POLICE REPORT: Police Chief Michael Eveland stated that the “Demott Determined” event was
held over this last weekend. Thay raised between $17,000 and $20,000. A huge thank you to
everyone who came and helped or offered their support.
FIRE REPORT: Fire Chief Scott Roos stated that with the Fourth of July coming up, there are
multiple places in town selling fireworks. They are all legal in the state of Illinois and with the
state Fire Marshall. However, with the dry conditions and lack of rain, the chances of a fire from
fireworks, are greater at this moment. A small spark could cause a very large fire. Remember to
keep a close eye when watching or lighting off fireworks and make sure that you have water
around to put out any small spot fires that may occur in an effort to prevent a fire from spreading.
On May 23, 2023 at around 11:30 the fire department was called to the 700 block of Noth Avenue
B for a possible kitchen fire. Upon arrival crews seen fire coming out of the south end of the
building from the windows. Firefighters entered the building and extinguished the fire which had
engulfed the kitchen and was moving into the bedroom at that time. Crews where on scene
withing 3.5 minutes from the time of the page from dispatch till they arrived on scene, where the
kitchen was already fully engulfed. A fire doubles roughly every 45 seconds. There are a couple
people in attendance tonight that are going to be introduced. Mrs. Day, who’s residence was at
the fire. Marcy Brooks and Matthew Kirkpatrick are also here. Marcy works for Help at Home,
which helps Mrs. Day in her day-to-day activities. Marcy was not scheduled to work that day but,
out of the goodness of her heart, decided to bring Mrs. Day some medications that day. When
her and her Fiancé Matthew arrived, they got up to the house and thought they heard beeping
of an alarm. She opened the door and they were met with smoke and the sound of a smoke alarm
going off. At that moment she yelled back to Matthew to call 911. Marcy went into the house,
found the fire in the kitchen then went through the kitchen to get to Mrs. Day’s bedroom where
she then got her out of her house and to safety.
Marcy and Matthew are both being awarded with a certificate from the Canton Fire Department
for the heroic efforts they both displayed that day.

COMMITTEE REPORTS:
FINANCE
ALDERPERSON ANDRA CHAMBERLIN, CHAIR
ORDINANCE APPROVING THE PURCHASE OF A TANKER TRUCK FROM KENWORTH IN THE
AMOUNT OF $165,230.00 AND WAIVING COMPETITIVE BIDDING REQUIREMENTS.
This tanker truck will be purchased to replace the current tanker truck to haul liquid sludge when
the land application program is going on, along with other uses with hauling water.
Motion and second were made by Alderpersons Chamberlin/Lovell to approve the purchase of a
tanker truck from Kenworth in the amount of $165,230.00 and waiving competitive bidding
requirements.

Hiring one more telecommunicator will bring the number back up to the budgeted number of 7.

APPROVAL OF STEP 2 ANSWER TO GRIEVANCE FIELD BY THE ILLINOIS FRATERNAL ORDER OF
POLICE LABOR COUNCIL, UNIT #840 (GRIEVANCE NO. GR-230516-KQMU)
There was a committee meeting held prior to the council meeting where it is the
recommendation of the committee that the grievance be denied at step 2. Refer to Mayor
McDowell as step 3 and provide the Mayor with the information needed to try and resolve the
grievance at step 3.

This loan will be for $30,000 for 5 years at 3% interest to come from the revolving loan fund.

The council meeting is currently scheduled to be on July 04, 2023 and would like to be changed
to Monday July 03, 2023.

Regular Council Meeting scheduled for July 04, 2023.

This morning at the department head meeting, Maurer and Stutz informed us that the Cass
Place road closure should be open by the end of July.
Lakeland Drive is already open and was completed faster than they had anticipated.
