AN ORDINANCE APPROVING THE TAX INCREMENT REDEVELOPMENT PLAN AND RE-
DEVELOPMENT PROJECT.
WHEREAS, the City of Canton, Illinois desires to implement tax
increment financing pursuant to the Real Property Tax Increment Allocation
Redevelopment Act, P.A. 79-1525, appearing as Sections 11-74.4-1 et seq.,
of Chapter 24, S.H.A. (hereinafter referred to as the "Act") for the
proposed Redevelopment Plan and Redevelopment Project within the municipal
boundaries of the City of Canton and within the Redevelopment Project Area
described in Section 1 (a) of this ordinance, which area constitutes in
the aggregate more than 1-1/2 acres.
WHEREAS, pursuant to Section 11-74.4-5 of the Act, the City Council
caused a public hearing to be held relative to the Redevelopment Plan and
Redevelopment Project and a designation of a Redevelopment Project Area
on December 7, 1977 at the Council Chambers, City Hall, City of Canton.
WHEREAS, due notice in respect to such hearing was given pursuant to
Section 11-74.4-5 and 6 of the Act, said notice being given to taxing
districts by certified mail on October 21, 1977, by publication on November
21, 1977, and November 28, 1977, and by certified mail to taxpayers on
November 22, 1977.
WHEREAS, the Redevelopment Plan and Project set forth the factors
constituting blight in the proposed redevelopment area, and the City Council
has reviewed testimony concerning blight presented at the public hearing
and has reviewed other studies and is generally informed of the conditions
of blight in the proposed Redevelopment Project Area as said term "blight"
is used in the Act.
WHEREAS, the City Council has reviewed the conditions pertaining to
lack of private investment in the proposed Redevelopment Project Area to
determine whether private development would take place in the proposed Re-
development Project Area as a whole without the adoption of the proposed,
Redevelopment Plan.
WHEREAS, the City Council has reviewed the conditions pertaining to
real property in the proposed Redevelopment Project Area to determine whether

contiguous parcels of real property and improvements thereon in the
proposed Redevelopment Project Area would be substantially benefited
by the proposed redevelopment project improvements.
WHEREAS, the City Council has reviewed its proposed Redevelopment
Plan and Project and Comprehensive Plan for development of the municipali-
ty as a whole to determine whether the proposed Redevelopment Plan and
Project conform to the Comprehensive Plan of the City;
NOW, THEREFORE, IT IS HEREBY ORDAINED, BY THE CITY COUNCIL OF THE
CITY OF CANTON, ILLINOIS, THAT:
1. The City Council of Canton hereby makes the following findings:
a. The area constituting the proposed Redevelopment Project Area
in the City of Canton, Illinois is described as follows:
Commencing at the point of intersection of the southerly
right-of-way line of East Locust Street and the easterly
right-of-way line of North Second Avenue;
Thence in a southerly direction along said easterly right-
of-way line and extension thereof to its intersection with
the southerly right-of-way line of East Pine Street;
Thence in a westerly direction along said southerly right-
of-way line and extension thereof to its intersection with
the easterly right-of-way line of South White Court;
Thence in a southerly direction along said easterly right-
of-way line and extensions thereof to its intersection with
the southerly right-of-way line of East Walnut Street;
Thence in a westerly direction along the southerly right-of-
way line of East and West Walnut Street and extensions
thereof to a point 181.5 feet, more or less, west of the
westerly right-of-way line of South Main Street;
Thence in a northerly direction along a line parallel to and
181.5 feet, more or less, west of the westerly right-of-way
line of South Main Street to its intersection with the
southerly right-of-way line of West Pine Street;
Thence in a westerly direction along said southerly right-
of-way line to its intersection with the extended westerly
right-of-way line of South Avenue "A";
Thence in a northerly direction along said westerly right-
of-way line and extensions thereof to its intersection with
the southerly right-of-way line of West Locust Street;
Thence in a easterly direction along the southerly right-of-
way line of West and East Locust Street and extensions
thereof to its intersection with the easterly right-of-way
line of North Second Avenue, the Point of beginning.

Excepting therefrom those areas bounded by the southerly
right-of-way line of West Locust Street, the westerly right-
of-way line of North Market Court, the northerly right-of-
way line of West Chestnut Street, the easterly right-of-way
line of North Avenue "A"; and the southerly right-of-way
line of East Elm Street, the westerly right-of-way line of
South Second Avenue, the northerly right-of-way line of East
Pine Street, the easterly right-of-way line of South Van
Buren Court.
In terms of a Project Area Description based on land platted
to date, the following would properly reflect the area:
Original Town - Swans First Recorded Addition: Parcels 94
through 99 and 106, 107, 108
Swans Second Addition: Parcels 109, 110, 111, 120, 124 and
125
Nathan Jones First Addition: Parcels 1 through 11 and 14
through 30
Nathan Jones Second Addition: Parcels 35 through 60
Nathan Jones Third Addition: Parcels 1 through 5 and 7
through 10
Plus all Public Rights-of-Way including streets, alleys and
that area commonly known as Jones Park lying between the
easterly right-of-way line of North and South Second Avenue
and the westerly right-of-way line of North and South Avenue
"A"; the southerly right-of-way line of East and West Locust
Street and the southerly right-of-way line of East and West
Pine Street; and the entire right-of-way of South Main
Street and South White Court between East and West Pine
Street and East and West Walnut Street; and the entire
right-of-way of East and West Walnut Street between a point
181.5 feet, more or less, west of the westerly right-of-way
line of South Main Street and the easterly right-of-way line
of South White Court.
b. There exist conditions which cause the area proposed to
be designated as a Redevelopment Project Area to be classified as a
"Blighted Area" as defined in Section 11-74.4-3 (a) of the Act.
c. The proposed Redevelopment Project Area on the whole has not
been subject to growth and development through investment by private
enterprise and would not be reasonably anticipated to be developed
without the adoption of the Redevelopment Plan.
d. The Redevelopment Plan and Redevelopment Project conform
to the Comprehensive Plan for the development of the municipality as
a whole.
e. The parcels of real property in the proposed Redevelopment
Project Area are contiguous and only those contiguous parcels of

real property and improvements thereon which will be substantially
benefited. by the proposed redevelopment project improvement are in-
cluded in the proposed Redevelopment Project Area.
f. Since the presentation of the proposed Redevelopment Plan
and Redevelopment Project at the aforesaid public hearing, changes
have been made in the Redevelopment Plan and Project and notice of said
changes has been published pursuant to the requirements of the Act.
Said changes do not alter the exterior boundaries of the proposed Re-
development Project Area, do not substantially affect the general land
uses established in the Redevelopment Plan and do not substantially
change the nature of the Redevelopment Project.
g. The estimated date for final completion of the Redevelopment
Project is December 1, 2000.
h. The estimated date for retirement of obligations incurred
to finance Redevelopment Project costs is not later than December 1,
2000.
2. The Redevelopment Plan and Redevelopment Project which were
the subject matter of the hearing held December 7, 1977, as has been
amended, is hereby adopted and approved. A copy of the Redevelopment
Plan and Redevelopment Project marked Exhibit A is attached to and
made a part of this ordinance.
3. This ordinance shall be in full force and effect upon its
passage by the City Council of the City of Canton, Illinois and approval
by the Mayor thereof.
