimed that this month of May, 2010 be known as Youth Exchange Recognition Month in the city of Canton, Illinois, and 2 Furthermore, let it be known that the citizens of Canton hold open their doors to welcome all current, past and future foreign exchange students. Each of the exchange students thanked the community for their support. COMMITTEE REPORTS FINANCE-Alderman Eric Schenck, Chairman Alderman Eric Schenck reported that the City approved renewing an electrical contract at a lower rate that will save the community approximately $160,000.00. This will be listed as a resolution. LEGAL AND ORDINANCE- Alderman Dave Pickel, Chairman Smokers Ordinance Attorney Chrissie Peterson reported that she is currently researching this item, and will bring additional information back in the next two weeks. Consider/Discuss/Vote on FOIA/OMA Officer Attorney Chrissie Peterson recommended designating a new FOIA/OMA officer due to the pending retirement of City Clerk Nancy Whites. Attorney Peterson recommended appointing Diana Tucker as the new FOIA/OMA officer. Motion and second was made by Alderman Sarff/West to approve Diana Tucker as the FOIA/OMA officer for the City of Canton. The motion carried by voice vote, and was unanimous. COMMUNITY & INDUSTRIAL DEVELOPMENT-Alderman Jorge Rivero, Chairman Nothing for Council Action NEGOTIATIONS, GRIEVANCE & PERSONNEL- Alderman Larry Sarff, Chairman BOBS Insurance Renewal Alderman Larry Sarff reported that the City's group healthcare insurance with BCBS renews June 1, 2010. The City received a 19.85% increase. The insurance committee recommended approving the rate for the upcoming year and sending to Council for approval. Motion and second was made by Alderman Sarff/Ellis to approve the renewal with BCBS. Roll Call: (Ayes) Aldermen West, Sarff, Reed, Schenck, Hartford, Pickel, Rivero, Ellis (Nays) None. The motion carried. 3 MAYOR COMMUNICATIONS Gabby Days Mayor Meade reported that Gabby Days will be held June 12, 13`". The pickup will be the week of June 14`", 2010. Clerk Recognition Mayor Meade reported that City Clerk Nancy Whites will have a retirement reception on May 27, 2010 from 4:00-6:00 p.m. at the depot. The public is invited. City Recycling Program with Eagle Enterarise Mayor Meade reported that the City will sign the agreement with Eagle Enterprise, and the community is encouraged to contact them with any questions. The phone number is 888-932- 2936 or at the website at info(a~eerecycling com The City will hold an informational meeting and anyone interested can sign-up in advance. Housing Grant Public Meeting Mayor Meade reported that a public meeting will be held on Thursday, May 20, 2010 at 7:00 p.m. at the depot. This housing grant is administered by WIRC. The grant is primarily for low income homeowners to bring their homes up to code. WIRC will be available to answer any questions during this meeting. Bright Sgot Award Mayor Meade announced the bright spot this week will go to the ls` Christian Church in Canton. The area designated as a bright spot is on the south side of the church. OLD BUSINESS: NONE NEW BUSINESS: ORDINANCE GRANTING A SPECIAL USE PERMIT TO ALLOW MULTI-FAMILY DWELLINGS ON 2ND FLOOR OF THE COMMERICAL BUILDING LOCATED AT 15 AND 15'/Z WHITE COURT. (ls` Reading) Ordinance # 1206 Motion and second was made by Aldermen Sarff/Reed to suspend the rules for the first reading and vote on this ordinance Roll Call: (Ayes) Alderman Ellis, Rivero, Pickel, Hartford, Schenck, Reed, Sarff, West. (Nays) None. The motion carried. Motion and second was made by Alderman Sarff/Reed that the ordinance be placed upon its passage. The motion carried. 4 AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO ALLOW MULTI- FAMILY DWELLING AT THE PROPERTY CURRENTLY ZONED B-2 LOCATED AT 125 NORTH 4TH AVENUE, CANTON, ILLINOIS. (First reading) AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO ALLOW MULTI- FAMILY DWELLING AT THE PROPERTY CURRENTLY ZONED B-2 LOCATED AT 411 EAST CHESTNUT STREET, CANTON, ILLINOIS. (First reading) A RESOLUTION APPROVING A POWER SALE AGREEMENT BY AND BETWEEN INTEGRYS ENERGY SERVICES, INC. AND THE CITY OF CANTON AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS. Resolution # 3922 Motion and second was made by Aldermen Schenck/Reed to adopt the resolution. Roll Call: (Ayes) Alderman Ellis, Rivero, Pickel, Hartford, Schenck, Reed, Sarff, West. (Nays) None. The motion carried. A RESOLUTION APPROVING A PROPOSAL FOR PROFESSIONAL PLANNING AND ZONING SERVICES BY AND BETWEEN MAURER STUTZ, INC. AND THE CITY OF CANTON AND DIRECTING THE MAYOR TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS. Resolution # 3923 Motion and second was made by Aldermen Reed/Ellis to adopt the resolution. Roll Call: (Ayes) Alderman West, Sarff, Reed, Schenck, Hartford, Pickel, Rivero, Ellis. (Nays) None. The motion carried. Liquor License for Ray Singh d/b/a Milano's Pizza (formerly Gepetto's) Mayor Meade reported that the liquor commission received an application for a Class B Liquor License for Ray Singh d/b/a Milano's formerly Gepetto's. The establishment previously had a license, however with the sale of the business Ray Singh had to re-apply. The commission voted in favor of issuing a Class B License to Milano's Pizza. Motion and second was made by Aldermen Reed/Rivero to issue a Class B Liquor License to Ray Singh d/b/a Milano's Pizza. The motion carried by voice vote and was unanimous. Adiournment to go into Executive Session to discuss Police and Public Works Contract, Land Sale and Personnel Motion and second by Aldermen Sarff/Reed to adjourn Adjourned at 7:01 p.m. Motion carried. The Council reconvened into open session at 7:35 p.m. to make the appointment of the City Clerk. Mayor Kevin Meade appointed Diana Tucker as City Clerk effective June 1, 2010.
