ORDINANCE NO.~ g ~
AN ORDINANCE AMENDING TITLE 1, CHAPTER 6, SECTIONS 8, 9 and 10 OF THE
CANTON MUNICIPAL CODE (BEING AN ORDINANCE ESTABLISHING THE STANDING
COMMITTEES OF THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS).
WHEREAS, the City of Canton, Illinois has determined that it is desirable
and necessary to modify and change the standing committees of the City
Council of the City of Canton, Illinois as established by Title 1, Chapter
6, Sections 8,9, and 10 of the Canton Municipal Code.
NOW, THEREFORE, BE IT ORDAINID BY THE CITY COUNCIL OF THE CITY OF CANTON,
ILLINOIS, AS FOLLOWS:
1. That Title 1, Chapter 6, Section 8 of the Canton Municipal Code be and
the same is hereby amended to read as follows:
"1-6-8: APPOINTMENT OF COMMITTEES: It shall be the duty of the Mayor
by and with the consent of the City Council, at the first regular meeting
of the City Council in May of each year, or as soon thereafter as may
be possible, to appoint five (5~ standing committees of the City Council,
which shall be as follows:
Committee on Finance and Personnel
Committee on Streets and Traffic
Committee on Public Works and Buildings
Committee on Legal and Ordinance
Committee on Community and Industrial Development."
2. That Title 1, Chapter 6, Section g of the Canton Municipal Code be and
the same is hereby amended to read as follows:
"1-6-g: GENERAL DUTIES OF STANDING COMMITTEES: It shall be the duty of
the standing committees of the City Council to keep a close watch of the
affairs of their respective departments of the City Government. They
shall have general management, control and supervision over all works
and things ordered to be made or done by the City Council, in their
respective departments. Each committee shall promptly and thoroughly
investigate all matters which may be referred to it, and do and perform
all other duties, as the City Ccuncil may from time to time prescribe
by resolution, motion, ordinance or otherwise. Each committee shall
keep minutes and records of all of its meetings. A written report and
a copy of the minutes of each committee meeting shall be made available
to the City Council at the Council meeting immediately following each
committee meeting. In addition to the above enumerated general duties,
the several committees above mentioned shall particularly be charged ~sith
the duties prescribed in the following Section." ~~_

3. That Title 1, Chapter 6, Section 10 of the Canton Municipal Code be and
the same is hereby amended to read as follows:
"1-6-10: SPECIFIC DUTIES OF COMMITTEES:
(A~ Committee on Finance and Personnel: The Committee on Finance and
Personnel of the City Council may prescribe the manner in which the
books and accounts of all officers of the City shall be kept, in order
to establish uniformity therein. Said Committee shall from time to
time examine said books, and also the accounts of all the City officers,
and see that they are regularly and neatly kept and preserved, and
that the books and papers belonging to the various departments and
offices are secure from loss by fire or otherwise. They shall report
to the City Council any neglect or failure of any officer to keep and
maintain his books and accounts properly, or to preserve the papers
pertaining to his office.
1. The Committee on Finance and Personnel shall prepare and present
to the City Council, during the months within which said report may
be required by law, an estimate of the probable receipts and expendi-
tures of the City for the ensuing year, and a table of appropriations
to be recommended to the City Council= said estimates and table of
appropriations shall be published with the City Council proceedings.
2. The Committee on Finance and Personnel shall see to the borrowing
of money, issuing bonds, preparation of ordinances for the appropria-
tion and levy of taxes, make arrangement for the payment of debts
maturing against the City, see that the sinking fund is properly
maintained, and shall be charged with all matters pertaining to
the finances of the City.
3. The Committee on Finance and Personnel shall advertise for and
let, with the direction of the City Council, and in accordance with
law, except as otherwise provided, all bids; and in the letting of
all bids and contracts where bonds are required, they shall see to the
sufficiency of said bonds. Said Committee shall also be charged
with the duty of seeing that bonds taken from parties for license
from the City, or for any other purpose, are good and sufficient
for the purpose taken.
~. The Committee on Finance and Personnel shall review all purchase.
orders for approval. In addition, all purchase orders in excess of
$150.00 must be authorized by the Committee on Finance and Personnel
prior to purchase. Each Department Head may authorize purchases up
to the $150.00 limitation without the authorization of said Committee.
Should an operational necessity require a purchase over the $150.00
limitation before a meeting of said Committee could be convened then,
said purchase may be authorized by the Mayor.
5. The Committee on Finance and Personnel shall have, upon the close
of each fiscal year, the reports of all the officers of the City that
may in any way relate to the finances of the City, examined, compared,
and audited by some certified public accountant.
6. The. Committee on Finance and Personnel shall have the responsi-
bility for developing personnel policies that will enable the City
to employ and retain competent staff to accomplish the City's work
and to fulfill the City's responsibility to the community.

