AN ORDINANCE CALLING A SPECIAL ELECTION IN THE CITY OF CANTON, COUNTY
OF FULTON AND STATE OF ILLINOIS, AND PROVIDING FOR THE SUBMISSION TO THE
VOTERS OF SAID CITY OF CANTON THE QUESTION OF ISSUING BONDS OF SAID CITY
OF CANTON IN THE AMOUNT OF $900,000 AT A SPECIAL ELECTION TO BE HELD
IN AND FOR SAID CITY ON THE 17th DAY OF JUNE, A.D., 1978.
WHEREAS, it is deemed advisable and necessary for the best interests
of the inhabitants of the City of Canton, Fulton County, Illinois (the
"City") that the City acquire a site for and construct afire, police and
civil defense station; and
WHEREAS, the proposed acquisition and construction is within and
for the City of Canton, and the Mayor and the City Council of the said City
have caused estimates of the cost of such acquisition and construction to
be made, and have found the cost therefor to be not less than Nine Hundred
Thousand Dollars ($900,000); and
WHEREAS, funds are not available for the purpose of such acquisition
and construction of said fire, police and civil defense station as herein-
above described and it will therefore be necessary to borrow money and in
evidence thereof issue the bonds of said City, and before bonds can be
issued the question of issuing said bonds must be submitted to the electors
of said City and approved by a majority of the electors voting on the said
question at an election called for that purpose;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF CANTON IN THE COUNTY OF FULTON AND STATE OF ILLINOIS, AS FOLLOWS:
1. That it is hereby determined to be in the best interests of said
City of Canton to acquire and construct afire, police and civil defense
station as hereinabove described and for that purpose it will be necessary
that this City borrow money and in evidence thereof issue the bonds of
said City.
2. That there be borrowed by, for and on behalf of the said City of
Canton the sum of Nine Hundred Thousand Dollars ($900,000) for the purpose
of paying a part of the cost of acquiring and constructing a fire, police
and civil defense station as hereinabove described and that to evidence said

loan negotiable bonds of said City be issued, and that said bonds be de-
signated "Fire, Police and Civil Defense Station Bonds of the City of
Canton", and bear interest from date at the rate of not to exceed Seven
Per Cent (7%) per annum, payable semi-annually.
3. That the question of issuing said Nine Hundred Thousand Dollars
($900,000) Fire, Police and Civil Defense Station Bonds of said City as
hereinabove described in Section 2 hereof, be submitted to the legal voters
of said City at a special election which is hereby called to be held in
and for said City on the 17th day of June, 1978, between the hours of
six o'clock A.M. and six o'clock P.M. on said day.
4. That for the purpose of said election, each of the seven (7)
established wards of the City shall be an election precinct. The polling
places for each precinct and the Judges of Election assigned to each shall
be as hereinafter set forth in this Ordinance.
5. That the City Clerk of said City be, and she is hereby ordered
and directed to cause notice of said election to be given by publishing
notice thereof once in the Canton Daily Ledger, the same being a newspaper
published and of general circulation within the said City. The time of
such publication of said notice shall be not more than thirty (30) days
nor less than fifteen (15) days prior to the date set for said election
and said notice as published shall be in substantially the following form:
NOTICE OF SPECIAL ELECTION TO VOTE UPON THE QUESTION
OF ISSUING MUNICIPAL FIRE, POLICE AND CIVIL DEFENSE
STATION BONDS OF THE CITY OF CANTON, COUNTY OF FULTON
AND STATE OF ILLINOIS, IN THE AMOUNT OF NINE HUNDRED
THOUSAND DOLLARS ($900,000).
PUBLIC NOTICE is hereby given that a special election will be held in
and for the City of Canton, County of Fulton and State of Illinois,
on the 17th day of June, A.D., 1978, at which time there will be sub-
mitted to the electors of said City, the following question:
PROPOSITION
"Shall bonds in the amount of Nine Hundred Thousand
Dollars ($900,000) be issued by the City of Canton,
County of Fulton and State of Illinois, for the purpose
of paying the cost of acquiring and constructing afire,
police and civil defense station in and for said City
of Canton, which said bonds will bear interest from
date at the rate of not to exceed Seven Per Cent (7%)
per annum?"

The said election will be held in the said City of Canton. For the
purpose of said election, each of the seven (7) established wards
of said City shall be an election precinct and the polling place
designated for each will be as follows:

The polls at said election will be open at six o'clock A.M., and will
be closed at six o'clock. P.M., on the date of the election. All persons
qualified to vote at regular elections are qualified to vote on said
question, and the voters must vote at the polling place designated for
the said election.

7. That the ballot to be used at said election for the purpose of
submitting the question to the voters shall be in substantially the follow-
ing form:

opposite the word indicating the way you desire to vote.)

Thousand Dollars ($900,000) be issued by the
City of Canton, County of Fulton and State of YES
Illinois, for the purpose of paying part of the
cost of acquiring and constructing afire, police
and civil defense station in and for said City of
Canton, which said bonds will bear interest from NO
date at the rate of not to exceed Seven Per Cent
(7%) per annum?"
On the back of the ballot shall appear the following:

Special election held on the 17th day of June, A.D., 1978,
to vote on the question of issuing Fire, Police and Civil
Defense Station Bonds of the City of Canton, County of Fulton
and State of Illinois, in the amount of Nine Hundred Thousand
Dollars ($900,000).

8. That the City Clerk is hereby ordered to cause a sample of
the ballot to be published once in the Canton Daily Ledger, the same
being a newspaper published at Canton, Illinois, and having a general
circulation in said City of Canton, Illinois, not less than five days prior
to the date set for said election and to procure and prepare all necessary
election material for holding and conducting said election.
9. That if a majority of all votes cast at the said election are
in favor of the question submitted, the above mentioned bonds will be
issued,but if the majority of the votes cast are against the question,
then said bonds will not be issued.
10. That this ordinance shall become effective immediately upon
its passage and approval.