7. The Committee on Finance and Personnel shall be responsible
for keeping abreast of the changing practices in the personnel and
industrial relations field and with related social and economic
trends, as such information could greatly affect the recruitment,
selection, development, work environment, training, compensation
and retention of staff.
8. The Committee on Finance and Personnel may be called upon by
the Mayor to confer with him in exceptional personnel situations
not covered in established personnel policy procedures (such as
reviewing and approving individual plans for leaves of absence
and study'.
(B~ Committee on Streets and Traffic:
1. The Committee on Streets and Traffic shall have the general
supervision of the streets, alleys, crossings and sidewalks of
the City. They, with the City Engineer, shall prepare a standard
of grades, and file a report thereof in the office of the City Clerk.
They shall take such steps as they may deem necessary to keep the
streets, alleys, crossings and sidewalks of the City in good, passable
and sanitary condition.
2. The Committee on Streets and Traffic shall have general super-
vision of all problems relating to the movement of traffic in all
streets, alleys and parking lots of the City; to control the opera-
tion of parking meters, their purchase, placement and maintenance.
They shall make studies of traffic problems and make recommendations
to the Mayor and City Council on placement of all signs affecting
the movement of vehicles, including restrictions on parking on the
public ways or parking lots.
3. The Committee on Streets and Traffic shal'1 have general super-
vision of the lighting of the streets of the City, together with
the parks and public buildings therein. It shall report to the
City Council such changes in the system of lighting of the City
as it may deem necessary.
4~. The Committee on Streets and Traffic shall have general super-
vision of the collection and disposal of garbage, rubbish and ashes
within the City. It shall prepare a schedule setting forth the
time when garbage shall be collected within the various sections
of the City and where receptacles containg garbage shall be placed.
It shall make rules and regulations concerning the collection and
disposal of garbage.
(C) Committee on Public Works and Buildings;
1. The Committee on Public Works and Buildings shall have general
supervision of the Water and Sewer Systems, the Sewer and Drainage
Systems, parks, public grounds and public buildings of the City.
2. The Committee on Public Works and Buildings shall see that the
Water and Sewer Systems and Department of the City is properly
maintained and properly operated; that the drains and sewers of
the City are maintained in such a condition as will keep the City
in a safe and sanitary condition.
3. The Committee on Public Works and Buildings shall see that the
public buildings, when necessary, are properly insured, maintained
in a proper state and condition of repair and shall report to the
City Council such improvements as they ray deem necessary.

(D) Committee on Legal and Ordinance:
1. The Committee on Legal and Ordinance shall see that the Legal
Department of the City is maintained in proper condition and that
the duties of such Department are properly attended to by the officers
in charge thereof.
2. The Committee on Legal and Ordinance shall have general supervision
of the preparation and revision of the ordinances of the City. They
shall report to the City Council such ordinances as they may deem
advisable to be passed, and they shall at times assist the City
Attorney in the preparation of the ordinances required by the City.
3. The Committee on Legal and Ordinance shall have charge of the
printing of the proceedings, ordinances, resolutions, and other
matters pertaining to the City Council. They shall in general
supervise all printing that may be required by the City and shall
have the right to designate the place where or the office from
which the printing shall be done.
4~. The Committee on Legal and Ordinance shall have charge of and
exercise supervision over all claims that may be presented against
the City, except when the same may be referred to some other specified
committee. It shall be its duty to look after all suits that may be
commenced by or against the City, and to assist the City Attorney,
or the proper officers representing the City as its attorneys, in
the preparation and defense of said suits. It shall report to the
City Council upon such claims as may be presented against the City,
which in its opinion are doubtful or should be rejected. It shall
also report in writing to the City Council such claims as in its
opinion should be allowed. All claims that may be in litigation
against the City shall be referred to this Committee, and it shall
be their duty at once to thoroughly investigate the same, and act
thereon with the City Attorney, and report their conclusions, both
of law and fact, to the City Council for its action thereon.
(E) Committee on Community and Industrial Development:
1. The Committee on Community and Industrial Development shall have
the responsibility for the coordination of community development,
both residential and business. They shall insure proper compliance
with all ordinances that will enhance community development.
2. The Committee on Community and Industrial Development shall
actively seek and promote beneficial industrial growth. They
shall pursue all avenues that would be of assistance to the re-
cruitment of viable industries.
3. The Committee on Community and Industrial Development shall
work with the County, State, and Federal Highway Departments to
assist in the planning and development of necessary roads and
highways."
That this amendatory Ordinance shall be in full force and effect upon its
passage by the City Council of the City of Canton, Illinois and approved
by the Mayor thereof.
